1. Approve:

1) rules of assessment of research and educational personnel of the scientific organizations and organizations of education of health care according to appendix 1 to this order;

2) rules of assessment of knowledge and skills of students of programs of medical education according to appendix 2 to this order.

2. To provide to department of science and human resources of the Ministry of Health of the Republic of Kazakhstan in the procedure established by the legislation of the Republic of Kazakhstan:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) within ten calendar days from the date of state registration of this order the direction it the copy in paper and electronic type in the Kazakh and Russian languages in the Republican state company on the right of economic maintaining "Institute of the legislation and legal information of the Republic of Kazakhstan" for official publication and inclusion in Reference control bank of regulatory legal acts of the Republic of Kazakhstan;

3) placement of this order on Internet resource of the Ministry of Health of the Republic of Kazakhstan after its official publication;

4) within ten working days after state registration of this order submission to Department of legal service of the Ministry of Health of the Republic of Kazakhstan of data on execution of the actions provided by subitems 1), 2) and 3) of this Item.

3. To impose control of execution of this order on the vice-Minister of Health of the Republic of Kazakhstan Abishev O. A.

4. This order becomes effective after ten calendar days after day of its first official publication.

Rules of assessment of research and educational personnel of the scientific organizations and organizations of education of health care

 Chapter 1. General provisions

1. Rules of assessment of research and educational personnel of the scientific organizations and organizations of education of health care (further - Rules) are developed according to the subitem 125) of Item 1 of article 7 of the Code of the Republic of Kazakhstan of September 18, 2009 "About health of the people and health care system" and determine evaluation procedure of research and educational personnel of the scientific organizations and organizations of education in the field of health care (further - assessment of research and educational personnel).

2. Rules extend to the scientific organizations and the organizations of education in the field of health care (further - the Organization) irrespective of patterns of ownership and departmental subordination.

3. Assessment of research and educational personnel of the scientific organizations and organizations of education in the field of health care is carried out for the purpose of determination of level of pedagogical and professional competence.

4. Research and educational personnel of the scientific organizations and organizations of education in the field of health care at least once in five years is subject to assessment.

Chapter 2. Procedure for evaluating research and educational personnel of the scientific organizations and organizations of education in the field of health care

5. Assessment of research and educational personnel consists of two stages:

1) estimation of documents of workers;

2) interview with workers.

6. Preparation for evaluating research and educational personnel will be organized by personnel service or person performing functions of personnel service (further - personnel service) and includes the following events:

1) preparation of necessary documents on the workers who are subject to assessment (the notification, collection of data from the workers who are subject to assessment);

2) evaluating schedule development;

3) determination of structure of the Commission;

4) the organization of explanatory work about the purposes and procedure for evaluating research and educational personnel.

7. The head of the Organization or the authorized person, on representation of personnel service affirm:

1) the list of the workers who are subject to assessment;

2) structure of the Commission.

3) schedule of evaluating;

8. The personnel service determines the workers who are subject to assessment once a year.

9. The commission is created by the head of the Organization and consists of the odd number of members. The chairman and the vice-chairman are appointed from members of the commission. The employee of personnel service is appointed the secretary of the Commission.

10. The commission chairman directs activities, presides over meetings, plans work.

11. The secretary of the Commission performs preparation of materials for commission session and draws up the protocol after its carrying out. The secretary performs maintenance of the Commission.

12. Commission session is considered competent if at it there were at least two thirds of its structure.

Replacement of the absent members of the commission is not allowed.

13. The decision of the Commission is made by open voting. The worker passing assessment being part of the Commission concerning himself does not participate in vote.

14. Results of vote are determined by a majority vote members of the commission. In case of equality of votes the voice of the commission chairman is decisive.

15. The special opinion of the member of the commission is stated in writing and applied to the protocol.

16. Members of the commission pass assessment in accordance with general practice.

17. The personnel service in writing notifies workers on date of interview not later than thirty calendar days prior to its carrying out.

18. The workers who are subject to assessment send documents to the Commission from the moment of receipt of the written notice not later than eleven working days before date of assessment:

1) the statement in shape, according to appendix 1 to these rules;

2) data in form, according to appendix 2 to these rules.
