About systematization of measures for improvement of line items of the Republic of Uzbekistan in the international ratings and indexes

For the purpose of improvement of line item of the Republic of Uzbekistan in economic and political and legal ratings and indexes, effective coordination of activities of the responsible ministries and departments, further increase in the authority of our country on the international scene, implementation on system basis of cooperation with foreign rating agencies, strengthenings of the personal responsibility of heads of authorized state bodies for timely and high-quality accomplishment of the assigned tasks:

1. In view of need of increase in performance excellence by complex consideration and improvement of priority international ratings and indexes, and also system coordination of the actions held by the responsible ministries and departments:

form the Commission on coordination of work with priority international ratings and indexes (further - the Commission) in structure according to appendix No. 1;

enter into structure of the Ministry of Finance of the Republic of Uzbekistan position of the Deputy Minister of Finance of the Republic of Uzbekistan (further - the Deputy Minister of Finance), responsible for work with the international ratings and indexes;

create in structure of the Ministry of Finance of the Republic of Uzbekistan Management on work with the international ratings and indexes (further - Management) with additional number of managerial personnel in number of 10 units and to provide its completion by highly qualified personnel.

2. Determine that:

a) The commission within work on improvement of line items of the Republic of Uzbekistan in the international ratings and indexes:

renders assistance in the organization of activities of Republican council on work with the international ratings and indexes (further - Council);

performs during the period between meetings of Council coordination of the work on achievement of target indicators realized by the responsible ministries and departments;

makes relevant decisions and provides their high-quality and full accomplishment by the ministries and departments, hears their monthly reports;

submits the periodic report on the done work in the secretariat of Council;

b) the Deputy Minister of Finance together with the corresponding deputy minister of justice:

provides the coordinated interaction of the responsible ministries and departments of improvement of line item of the Republic of Uzbekistan in the international ratings and indexes, rendering the methodical and consulting help in effective and high-quality implementation of the assigned tasks to them;

makes offers on critical consideration at cabinet meetings of the Republic of Uzbekistan, including its Presidium, condition of the works which are carried out by the responsible ministries and departments of improvement of line item of the Republic of Uzbekistan in the international ratings and indexes;

c) Management and Management on work with the international ratings and indexes of the Ministry of Justice are working bodies of the Commission, will organize effective activities of the responsible ministries and departments for work with the international ratings and indexes, generalize necessary data and perform the following tasks in this direction:

requests necessary data from the responsible ministries and departments, prepares information and analytical materials about effectiveness of the performed measures and represents them to the Commission;

directly works with the organizations, rating agencies publishing the international ratings and indexes, domestic and international experts, consultants and specialists including invites them to the republic and close acquaints with scale carried out to reforms, organizes participation of specialists in actions abroad, "round tables", the international forums and conferences;

closely cooperates with the Sector on work with the international ratings and coordination of works on implementation of the Electronic Government system of Administration of the President of the Republic of Uzbekistan by determination of complex actions for the purpose of improvement of line items of the Republic of Uzbekistan in the international ratings and indexes;

develops relevant proposals and introduces them in the Commission for consideration;

d) the covering of the expenses connected with use of databases of the international ratings and indexes, receipt of required information materials, involvement of the international rating agencies, experts, consultants and specialists to work on improvement of line item of the Republic of Uzbekistan in these ratings and indexes is performed at the expense of means of reserve fund of the Cabinet of Ministers of the Republic of Uzbekistan.

3. To the first heads of the responsible ministries and departments:

confer the personal responsibility for achievement of the target indicators determined in the corresponding international ratings and indexes;

in two weeks to develop the program of the measures realized till September 1 of the current year and to provide it to working body of the Commission.

4. Make changes and additions to some acts of the President of the Republic of Uzbekistan according to appendix No. 2.

5. To the ministries and departments to bring the regulatory legal acts adopted by them into accord with this Decree in a month.

6. To the Ministry of Finance together with the Ministry of Justice to make in the Cabinet of Ministers of the Republic of Uzbekistan offers on the changes and amendments in the legislation following from this Decree in a month.

7. To impose control of execution of this Decree on the Prime Minister of the Republic of Uzbekistan A. N. Aripov, the head of Administration of the President of the Republic of Uzbekistan Z. Sh. Nizomiddinov and the deputy prime minister of the Republic of Uzbekistan D. A. Kuchkarov.
