About approval of Strategy according to the treatment of municipal solid waste in the Republic of Uzbekistan for 2019-2028
In the country the policy in the field of ensuring environmental protection, rational use of natural resources, and also improvement of sanitary and ecological situation of regions consistently is implemented.
In particular, for 2017-2018 considerable work on enhancement of infrastructure of system of the treatment of municipal solid waste is carried out, 13 state unitary enterprises for sanitary cleaning with 172 branches in areas and the cities, and also 9 clusters according to the complex treatment of municipal solid waste are created. The taken measures allowed to provide scope with services in sanitary cleaning about a half of the population of the country.
At the same time insufficient security with services in collection and export of municipal solid waste in rural settlements, unsatisfactory condition of infrastructure in the field of the treatment of municipal solid waste and discrepancy of the existing solid waste landfills to requirements of sanitary and environmental standards require acceptance of complex measures in this sphere.
For the purpose of creation of effective system on collection, transportation, utilization, conversion and burial of municipal solid waste, prevention of their harmful effects on health of the population and the environment, and also in pursuance of the Presidential decree of the Republic of Uzbekistan of January 17, 2019 No. UP-5635 "About the State program on strategy implementation of actions in five priority directions of development of the Republic of Uzbekistan in 2017 - 2021 in "Year of active investments and social development":
1. Approve Strategy according to the treatment of municipal solid waste in the Republic of Uzbekistan for 2019 - 2028 (further - Strategy) according to appendix No. 1, the providing realization of the following main objectives:
the development of infrastructure of sanitary cleaning aimed at providing complete scope of the population with services in collection and export of municipal solid waste;
creation of effective and modern system of conversion of municipal solid waste;
reducing amounts of the municipal solid waste directed for burial to polygons, creation of the modern solid waste landfills conforming to requirements of sanitary and environmental standards, and also taking measures to closing and recultivation of the existing polygons;
enhancement of pricing and optimization of rates in the field of sanitary cleaning;
use of objects of municipal solid waste in the form of sources of alternative energy.
2. Determine the basic principles of Strategy:
observance of requirements of the legislation in the field of environmental protection at all stages of strategy implementation;
the treatment of municipal solid waste providing control of all transactions made with municipal solid waste for the purpose of decrease in their negative impact on the environment;
implementation of the principle "pays pollutant", the creation of the corresponding legal and economic basis providing compensation of costs according to the address with waste of waste by producers determining need;
openness and transparency of process of implementation of activities for rendering services in the field of the treatment of municipal solid waste on competitive basis.
3. Determine that Strategy is implemented in two stages:
the first stage (2019 - 2021) - enhancement of the legislation and mechanisms of economic regulation in the field of the treatment of municipal solid waste, development of material and technical resources and infrastructure of sanitary cleaning for the purpose of providing the effective organization of rendering services in collection and export of municipal solid waste, strengthening of payment discipline, creation of methodical and information support for development of system of ecological education in the field of the treatment of municipal solid waste;
the second stage (2022 - 2028) - development of the investments aimed at the development of infrastructure in separate collection of municipal solid waste, optimization of polygons, construction of reloading stations and waste-processing objects, enhancement of activities of clusters for the complex address with waste, development of their potential in conversion of municipal solid waste, and also achievement of the following target indicators:
finishing scope of the population services in collection and export of municipal solid waste to 100 percent;
ensuring conversion at least 60 percent of the formed municipal solid waste;
increase in amount of conversion of specific municipal solid waste (mercury the containing waste, tire covers, accumulators, waste oils, waste of packagings, etc.) to 25 percent;
reducing amounts of the municipal solid waste directed for burial to polygons to 60 percent;
reduction of condition of all polygons in compliance with the established requirements, complete recultivation of lands of the liquidated polygons;
use of alternative energy sources on subjects of the treatment of municipal solid waste to 35 percent;
ensuring monitoring of condition of polygons (control of condition of underground (soil) waters and atmospheric air) to 100 percent.
4. Approve the Action plan on strategy implementation according to the treatment of municipal solid waste in the Republic of Uzbekistan for 2019 - 2028 (further - the Action plan) according to appendix No. 2.
5. To the Ministry of Finance of the Republic of Uzbekistan annually when forming parameters of the Government budget of the Republic of Uzbekistan, by reasonable calculations of the State committee of the Republic of Uzbekistan for ecology and environmental protection to provide funds for implementation of actions, specified in the Action plan.
