According to the Presidential decree of the Republic of Uzbekistan of August 28, 2018, and also for the purpose of the coordination of development and control of implementation of actions directed to increase in level of traffic security of high speed trains, ensuring the approved and effective interaction of involved state bodies, business entities, executive bodies on places and law enforcement agencies within the solution of questions and tasks on enhancement of system of safety control of rail haulings on high-speed railway districts, the Cabinet of Ministers decides No. UP-5527 "About Measures for Cardinal Reducing and Further Optimization of Interdepartmental Collegiate Organs":

1. Transform the Interdepartmental commission on safety control of high speed trains on the railway district Tashkent-Samarkand to the Interdepartmental commission on the organization and coordination of implementation of measures, and also control of safety control of movement on high-speed railway districts.

2. Determine the main objectives of the Interdepartmental commission:

assistance in enhancement of state regulation in the field of safety control of rail haulings on high-speed railway districts, exception of unreasonable external interference to the sphere of the organization of high-speed train movements;

ensuring effective interaction, including information, between the interested ministries and departments, the companies of rail transport and other organizations regarding the activities directed to increase in level of safety of rail haulings on high-speed railway districts;

implementation of monitoring of implementation of actions on safety control of rail haulings on high-speed railway districts.

3. Approve:

Regulations on the Interdepartmental commission on the organization and coordination of implementation of measures, and also on control of safety control of movement on high-speed railway districts according to appendix No. 1;

structure of the Interdepartmental commission on the organization and coordination of implementation of measures, and also on control of safety control of movement on high-speed railway districts according to appendix No. 2.

4. To the ministry of transport of the Republic of Uzbekistan together with the interested ministries and departments to bring the regulatory legal acts adopted by them into accord with this resolution in a month.

5. Control of execution of this order to assign to the First Deputy Prime Minister of the Republic of Uzbekistan - the Minister of Transport A. Zh. Ramatov.

Chapter 1. General provisions

1. This Provision determines the main objectives, functions, the rights, responsibility, procedure for the organization of activities and the reporting of the Interdepartmental commission on the organization and coordination of implementation of measures, and also to control of safety control of movement on high-speed railway districts (further - the Interdepartmental commission).

2. The interdepartmental commission is formed under the Ministry of transport of the Republic of Uzbekistan (further - the Ministry of transport) for the purpose of coordination of development and control of realization of execution of the actions directed to increase in level of traffic security of high speed trains, ensuring the approved and effective interaction of involved state bodies, business entities, executive bodies on places and law enforcement agencies within the solution of questions and tasks on enhancement of system of safety control of rail haulings on high-speed railway districts of the Republic of Uzbekistan (further - high-speed railway districts).

3. The interdepartmental commission is the advisory body designed to render assistance to the organizations, provided as a part of the Interdepartmental commission, in realization of the tasks and functions assigned to these organizations for safety control of rail haulings on high-speed railway districts, and also providing the effective organization and coordination of interdepartmental interaction, acting on the permanent basis.

4. Creation and abolition of the Interdepartmental commission is performed by the Cabinet of Ministers of the Republic of Uzbekistan (further - the Cabinet of Ministers).

5. The structure of the Interdepartmental commission affirms the Cabinet of Ministers.

6. The interdepartmental commission in the activities is guided by the Constitution and the laws of the Republic of Uzbekistan, resolutions of chambers of Oliy Majlis of the Republic of Uzbekistan, decrees, resolutions and orders of the President of the Republic of Uzbekistan, resolutions and orders of the Cabinet of Ministers, orders and decisions of the Ministry of transport, this Provision, and also other acts of the legislation.

ensuring effective interaction, including information, between the interested ministries and departments, the companies of rail transport and other organizations regarding the activities directed to increase in level of safety of rail haulings on high-speed railway districts;

implementation of monitoring of implementation of actions on safety control of rail haulings on high-speed railway districts.

9. The interdepartmental commission for the purpose of accomplishment of the tasks assigned to it performs the following functions:

1) in the field of rendering assistance in enhancement of state regulation in the field of safety control of rail haulings on high-speed railway districts, exceptions of unreasonable external interference to the sphere of the organization of high-speed movement:

prepares and considers suggestions for improvement of the state system of safety control of rail haulings on high-speed railway districts, and also will organize strategy implementation of its enhancement;

studies, determines and takes measures for prevention and elimination of the facts of the violations creating safety hazard of rail haulings on high-speed railway districts;
