About approval of the Regulations on procedure for issue of instructions in the field of Civil protection

For the purpose of implementation of article 7 of the Law of the Kyrgyz Republic "About Civil protection", according to articles 10 and 17 of the constitutional Law of the Kyrgyz Republic "About the Government of the Kyrgyz Republic" the Government of the Kyrgyz Republic decides:

1. Approve Regulations on procedure for issue of instructions in the field of Civil protection according to appendix.

2. This resolution becomes effective after ten days from the date of official publication.

Regulations on procedure for issue of instructions in the field of Civil protection

1. This Provision is developed for the purpose of ensuring protection of the population and the territory of the republic from emergency situations of natural and technogenic nature.

2. This Provision establishes procedure for issue of instructions in the field of Civil protection, the requirement to contents of instructions, the term of accomplishment of instructions and control procedure for accomplishment of instructions by the ministries, the state committees, administrative departments, plenipotentiaries of the President of the Kyrgyz Republic in areas, local public administrations, executive bodies of local self-government, the organizations irrespective of patterns of ownership and the population.

3. Instructions in the field of Civil protection are issued in case of threat, origin, liquidation of emergency situations, and also in case of failure to carry out by the ministries, state committees, administrative departments, plenipotentiaries of the President of the Kyrgyz Republic in areas, local public administrations, executive bodies of local self-government, the organizations irrespective of patterns of ownership and the population of the following events:

- advance informing population on threat or emergence of emergency situations;

- timely settling out of the population living on potential and dangerous sites to safe areas;

- provision to the settled-out population of the parcels of land in the safe area;

- allocation of the parcels of land under individual housing construction and construction of facilities of production, social and economic appointment;

- carrying out emergency recovery operations on the device of selezashchitny, shore protection constructions, dams, automobile and the railroads, bridges, engineering communications and other objects instead of destroyed or being in critical condition owing to emergency situations;

- holding actions for lowering of the level of ground waters;

- performance of works according to the safe omission of mudstone and flood waters;

- violations of the Construction regulations and rules when designing, constructing facilities engineering protection and also which are in operation from mud streams and flood waters, floodings, slope processes and other dangerous meteorological and natural phenomena;

- accomplishment of actions for protection of power lines, highways and bridges, transformer substations, hydraulic engineering constructions of hydroelectric power stations and other objects of power supply system;

- content in readiness of forces and means of road and operational organizations for the emergency emergency response and creation of necessary inventories of fuels and lubricants;

- accomplishment of emergency measures on the fastest input in system of sections of the highways damaged by avalanches, landslides, rockfalls and other slope processes;

- implementation of timely clearing of cloth of highways public from the snow masses, soil, rockfalls and other slope processes in case of work on forced descent;

- ensuring overlapping and traffic restriction of motor transport in case of sharp changes of weather and during forced descent of avalanches, landslides, rockfalls and other slope processes;

- ensuring protection of public order in places of descent of avalanches, landslides, rockfalls, other slope processes and liquidation of their effects on highways public;

- providing the organized omission of cars on highways public during actions for forced descent of avalanches, to the prevention of landslides, rockfalls and in the course of liquidation of their effects;

- the organization of maintenance of the equipment and the artillery arms allocated for forced descent of avalanches from the place of permanent deployment to the place of accomplishment of tasks and back;

- mobilization of forces and funds of medical support for case of emergence of emergency situation;

- creation of reserve of medical property and medicines on case of mass arrival of victims;

- the direction of crews on duty to the area of forced descent of snow masses for joint operation with task forces;

- content in readiness of Items of food and heating in places of possible accumulation of people and transport;

- advance informing the population when holding actions for the prevention of descent of avalanches, landslides, rockfalls, other slope processes and liquidation of their effects on highways public of the Kyrgyz Republic;

- content in permanent readiness of protective constructions of Civil protection.

- ensuring steady work of communication centers, control centers of the State system of Civil protection and warning systems;

- safety on water subjects to production, improving or sports appointment, and also mass rest of citizens;

- preparation and advanced training in the field of Civil protection of heads, officials, forming of Civil protection and the population.

4. The instruction in the field of Civil protection is constituted by officials of authorized state body in the field of Civil protection in case of threat, origin and liquidation of emergency situations.

5. The official in case of issue of the instruction in the field of Civil protection shall show the official ID.

6. The instruction in the field of Civil protection is drawn up in writing, in duplicate, in form according to appendix to this resolution.

7. One copy of the instruction in the field of Civil protection is issued under the signature to the representative of the legal entity or his legal representative acting by proxy and the physical person living on the potential and dangerous site.

8. In case of absence on the site, object of person obliged to eliminate the revealed threats in case of origin, the authorized officer in the field of Civil protection issues to liquidation of emergency situations instructions in the field of Civil protection about elimination and acceptance of adequate measures.

9. The instruction in the field of Civil protection may contain specifying on need of elimination at the same time of several violations.