6. To provide to the ministry of investments and foreign trade and the Ministry of Finance of the Republic of Uzbekistan implementation of measures for accomplishment of the investment projects provided by the Action plan and also to provide attraction in private sector of means of preferential financing of the international financial institutions for projects implementation in the field of the address with household waste.
7. To the state committee of the Republic of Uzbekistan on ecology and environmental protection to strengthen work on increase in ecological culture of the population, and also the organization of large-scale propaganda activities, having paid special attention to prevention of offenses in the field of environmental protection, rational use of natural resources and the address with waste.
8. Confer the personal responsibility on:
the First Deputy Prime Minister - the Minister of Transport of the Republic of Uzbekistan A. Zh. Ramatov - for the effective organization and coordination of activities of the responsible ministries and departments in strategy implementation and the Action plan;
the chairman of the State committee of the Republic of Uzbekistan on ecology and environmental protection B. T. Kuchkarov, the chairman of the board of Ministers of the Republic of Karakalpakstan, hokim of areas, the cities and areas, heads of the responsible ministries, departments and other organizations - for timely accomplishment of the actions provided by Strategy and the Action plan.
9. To the agency of information and mass communications under Administration of the President of the Republic of Uzbekistan, to National news agency of Uzbekistan and National broadcasting company of Uzbekistan to organize in mass media of the publication and thematic telecasts on illumination of the purposes and tasks of this resolution, and also the course of strategy implementation and the Action plan.

1. Strategy according to the treatment of municipal solid waste in the Republic of Uzbekistan for 2019 - 2028 (further - Strategy) is directed to planning, determination of the purposes and tasks, methods of their effective achievement, the priority directions, and also stages of realization of state policy in the field of forming and development for long-term outlook of steady system in the field of the treatment of municipal solid waste (further - MSW).
2. Forming of this system assumes step-by-step development with transition from the obsolete methods used in the field of the treatment of MSW to the modern front lines existing today in world practice.
3. Strategy is based on the Constitution of the Republic of Uzbekistan, the laws of the Republic of Uzbekistan "About conservation" and "About waste", and also the Strategy of actions in five priority directions of development of the Republic of Uzbekistan in 2017 - 2021 approved by the Presidential decree of the Republic of Uzbekistan of February 7, 2017 No. UP-4947.
4. Strategy places priorities in the field of the treatment of MSW in the following sequence:
prevention of formation of MSW - delay of growth rates of formation of MSW and decrease in their dangerous properties;
reuse of MSW - reuse received from MSW of raw materials, energy and materials;
utilization and conversion of MSW - use of the MSW useful components after their preliminary processing as secondary raw materials for production of products;
energy use of MSW - extraction of biogas and synthesis gas from the formed MSW for use as alternative fuel for the purpose of production of electrical and heat energy, and also use in the household purposes;
burial of MSW - safe placement, isolation and neutralization of the residual (not processed) MSW.
5. In the Republic of Uzbekistan questions of the treatment of MSW are particularly acute also, as well as around the world. Waste turns into the problem posing threat of ecological safety and to health of citizens. They negatively influence the environment, including land resources, surface and underground water, the woods and other vegetation, and also the habitat of animals, the air circle and other components and objects of the environment.
6. Formation of MSW depends on many factors, the most considerable of which is the income of the population, consumer behavior, emergence in the market of the new packed products and demographic indicators.
7. According to calculations the forecast of annual amount of formation of MSW in the Republic of Uzbekistan is estimated within 14 - 14,5 of one million tons, and taking into account dynamics of growth of the population on average on % 1,5 by 2028 this indicator can reach 16 - 16,7 of one million tons.
8. Growth of number of retail chain stores (supermarkets, hypermarkets, etc.) in parallel with GDP growth per capita leads to increase in purchasing power at the packed products and by that - to growth of the formed MSW. The urbanization also influences formation of waste, and inhabitants in urban areas make much more waste, than in rural.
9. The similar increasing dynamics of formation of MSW reflects growth of welfare of the population and economy of the republic. However even more urgent is need of systematic, program approach to upgrade and enhancement of system of the treatment of MSW without which the problem resolution in the field is impossible.
10. In recent years in the republic large-scale work on improvement of sanitary cleaning of settlements is carried out. In particular, within implementation of measures for development and enhancement of system of sanitary cleaning in settlements of the republic in 2014 - 2016 41 specialized organizations of sanitary cleaning in the cities also 157 self-supporting sites on export of MSW in district managements of improvement are created in addition.
