1. Approve Regulations on public hearings concerning regulation of safety of nuclear installation and (or) Item of storage, Item of burial it (is applied).
2. This resolution becomes effective after its official publication.

1. This Provision determines procedure for the organization and carrying out public hearings at decision making stage about issue to the operating organization of special permission (license) for placement, construction, operation of nuclear installation and (or) Item of storage, burial Item, conclusion from operation of nuclear installation and (or) Item of storage, closing of Item of burial (further – public hearings).
2. The purpose of public hearings is bringing to the public of information on the course and results of carrying out by Department on nuclear and radiation safety of the Ministry of Emergency Situations (further – Gosatomnadzor) examinations of safety and assessment of conformity of the license applicant to dolitsenzionny requirements and conditions by preparation of the decisions of the Ministry of Emergency Situations connected with ensuring nuclear and radiation safety of nuclear installation and (or) Item of storage, burial Item.
3. No. 668 is excluded according to the Resolution of Council of Ministers of the Republic of Belarus of 09.10.2023
4. The procedure of the organization and carrying out public hearings includes:
preparation for carrying out public hearings;
announcement of public hearings;
carrying out public hearings;
summing up public hearings and informing public on their results.
5. For the purpose of the organization and carrying out public hearings Gosatomnadzor creates the working group of number of persons employed of Gosatomnadzor and representatives of the operating organization, the legal entities having rights of implementation of activities in the field of use of atomic energy and sources of ionizing radiation, the legal entities giving scientific and technical support in area of ensuring nuclear and radiation safety.
Working group:
performs preparation of information materials on subject for public hearings;
develops the program of carrying out public hearings;
provides comprehensive consideration of the questions which arrived when carrying out public hearings;
carries out other tasks, including operational.
6. For the purpose of ensuring the comprehensive and consolidated approach in case of decision making about implementation of activities in the field of use of atomic energy, influencing safety of nuclear installation and (or) Item of storage, burial Item, the Minister of Emergency Situations (in case of its absence – the deputy minister on emergency situations, the acting minister) directs the representative for observation of carrying out public hearings and (or) creates the supervisory board from among representatives of the authorized state bodies and the organizations including exercising state regulation and control in the field of safety when using atomic energy.
7. Public hearings are carried out mainly in the settlement located in close proximity to nuclear installation and (or) Item of storage, burial Item, in time, determined by Gosatomnadzor.
8. Gosatomnadzor places the notification on carrying out public hearings (further - the notification) not later than 5 calendar days before date of their carrying out in the Section of Gosatomnadzor on the official site of the Ministry of Emergency Situations on the global computer Internet (further - the website of the Ministry of Emergency Situations), in mass media and different ways which are not contradicting the legislation.
9. Information materials on scope of public hearings, and also the program and the regulations of their carrying out are applied to the text of the notification posted in the section of Gosatomnadzor on the website of the Ministry of Emergency Situations.
The notification placed on other information resources shall contain the reference to the Section of Gosatomnadzor on the website of the Ministry of Emergency Situations.
10. Citizens of the Republic of Belarus, foreign citizens and stateless persons have the right to take part in public hearings.
11. Registration of participants of public hearings is carried out according to the term and the procedure of registration specified in the notification.
In case of registration the application for performance for formulation of line item, opinion and (or) question is submitted.
12. Public hearings are carried out in the form of meeting according to the program approved by Gosatomnadzor and to the terms specified in it.
13. When carrying out public hearings the protocol which is signed by the chairman and the secretary of working group is taken.
14. The participants of public hearings who submitted the application for performance during the meeting represent the line item, opinion and (or) question.
15. Workgroup members answer the questions which arrived when carrying out public hearings.
16. Gosatomnadzor prepares the report on carrying out public hearings in which the fact of their carrying out is confirmed and information on performances and answers to the arrived questions contains.
The report on carrying out public hearings is posted in the section of Gosatomnadzor on the website of the Ministry of Emergency Situations.
After placement of the report public hearings are considered as complete.
17. Gosatomnadzor creates common cause with materials of public hearings in which join:
plan of preparation of public hearings;
information materials on scope of public hearings;
program of carrying out public hearings;
theses of performances and answers to the questions which arrived when carrying out public hearings;
report on carrying out public hearings;
protocol;
other documents and materials.
