According to the Presidential decree of the Republic of Uzbekistan of February 1, 2019 No. UP-5647 "About Measures for Radical Enhancement of System of Public Administration in the Sphere of Transport" and the resolution of the President of the Republic of Uzbekistan of February 1, 2019 "About the organization of activities of the Ministry of transport of the Republic of Uzbekistan" the Cabinet of Ministers decides No. PP-4143:

1. Approve:

structure of the Agency of civil aviation under the Ministry of transport of the Republic of Uzbekistan according to appendix No. 1;

organizational structure of Inspectorate for supervision of safety of rail haulings under the Ministry of transport of the Republic of Uzbekistan according to appendix No. 2;

structure of central office of Inspectorate for supervision of safety of rail haulings under the Ministry of transport of the Republic of Uzbekistan according to appendix No. 2a;

standard structure of regional branch of Inspectorate for supervision of safety of rail haulings under the Ministry of transport of the Republic of Uzbekistan according to appendix No. 2b;

structure of Inspectorate for control of quality of road-building works under the Ministry of transport of the Republic of Uzbekistan according to appendix No. 3;

Regulations on the Agency of civil aviation under the Ministry of transport of the Republic of Uzbekistan according to appendix No. 4;

Regulations on Inspectorate for supervision of safety of rail haulings under the Ministry of transport of the Republic of Uzbekistan according to appendix No. 5;

Regulations on Inspectorate for control of quality of road-building works under the Ministry of transport of the Republic of Uzbekistan according to appendix No. 6.

2. Grant the right to the director of the Agency of civil aviation, to chiefs of Inspectorate for supervision of safety of rail haulings and Inspectorate for control of quality of road-building works under the Ministry of transport of the Republic of Uzbekistan in coordination with the Ministry of transport to bring in need of change in structures within the established extreme total number of managerial personnel.

3. To the Ministry of Finance of the Republic of Uzbekistan to allocate limit for maintenance of vehicles in quantity:

2 units, including 1 personal and 1 vehicle on duty, for central office of Inspectorate for control of quality of road-building works under the Ministry of transport of the Republic of Uzbekistan;

14 units for territorial departments of Inspectorate for control of quality of road-building works under the Ministry of transport of the Republic of Uzbekistan;

4 units, including 2 special automobile and 2 special cargo vehicles, for road test laboratory of Inspectorate for control of quality of road-building works under the Ministry of transport of the Republic of Uzbekistan.

4. Recognize invalid some decisions of the Government of the Republic of Uzbekistan according to appendix No. 7.

5. To the ministry of transport of the Republic of Uzbekistan together with the interested ministries and departments to bring the regulatory legal acts adopted by them into accord with this resolution in a month.

6. To impose control of execution of this resolution on the First Deputy Prime Minister of the Republic of Uzbekistan - the Minister of Transport A. Zh. Ramatov.

Regulations on the Agency of civil aviation under the Ministry of transport of the Republic of Uzbekistan

Chapter 1. General provisions

1. This Provision determines the status, the main objectives, functions, the rights, responsibility, procedure for the organization of activities and the reporting of the Agency of civil aviation under the Ministry of transport of the Republic of Uzbekistan (further - the Agency), and also functional obligations and responsibility of heads of the Agency.

2. The agency is the state body performing functions of aviation administration of the Republic of Uzbekistan on safety of flights of aircrafts in civil and experimental aviation and also protection of civil aviation against acts of illegal intervention.

3. The agency in the activities submits and is accountable to the Ministry of transport of the Republic of Uzbekistan (further - the Ministry of transport).

4. The agency in the activities is guided by the Constitution and the laws of the Republic of Uzbekistan, resolutions of chambers of Oliy Majlis of the Republic of Uzbekistan, decrees, resolutions and orders of the President of the Republic of Uzbekistan, resolutions and orders of the Cabinet of Ministers of the Republic of Uzbekistan (further - the Cabinet of Ministers), decisions of the Ministry of transport, and also this Provision and other acts of the legislation.

5. The decisions of the Agency made within its powers are obligatory for execution of the public and economic board by bodies, executive bodies on places, and also legal entities and physical persons.

6. The agency is legal entity, has seal and forms with the image of the State Emblem of the Republic of Uzbekistan and the name in state language, separate balance, treasurer personal accounts in Treasury of the Ministry of Finance of the Republic of Uzbekistan, bank accounts, including in foreign currency. The agency has own emblem.

Chapter 2. Main objectives and functions of the Agency

9. The main objectives of the Agency are:

ensuring safe use of airspace of the Republic of Uzbekistan with its users, accomplishment of flights without threat of life and to human health, the environment, interests of the state, implementation within the competence of control of the organization of servicing of air traffic and use of airspace of the Republic of Uzbekistan;

safety of functioning of civil aviation and its objects in the Republic of Uzbekistan, and also life and health of passengers and members of crews of aircrafts by implementation of measures for protection of aircraft against acts of illegal intervention;

the organization and ensuring works on certification in sphere of activity of civil aviation on safety of flights;

implementation of the state control and supervision in sphere of activity of civil and experimental aviation;

representation of interests of civil aviation of the Republic of Uzbekistan in the international organizations.