11. During 2014 - 2016 programs for equipment of the organizations of sanitary cleaning and district controls of improvement of the modern special equipment are realized, 1 427 pieces of equipment, from them 990 units - on export of household waste are acquired.
12. On the basis of the approved standard prototypes in the cities and the district centers of the republic, on residential arrays more than 14 thousand musorosborochny Items with installation over 10 thousand containers are constructed.
13. For the purpose of cardinal enhancement of public administration in the field of providing ecological safety and environmental protection in the republic, improvements of ecological situation, prevention of harmful effects of waste on the state of health of citizens, creating favorable conditions for increase in level and quality of life of the population, further enhancement of system of collection, storage, transportation, utilization, conversion and burial of household waste by the Presidential decree of the Republic of Uzbekistan of April 21, 2017 the State committee of the Republic of Uzbekistan on conservation is transformed No. UP-5024 "About Enhancement of System of Public Administration in the field of Ecology and Environmental Protection" to the State committee of the Republic of Uzbekistan on ecology and environmental protection (further - Goskomecologies).
Taking into account these important tasks the resolution of the President of the Republic of Uzbekistan of April 21, 2017 No. PP-2916 "About measures for cardinal enhancement and development of system of the address with waste for 2017 - 2021", directed to improvement of sanitary and ecological condition in the cities and areas, and also rural settlements of the republic is accepted.
According to the above-stated acts of the President of the Republic of Uzbekistan:
under Committee of the Republic of Karakalpakstan on ecology and environmental protection, managements on ecology and environmental protection of areas 13 state unitary enterprises "Toza Hudud" with 172 branches in areas and the cities are created;
changes and additions are made to the Code of the Republic of Uzbekistan about the administrative responsibility regarding increase in the sizes of penalties for violations of the law in the field of the address with waste for the purpose of strengthening of responsibility physical and officials;
in 2017 in settlements 305 standard musorosborochny Items which are equipped with 2 643 containers are constructed;
284 units of the special equipment, including 273 units of musorosborochny machines are acquired.
For the purpose of further development of system of the address with household waste, increases in level of security of the population with high-quality services of sanitary cleaning, and also involvement of the available potential in the solution of environmental problems the resolution of the President of the Republic of Uzbekistan of May 18, 2018 No. PP-3730 "About measures for further enhancement of system of the address with household waste" by which are approved is accepted:
forecast parameters of retrofitting by the special equipment territorial SUE Toza hudud at the expense of means of the republican budget of the Republic of Karakalpakstan and local budgets of areas in 2019 - 2021;
the address program for construction of musorosborochny Items and equipment by their containers at the expense of means of the republican budget of the Republic of Karakalpakstan and local budgets of areas for 2019;
the address program for arrangement of the operating polygons SUE Toza hudud at the expense of means of the republican budget of the Republic of Karakalpakstan and local budgets of areas for 2020.
14. Access of the population to services in collection and export of MSW is acceptable generally in the large cities of the republic, for the small cities and the rural zone (especially for the remote rural settlements) the problem of absence or insufficient level of rendering these services is characteristic.
15. In 2018 services in collection and export of MSW covered more 15,7 of one million people, or 48 percent from the total number of the population, including:
the population scope the services provided by 15 state specialized organizations of sanitary cleaning with their 183 branches in areas and the cities constituted 12,0 of one million people;
the population scope the services provided by 109 private specialized organizations of sanitary cleaning constituted 3,7 of one million people.
16. As of January 1, 2019 in the territory of the republic 2,8 thousand musorosborochny Items and 221 polygon functions, the auto fleet of the organizations for sanitary cleaning contains more 3,1 thousand units of the special equipment (musorosborochny machines, dump trucks, tractors, bulldozers, etc.).
17. Studying and the analysis of the operating system of the treatment of MSW show that within long years established practices of the treatment of MSW were directed only to their collection and transportation on polygons where MSW are placed generally without burial. For these purposes in the republic 221 polygons which are under authority of the organizations of different patterns of ownership function.
Questions of minimization of formation of MSW, applications of low-waste and wasteless technologies, conversions of the secondary resources containing in MSW remained on the second plan.
In addition to ecological aspects, the problem of utilization and conversion of MSW has also the economic party. MSW are source of secondary raw materials, their conversion can give essential economy of natural resources, and also solve social problem, having provided creation of new workplaces.
