Approve the enclosed requirements to structure and contents of the project of the organization of works on asset demolition of capital construction.

Requirements to structure and contents of the project of the organization of works on asset demolition of capital construction

1. This document determines requirements to structure and contents of the project of the organization of works on asset demolition of capital construction.

2. This document is not applied in the cases provided by parts 3 and 8 of article 55.30 of the Town-planning code of the Russian Federation.

3. The project of the organization of works on asset demolition of capital construction (further - the project) consists of text and graphical parts.

4. Text part of the project contains:

a) the basis for project development (the decision of the owner of capital construction project, or owners of rooms in it, or the builder, the judgment or local government body, the agreement on indemnification, the rights of the owner of capital construction project caused by restriction or owners of rooms in it in connection with establishment of zone with special conditions of use of the territory);

b) the type determined according to the Regulations on structure of Sections of the project documentation and requirements to their content approved by the order of the Government of the Russian Federation of February 16, 2008 No. 87 "About structure of Sections of the project documentation and requirements to their content" and the description of the capital construction project which is subject to demolition with indication of key parameters, constructive and technical characteristics;

c) data on the project documentation of the capital construction project which is subject to demolition (in the presence);

d) data on the conclusion of the state or non-state examination of the project documentation of the capital construction project which is subject to demolition (in the presence);

e) data on results and materials of inspection of the capital construction project which is subject to demolition;

e) the list of actions for removal from operation of the capital construction project which is subject to demolition (if conclusion of capital construction project from operation is not performed before its demolition in accordance with the legislation of the Russian Federation);

g) the list of the dismantled processing equipment, overall dimensions and masses, conditions of dismantle and transportation (in the presence of such equipment);

h) data on conditions of disconnection of capital construction project from networks of engineering facilities in accordance with the terms of disconnection of the capital construction project which is subject to demolition from networks of engineering facilities, the issued organizations performing operation of networks of engineering facilities;

i) the list of actions for ensuring protection of the taken-down capital construction project against penetration of strangers and animals into the danger area and in object, and also protection of green plantings;

j) the description and reasons for the accepted method of asset demolition of capital construction;

k) calculation of duration of works on asset demolition of capital construction depending on technology of their accomplishment (if such need is determined by the owner of capital construction project, or owners of rooms in it, or the builder);

l) calculations and reasons for the sizes of zones of disorder and danger areas depending on the accepted demolition method;

m) assessment of probability of damage in case of asset demolition of capital construction of the operating networks of engineering facilities;

o) the description and reasons for methods of protection and protective devices of the operating networks of engineering facilities approved with owners of such networks;

o) the description and reasons for decisions on safe operation on asset demolition of capital construction;

p) the list of the actions directed to the prevention of damnification of life or to human health, property of physical persons or legal entities, the state-owned or municipal property, the environment;

c) the description of decisions on export and waste recycling from asset demolition of capital construction, including the dismantled equipment (in the presence of such equipment);

r) the list of actions for recultivation and improvement of the parcel of land (if such need is determined by the owner of capital construction project, or owners of rooms in it, or the builder);

s) data on the communications remaining after asset demolition of capital construction in the earth and in water objects, designs and constructions, data on availability of permissions of state supervision bodies to preserving these communications, designs and constructions in the earth and in water objects if availability of such permission is stipulated by the legislation the Russian Federation;

t) data on availability of approval of the relevant state bodies, including state supervision bodies, method of asset demolition of capital construction by explosion, burning or other potentially dangerous method, the list of additional security measures when using potentially dangerous methods of demolition;

x) data on the act confirming disconnection of the capital construction project which is subject to demolition, from networks of engineering facilities, signed by the organization performing operation of the relevant networks of engineering facilities (in the presence);

v) data on the document of the federal executive body performing functions on protection of cultural heritage, confirming lack of data on the capital construction project which is subject to demolition in the unified state register of objects of cultural heritage (historical and cultural monuments) of the people of the Russian Federation, and the document, confirmatory that the capital construction project which is subject to demolition is not the revealed object of cultural heritage or the object having signs of object of cultural heritage issued according to the procedure provided by the specified federal executive body.

5. The documents specified in subitems "a", "v" - "d", "z", "x" and the "c" of item 4 of this document which are drawn up in accordance with the established procedure or copies of such documents are attached to the project in full.
