About measures for enhancement of system of social protection of the population using interdepartmental electronic interaction

For the purpose of widespread introduction of modern information and communication technologies in system of social protection of the population, simplification and ensuring transparency of procedure for rendering the state social support, and also improvement of quality of the rendered state social services Cabinet of Ministers decides:

1. Agree with the offer of the Ministry of Finance, Ministry of employment and employment relationships and the Ministries of development of information technologies and communications of the Republic of Uzbekistan about implementation of the information system "Unified Register of Social Protection" (further - IS "Unified register") providing:

automation of the procedures connected with rendering the state social services and the help to the population using interdepartmental electronic interaction;

forming of the single database of applicants and receivers of the state social services and help;

accumulation and information processing about all types of the state social services and the help rendered to the needing segments of the population by state bodies and the organizations;

assessment in real time degrees of needs of families and compliance of applicants to the criteria established by the legislation in case of purpose of the government public assistance;

provision of necessary information from IS "Unified register" to the interested organizations for accomplishment of the tasks and functions assigned to them according to the procedure, established by the legislation.

2. Determine that:

a) the owner and the user of IS "Unified register" is the off-budget Pension fund under the Ministry of Finance of the Republic of Uzbekistan.

b) procedures of consideration and purpose of social benefits and financial support (further - social benefits) to needy families by means of IS "Unified register" are performed in the Syr Darya region within pilot project since October 1, 2019.

3. Approve:

the list of state bodies and organizations to which databases access to the information system "Unified Register of Social Protection" in real time is provided and data, exchange of which is performed by means of interdepartmental electronic interaction, according to appendix No. 1;

the list of the state bodies and organizations providing information to the information system "Unified Register of Social Protection" according to interdepartmental electronic request by means of the Interdepartmental integration platform (further - MIP) before forming of databases by them to which in subsequent access to the information system "Unified Register of Social Protection" in real time, according to appendix No. 2 will be provided;

Provisional regulations for procedure for appointment and payment of social benefits and financial support to needy families of the Syr Darya region by means of the information system "Unified Register of Social Protection" according to appendix No. 3;

The actions plan on creation and step-by-step implementation of the information system "Unified Register of Social Protection" according to appendix No. 4.

4. Determine that:

development and deployment of IS "Unified register" is performed step by step in 2019-2020 with ensuring its enhancement providing including consolidation of processes of administration and accounting in IS "Unified register" of all types of the rendered state social services and help;

in the Syr Darya region payment of the social benefits to needy families granted till October 1, 2019 is performed till May 1, 2020 according to the procedure, the determined Regulations on procedure for appointment and payment of social benefits and financial support to the needy families approved by the resolution of the Cabinet of Ministers of February 15, 2013 No. 44, and since May 1, 2020 - by means of IS "Unified register";

action of the order of the Cabinet of Ministers of March 1, 2016 No. 165-P extends by provision of interactive services to the citizens who submitted applications for receipt of social benefits and financial support to needy families.

5. To the state bodies and the organizations specified in appendix No. 2 to this resolution:

in coordination with the National agency of project management in case of the President of the Republic of Uzbekistan to introduce the schedule of forming of the databases in the Cabinet of Ministers of the Republic of Uzbekistan in a month;

together with the National agency of project management in case of the President of the Republic of Uzbekistan to provide until the end of 2019 forming of the databases, with connection them to MIP;

together with the Ministry of development of information technologies and communications of the Republic of Uzbekistan until the end of 2019 to provide connection to the Interdepartmental data transmission network (further - MSPD) the electronic government for receipt of access to IS "Unified register" in real time.

6. To provide to the ministry of development of information technologies and communications of the Republic of Uzbekistan since June 1, 2019 in accordance with the established procedure connection of the state bodies and organizations specified in appendix No. 1 to this resolution, to MSPD of the electronic government.

7. To provide to the national agency of project management in case of the President of the Republic of Uzbekistan till October 1, 2019 connection of the state bodies and organizations specified in appendix No. 1 to this resolution, to MIP for receipt of access of IS "Unified register" to their databases in real time.

8. Assign to heads of the state bodies and organizations specified in appendices No. 1 and 2 to this resolution, responsibility for providing:

access of IS "Unified register" to their bases in real time, taking into account requirements of the legislation on respect for information security;