Today in the republic the mechanism of collection and export of generally mixed MSW is effective. Procurement of secondary material resources is performed by means of their reception (procurement) Items and is non-regulated (spontaneous). At the same time process of procurement covers only highly liquid types of secondary raw materials (paper, plastic products, scrap metal, etc.) therefore rather large volumes of other secondary material resources remain uninvolved in secondary conversion and are exposed to burial.
18. Now in the territory of the republic there are 183 companies for conversion of MSW general capacity of conversion of MSW of 894 thousand tons per year, including polyethylene film and plastic - 72, paper and cardboard products - 65, tires and rubber products - 17, metal - 10, flew down - 6, oil and textiles - 2, other waste - 11.
19. At the same time important step on the way of increase in efficiency of use consumer of the MSW valuable components is creation in 9 cities of the republic (Andijan, Nukus, Bukhara, Jizzakh, Qarshi, Navoiy, Termez, Gulistan, Urgench) of clusters on collection, export, transportation, sorting, utilization, conversion and burial of MSW general capacity of conversion of household waste more than one million tons per year.
Applied in the created clusters of technology are based on sorting of the arriving mixed MSW for extraction of secondary material resources and their conversion.
20. Applicable fares are expected only rendering services in collection and export of MSW and do not include expenses on their sorting, utilization and burial.
21. In comparison with total expenses on creation of infrastructure in the field of the treatment of MSW the established rates are considerably low and do not cover operating costs, and also do not provide forming of current assets of the companies on construction, reconstruction and development of infrastructure facilities of sanitary cleaning, implementation of new technologies that, in turn, does not allow to attract investments.
22. Steady system operation of the treatment of MSW requires creation of policy of formation of rates which will correspond at the same time to solvency of the population and ensuring attractiveness of this sector for private investors.
23. Work on forming of stable financial system in the field of the treatment of MSW shall be aimed at providing full recovery of costs for the rendered services in collection, sorting, export and burial of MSW.
24. Financing in the field of the treatment of MSW is performed at the expense of means of the specialized organizations of sanitary cleaning and the Government budget of the Republic of Uzbekistan.
25. Within implementation of the resolution of the Cabinet of Ministers of December 3, 2013 "About measures for development and enhancement of system of sanitary cleaning in settlements of the republic" 343,1 of one billion sum is directed to No. 315 to realization of complex actions and programs from the Government budget of the Republic of Uzbekistan and soft credits of commercial banks on the amount of 20 billion sum are attracted.
26. According to decisions of the President of the Republic of Uzbekistan more 1,5 of trillion sum, including within implementation of investment projects will be directed to financing of these programs during 2017 - 2021:
"Management of municipal solid waste in Tashkent" with participation of Asian Development Bank with the general budget in the amount of 92, 25 million US dollars: borrowed funds of ABR - 69 million US dollars, contribution of the Republic of Uzbekistan in the form of provision of customs and tax benefits - 5, 82 million US dollars and means SUE Makhsustrans - 17, 43 million US dollars;
"Upgrade of management of municipal solid waste in Samarkand" with participation of the French agency of development with the general budget in the amount of 37, 1 million euros: soft credits of the Agency - 23, one million euros, grant means of the Investment fund of the European Union for Central Asia - 8 million euros, contribution of the Republic of Uzbekistan in equivalent 5, 6 million euros, including 3, 2 million euros in the form of provision of tax and customs privileges;
"Production of electricity due to transformation of the landfill gas which is formed on polygons of household waste of Akhangaran and Maydontol of the Tashkent region" with participation of the company "Sejin G&E Co., Ltd" (Korea) with attraction of direct investments in the amount of 55 million US dollars.
27. Problems in the field of the treatment of MSW are very urgent as their decision is connected with need of improvement of ecological situation, creating favorable conditions for increase in level and quality of life of the population.
28. The main problems interfering development of system of the treatment of MSW are shown in the following:
the regulatory legal acts regulating address questions with waste are not enhanced and do not meet the international standards;
insufficient security with services in collection and export of MSW of rural settlements (40 - 50%) and almost total absence of these services in the remote rural settlements;
unsatisfactory condition of infrastructure in the field of the treatment of MSW;
insufficient financing of the sphere of the treatment of MSW both at the national level, and in private sector;
insufficient development of public-private partnership in the field of the treatment of MSW;
low level of payment discipline of the population for the provided services in collection and export of MSW;
