About measures for the organization of activities of the Center of studying of problems of development of transport and logistics under the Ministry of transport of the Republic of Uzbekistan

In pursuance of the Presidential decree of the Republic of Uzbekistan of February 1, 2019 No. UP-5647 "About Measures for Radical Enhancement of System of Public Administration in the Sphere of Transport", and also for the purpose of the organization of activities of the Center of studying of problems of development of transport and logistics under the Ministry of transport of the Republic of Uzbekistan the Cabinet of Ministers decides:

1. Take into consideration that according to the Presidential decree of the Republic of Uzbekistan of February 1, 2019 No. UP-5647 "About Measures for Radical Enhancement of System of Public Administration in the Sphere of Transport" is created the Center of studying of problems of development of transport and logistics under the Ministry of transport of the Republic of Uzbekistan (further - the Center).

2. Determine the main objectives of the Center:

studying of problems of development of system of transport and logistics, use of transport capacity of the republic, development of offers on elimination of problems;

preparation of offers on development of the international transport corridors, optimization of passenger and cargo flows, development of the international and regional transit;

preparation of offers on increase in safety in the field of transport and road economy, to implementation of innovative technologies and intelligent transportation systems;

research of problems and preparation of offers on decrease in harmful effects on the environment, to resource-saving and improvement of ecology on transport;

interaction on system basis with research establishments, bodies of the public and economic board, and also other organizations for studying of problems of development of transport and logistics.

3. Approve:

structure of the Center of studying of problems of development of transport and logistics under the Ministry of transport of the Republic of Uzbekistan with the extreme total number of managerial personnel in number of 15 units according to appendix No. 1;

The charter of the Center of studying of problems of development of transport and logistics under the Ministry of transport of the Republic of Uzbekistan according to appendix No. 2.

4. Determine that:

The center is legal entity in the form of public institution, has seal and forms with the image of the State Emblem of the Republic of Uzbekistan and the name in state language, separate balance, treasurer personal accounts in Treasury of the Ministry of Finance of the Republic of Uzbekistan;

the director of the Center is appointed to position and dismissed by the Minister of Transport of the Republic of Uzbekistan;

budgetary appropriations in 2019 and the next years are allocated for content of the Center with the Ministry of Finance of the Republic of Uzbekistan by the reasonable calculations of the Center represented in coordination with the Ministry of transport of the Republic of Uzbekistan.

5. Grant to the director of the Center the right:

bring in need of change in structure of the Center within the established extreme total number of managerial personnel and the salary fund in coordination with the Ministry of transport of the Republic of Uzbekistan;

attract on contractual basis as consultants of highly qualified specialists of state bodies and other organizations, the leading design institutes, scientific and educational institutions, and also the international organizations, the foreign companies and experts by fund of development of transport and logistics under the Ministry of transport of the Republic of Uzbekistan, in coordination with the Ministry of transport of the Republic of Uzbekistan;

sign contracts on carrying out joint surveys with the research and highest educational organizations, including international and foreign.

6. Determine sources of financing of activities of the Center:

means of the Government budget of the Republic of Uzbekistan;

fund of development of transport and logistics under the Ministry of transport of the Republic of Uzbekistan;

charitable gifts of physical persons and legal entities;

grants of international financial institutions;

other sources which are not forbidden by the legislation.

7. To the ministry of transport of the Republic of Uzbekistan:

take measures for the effective organization of activities of the Center;

in a month to staff the Center by highly qualified personnel.

8. To the Ministry of Finance of the Republic of Uzbekistan:

to annually provide in parameters of the Government budget of the Republic of Uzbekistan necessary means for content of the Center;

provide allocation by reasonable calculations of the Center of budgetary funds for expenses for equipment of the Center with necessary furniture, stock, computer and other office equipment;

allocate necessary limits for maintenance of one personal and one car on duty for servicing of the Center.

9. Include the Center in the register of obligatory mailing:

statistical information of the State committee of the Republic of Uzbekistan according to the statistics;

analytical materials of Institute of budget and tax researches under the Ministry of Finance of the Republic of Uzbekistan and Institute of forecasting and macroeconomic researches under the Ministry of Economy and Industry of the Republic of Uzbekistan.

10. Place the Center on the right of free use in the building, at the address: city of Tashkent, Shaykhantakhursky district, Ulitsa Zulfiyakhonum, 3.

11. To impose control of execution of this resolution on the First Deputy Prime Minister of the Republic of Uzbekistan - the Minister of Transport of the Republic of Uzbekistan A. Zh. Ramatov.
