1. Approve the enclosed list of indicators for efficiency evaluation of activities of management officials (heads of the supreme executive bodies of the government) of subjects of the Russian Federation and activities of executive bodies of subjects of the Russian Federation (further - the list).

2. Administration of the President of the Russian Federation:

a) develop and submit till June 1, 2019 for approval of the President of the Russian Federation method of calculation of indicator, the stipulated in Item 1 list;

b) annually, till March 1 to represent to the President of the Russian Federation the report on measure values, the stipulated in Item 1 list, for the accounting period.

3. To the government of the Russian Federation to develop together with the working groups of the State Council of the Russian Federation on the corresponding directions and to approve:

a) method of calculation of the indicators provided by Items 2 - the 15th list, for the period till 2024 inclusive, including for the accounting period (the current year) and for the planning period constituting two years following the accounting period - till June 1, 2019;

b) form of the reporting of management officials (heads of the supreme executive bodies of the government) of subjects of the Russian Federation of the values (levels) of the indicators provided by the list reached for the accounting period (last year) and also rules for apportionment between subjects of the Russian Federation of grants in the form of the interbudget transfers on the basis of the values (levels) of such indicators reached by them for the accounting period (taking into account features of distribution of grants in 2019) - till July 1, 2019.

4. To the government of the Russian Federation together with Administration of the President of the Russian Federation to provide till June 1, 2019 to the President of the Russian Federation offers:

a) on consideration of the questions connected with reasons and if necessary protection planned on reporting (the current year) both planned the periods and reached by subjects of the Russian Federation for the accounting period (last year) of values (levels) of the indicators provided by the list;

b) on development of rules for apportionment in 2019 between subjects of the Russian Federation of grants in the form of the interbudget transfers.

5. To the government of the Russian Federation to prepare with the participation of the working groups of the State Council of the Russian Federation and to represent to the President of the Russian Federation:

a) the report on the planned values (levels) of the indicators provided by Items 2 - the 15th list, for the reporting and planned periods, - till July 1, 2019, further - annually, till May 1;

b) the report on the values (levels) of the indicators provided by Items 2 reached by subjects of the Russian Federation for the accounting period - the 15th list, - annually, till May 1;

c) offers on distribution between subjects of the Russian Federation of grants on the basis of the values (levels) of the indicators provided by the list reached for the accounting period - annually, till May 20.

6. Annually, till April 1 to represent to management officials (heads of the supreme executive bodies of the government) of subjects of the Russian Federation to the Government of the Russian Federation reports on the values (levels) of the indicators provided by the list reached for the accounting period.

7. To the government of the Russian Federation in 3-month time:

a) provide offers on introduction of amendments to acts of the President of the Russian Federation according to this Decree;

b) bring the acts into accord with this Decree.

8. Declare invalid the Presidential decree of the Russian Federation of November 14, 2017 No. 548 "About efficiency evaluation of activities of executive bodies of subjects of the Russian Federation" (The Russian Federation Code, 2017, No. 47, the Art. 6963).

9. This Decree becomes effective from the date of its signing.