10. According to the assigned tasks the Agency performs the following functions:

a) in the sphere of ensuring safe use of airspace of the Republic of Uzbekistan by its users, accomplishment of flights without threat of life and to human health, the environment, interests of the state, implementation within the competence of control of the organization of servicing of air traffic and use of airspace of the Republic of Uzbekistan:

develops drafts of regulatory legal acts in sphere of activity of civil and experimental aviation on the basis of provisions of the Convention on international civil aviation (The Chicago convention of 1944) and its appendices;

keeps the state register of civil aircrafts, accounting of experimental aircrafts and unmanned aerial vehicles of civil aviation;

approves documentation on technical and flight operation of aircrafts;

provides recognition of foreign certificates on objects of civil aviation, the certificates (certificates) issued to aviation specialists by foreign states;

issues operational permissions to accomplishment of regular flights to the Republic of Uzbekistan to operators of aircrafts of foreign states, performs preparation of the conclusions for authorized body when implementing transit by air transport of dangerous goods, arms, military equipment, military property, explosives and products, and also the military contingents;

issues permissions to accomplishment of one-time flights to operators of aircrafts;

issues permissions to implementation of types of activity which can pose safety hazard of flights;

provides realization and enhancement of the State program on safety of flights of aircrafts of civil aviation of the Republic of Uzbekistan with issue of the following documents:

air operator certificate of aircrafts;

certificate of the organization for maintenance of aircrafts;

certificate of airfield of civil and experimental aviation, airfields of joint use (basing);

the certificate of educational institution on training of civil aviation of the Republic of Uzbekistan;

registration certificates of the civil aircraft;

certificates on exception of the civil aircraft;

certificates on the state accounting of the experimental aircraft;

certificate of the flight validity of the civil aircraft;

the certificate on the radio equipment of civil aircrafts;

the certificate on noise on civil aircrafts;

certificates on appointment of medical and flight commission of experts of civil aviation;

the conclusions about the admission to operation of the unmanned aerial vehicle of civil aviation;

certificates of aviapersonnel for implementation of professional activity;

in accordance with the established procedure suspends the documents specified in this subitem;

b) in the sphere of safety of functioning of civil aviation and its objects in the Republic of Uzbekistan, and also life and health of passengers and members of crews of aircrafts by implementation of measures for protection of aircraft against acts of illegal intervention:

provides realization and enhancement of the National program of safety of civil aviation of the Republic of Uzbekistan from acts of illegal intervention;

c) in the sphere of the organization and ensuring works on certification on safety of flights carries out to spheres of activity of civil aviation:

certification of operators of aircrafts;

certification of the organizations for maintenance of aircrafts;

certification of airfields of civil and experimental aviation, airfields of joint use (basing);

certification of educational institutions on training of civil aviation of the Republic of Uzbekistan;

d) in the sphere of implementation of the state control and supervision in sphere of activity of civil and experimental aviation provides the organization and implementation of the state control of observance:

rules of the organization, providing and accomplishment of flights of civil aircrafts and unmanned aerial vehicles;

service regulations and maintenance of civil aircrafts;

rules of production of civil aircrafts (in case of identification in the course of their operation of the production shortcomings influencing safety of flights of these courts);

service regulations of airfields of civil and experimental aviation, airfields of joint use (basing) regarding safety of flights of civil aircrafts, and also service regulations of the land equipment;

rules of training of aviation personnel of safety of flights of civil aircrafts and aviation safety (including check of personnel and its admission to work);

airworthiness standards of civil aircrafts;

regulations of serviceability of airfields of civil and experimental aviation;

rules of medical examination of aviation personnel of civil and experimental aviation;

rules of the organization and servicing of air traffic and use of airspace of the Republic of Uzbekistan;

rules of providing and reliable functioning of aeronautical means and systems of aviation communication of the Republic of Uzbekistan;

rules of meteorological ensuring flights;

rules of the organization and traffic control of aircrafts and special transport on the airfield platform;

accomplishment of actions by the operator of airfield for prevention of collisions of aircrafts with birds and wild animals;

rules of implementation of activities which can pose safety hazard of flights;

rules of marking of the objects posing safety hazard of flights;

rules of transportation of passengers, baggage, freights (dangerous goods) and mail air transport;

implementations and functioning of safety management system of flights in the relevant organizations of civil aviation;

regulations, rules and procedures for ensuring aviation safety of civil aviation of the Republic of Uzbekistan from acts of illegal intervention;

rules of search and rescue ensuring flights;

rules of production of flights by operators of aircrafts of the foreign states which are carrying out flights to the Republic of Uzbekistan;
