About additional measures for implementation of effective system of ensuring public safety on objects of transport and tourism

For the expired period in the country considerable work on increase in tourist capacity of the republic is carried out, complex measures for creation of comfortable conditions of stay of tourists and forming of image of Uzbekistan as safe for country visit are taken.

The created system of ensuring safe tourism combined in itself measures for protection of public order, early prevention of offenses and fight against crime on objects of tourism, and also the railway and air and transport infrastructure which is actively used by tourists for movement on the republic.

According to presidential decrees of the Republic of Uzbekistan of January 5, 2019 No. UP-5611 "About Additional Measures for the Accelerated Tourism Development in the Republic of Uzbekistan" and of February 1, 2019 No. UP-5647 "About Measures for Radical Enhancement of System of Public Administration in the field of Transport", and also for the purpose of transition to qualitatively new level of effective ensuring public safety on objects of transport and tourism:

1. Agree with offers of the Ministry of Internal Affairs and State committee of the Republic of Uzbekistan on tourism development about:

application and step-by-step realization in the city of Tashkent, the Tashkent and Surkhandarya regions of the Concept of ensuring safe tourism implemented in the cities of Bukhara, Samarkand, Khiva and Shakhrisabz (further - the Concept);

creation of managements on ensuring safe tourism of Main Department of Internal Affairs of the city of Tashkent, the Departments of Internal Affairs of the Tashkent and Surkhandarya regions (further - managements) within the established number of staff of law-enforcement bodies.

Determine the main activities of managements:

the effective organization of service of law-enforcement bodies in the field of protection of public order, early prevention of offenses and fight against crime directly in the territories of subjects to tourist display and infrastructure;

information and technical support of activities of law-enforcement bodies of ensuring safe tourism, establishment of strict control of the coordinated interaction between them;

carrying out systems analysis of criminogenic situation in the territories of subjects to tourist display and infrastructure, identification and acceptance of address measures for elimination of the reasons and conditions of the offenses made concerning tourists.

2. Take into consideration that in structure of the Ministry of Internal Affairs of the Republic of Uzbekistan the Department of safety control on objects of transport and tourism is formed (further - Department).

Determine the main objectives of Department:

coordination of activities for protection of public order, prevention of offenses and fight against crime in the territories of the subway, railway, air and transport objects, objects and infrastructures of tourist display (further - objects of transport and tourism);

systems analysis of criminogenic situation in the territories of objects of transport and tourism, identification of the reasons and conditions of making of offenses concerning passengers and tourists, and also acceptance of address measures for their elimination;

effective safety control of movement of passengers, integrity and safety of the inventory items transported on rail and air transport;

the organization of timely identification and suppression on objects of transport and tourism of terrorist threats, the facts of drug trafficking, their analogs, psychotropic substances and their precursors, firearms, ammunition, explosive, radioactive, toxic, strong and toxic agents;

implementation with use of modern information and communication technologies of the centralized coordinated operation by ensuring public safety on objects of transport and tourism and the territories adjoining to them.

3. Enter since April 1, 2019 procedure according to which:

The management of safe tourism of Department of safety control on objects of transport and tourism of the Ministry of Internal Affairs of the Republic of Uzbekistan and its territorial subdivisions (further - divisions on ensuring safe tourism) has the right to render on contractual basis paid services in escort of tourists and tourist groups, including during movement on motor transport, and also protection of public order on objects of material cultural heritage;

functions on ensuring safe tourism on transport objects, first of all in structures of trains of the tourist direction, are performed by divisions on safety control on transport;

registration and accounting of messages and statements for crimes and incidents on objects of transport is performed in centralized procedure by control rooms of divisions on safety control on transport;

decision making concerning consideration by law-enforcement bodies of the disputable materials connected with crimes on objects of transport and adjoining to them the territories is performed by the deputy minister of internal affairs of the Republic of Uzbekistan on whom industry and territorial control in coordination with Transport prosecutor's office of the Republic of Uzbekistan is imposed;

consideration and decision making on the administrative offenses subordinated to the law-enforcement bodies made along the line by railway transport of the tourist direction is performed directly in structures of trains by step-by-step introduction of positions of the accompanying prevention inspectors for effective providing in them public safety;

the prevention and suppression of violations of traffic safety near railway stations and the airports is performed by divisions on safety control on transport together with territorial authorities of internal affairs.

4. Determine that:

divisions on ensuring safe tourism act as the operating part responsible for practical implementation of the Concept on places;

divisions on ensuring safe tourism have the right to use in the office activities the separate distinctive marks, single svetografichesky schemes on vehicles and emblem approved by the Minister of Internal Affairs of the Republic of Uzbekistan;

chiefs of managements at the same time are deputy chiefs of Main Department of Internal Affairs of the city of Tashkent, the Departments of Internal Affairs of the Tashkent and Surkhandarya regions respectively;

requirements to personnel recruitment and work payment terms, stipulated by the legislation for similar divisions of law-enforcement bodies of the Bukhara, Kashkadarya, Samarkand and Khorezm regions extend to managements;

hokima of the city of Tashkent, the Tashkent and Surkhandarya regions provide system control of activities of territorial subdivisions of the relevant ministries and departments on implementation of the Concept and bear the personal responsibility for the organization of their close and effective interaction;

law-enforcement bodies conduct systematic monitoring of condition of ensuring safe tourism in the republic with periodic entering into the Cabinet of Ministers of the Republic of Uzbekistan on the basis of the analysis of tourist flow and the developing operational situation of offers on increase in overall performance in this direction;
