About approval of the Technical regulation concerning requirements to ecodesign for lamps of directed radiation, LED lamps and the related equipment

According to article 5 of the Law of Ukraine "About technical regulations and assessment of conformity" the Cabinet of Ministers of Ukraine decides:

1. Approve the Technical regulation concerning requirements to ecodesign for lamps of directed radiation, LED lamps and the related equipment which is applied.

2. To provide to the state agency on energy efficiency and energy saving implementation of the Technical regulation approved by this resolution.

3. Bring in the list of types of products by which bodies of the state market supervision exercise the state market supervision approved by the resolution of the Cabinet of Ministers of Ukraine of December 28, 2016 No. 1069 (The Official Bulletin of Ukraine, 2017, No. 50, the Art. 1550), change which is applied.

4. This resolution becomes effective in six months from the date of its publication.

The technical regulation concerning requirements to ecodesign for lamps of directed radiation, LED lamps and the related equipment

General part

1. This Technical regulation establishes requirements to ecodesign concerning introduction into circulation of such electric lighting products (including built in in other products):

lamps of directed radiation;

LED lamps;

the related equipment intended for installation between network and lamps including puskoreguliruyushchy devices for lamps, control units and lamps.

This Technical regulation also establishes requirements to information on product for products of special purpose.

The technical regulation No. 1194/2012 of the December 12, 2012 supplementing the Directive of the European Parliament and Council 2009/125/EU concerning requirements to ecodesign for lamps of directed radiation, LED lamps and the related equipment is developed on the basis of Regulations of the Commission (EU).

2. Action of this Technical regulation does not extend to LED modules which are on sale as part of the lamps introduced into circulation in number of less than 200 units a year.

3. In this Technical regulation terms are used in such value:

accent lighting - type of lighting in case of which light goes so that to allocate object or part of surface;

ballast - the puskoreguliruyushchy device for lamp which is built in between the power supply and one or several digit lamps which by means of inductance, reservoir or combination of inductance and reservoir serves in the basic for restriction of current of lamps (lamp) to necessary value;

the product of special purpose - product which uses the technologies covered by this Technical regulation, but is held for use in particular cases in connection with its technical parameters as it is described in technical documentation. Cases of special application are those which require technical parameters which are not necessary for the purposes of regular lighting or objects in usual conditions. Cases of special application are subdivided on the following types:

applications, where basic purpose of light not lighting, for example:

- light radiation as factor in chemical or biological processes (such as polymerization, use of ultra-violet radiation for treatment/drying/hardening, photodynamic therapy, gardening, care of pets, in protivonasekomny devices);

- obtaining and designing of images (in cameras, photocopiers, video projectors);

- heating (infrared lamps);

- the alarm system (traffic control or lamps in airfields);

lighting, where:

- spectral distribution of light is intended for change of appearance of the lit scene or object to make them visible (illumination of show-windows with goods or the color lamps specified in Item of 1 appendix 1), except for changes of the correlated color temperature;

- spectral distribution of light is adjusted for specific needs of specific technical equipment and does scene or object visible for people (such as illumination of studio, lighting for visual effects, illumination of theater);

- lighting of scenes of action or subjects to lighting requires special protection against consequences of negative impact of light source (lighting with special filtering the relation of people with the raised photosensitivity or photosensitive museum pieces);

- lighting is necessary only for emergency situations;

- lighting products shall maintain extreme conditions (vibrations or temperature below - 20 °C or above + 50 °C).
