About measures for the organization of activities of Inspectorate for control of agro-industrial complex under the Cabinet of Ministers of the Republic of Uzbekistan

According to the Presidential decree of the Republic of Uzbekistan of March 15, 2019 No. UP-5690 "About Measures for Radical Enhancement of System of Protection of Business Activity and Optimization of Activities of Bodies of Prosecutor's Office", and also for the purpose of the effective organization of activities of Inspectorate for control of agro-industrial complex under the Cabinet of Ministers of the Republic of Uzbekistan:

1. Ceased to be valid according to the Presidential decree of the Republic of Uzbekistan of 16.02.2024 No. UP-36

3. Grant to the chief of Inspection the right to make, if necessary, changes to organizational and regular structures of territorial subdivisions of Inspection within the established general number of staff, and also to enter additional established posts of production employees of Inspectorate and its territorial subdivisions by fund of development of Inspectorate for control of agro-industrial complex under the Cabinet of Ministers of the Republic of Uzbekistan.

4. Determine the main objectives of Inspection:

a) implementation of the state control for:

condition of observance of requirements of acts of the legislation in the sphere of agricultural industry;

observance of requirements for procurement, conversion and storage of sowing seeds of cotton, grain grains and other crops;

fulfillment of requirements on stock forming of agricultural and food products;

quality, rational and target use, ensuring reliable safety and reducing yield losses of cotton, grain grains and other crops, their seeds and products of conversion;

purposeful conversion of technical seeds of cotton by the companies in complete production cycle and availability of the hygienic conclusions and certificates of conformity confirming quality of their products;

the correct storage of grain on its quality and quantity at the companies storing grain;

control and monitoring of the works which are carried out on rational use of farmlands, placement, crops and care of crops, testing of their grades;

control of technical condition of the agricultural, meliorative and road-building machinery in the companies, organizations and the organizations irrespective of departmental accessory and form of business, efficiency of their operation, quality of service and repair services, carrying out obligatory and periodic testing of agricultural machinery and technologies;

protection and target use of lands of agricultural purpose;

b) conducting obligatory state inspection of quality of harvest of cotton, grain grains and other crops, their seeds and products of conversion in case of export-import and intra republican transportations;

c) realization of package of measures for identification of offenses and to taking measures to elimination of the reasons and conditions promoting them;

d) conducting production on cases on administrative offenses according to the procedure, the established by the legislation, direct execution of protocols on administrative offense and imposing of penalty on perpetrators within powers.

4-1. Determine that the analysis of quality of fiber of experimental samples of cotton in laboratories of primary and elite seed farming is performed by public institution "Assessment center of quality of agricultural products" of Inspectorate for control of agro-industrial complex under the Cabinet of Ministers of the Republic of Uzbekistan free of charge.

5. Determine that:

Inspection is headed by the chief appointed to position and dismissed by the President of the Republic of Uzbekistan;

Inspection is accountable directly to the Cabinet of Ministers of the Republic of Uzbekistan;

the chief of Inspection under the terms of compensation, medical and transport attendance is equated to the minister, deputy chief of Inspection - to the deputy minister.

6. Determine that:

Inspection is legal successor by the rights, obligations and agreements of the transformed Inspectorate for control of agro-industrial complex and ensuring food security under the Prosecutor General's Office of the Republic of Uzbekistan;

content of Inspection is performed at the expense of means of the Government budget of the Republic of Uzbekistan;

information, documents and other materials necessary for accomplishment of the tasks assigned to Inspection, are represented according to its legal requirement gratuitously;

state bodies, including the law-enforcement and controlling structures, shall render comprehensive assistance of Inspection in accomplishment of the tasks and functions assigned to it.

Keep the operating procedure according to which the services rendered to GU "Assessment Center of Quality of Agricultural Products" under Inspectorate for control of agro-industrial complex under the Cabinet of Ministers of the Republic of Uzbekistan for implementation of control functions of Inspection do not join in taxable basis.

7. To provide to the Prosecutor General's Office in two weeks transfer on balance of Inspection of the buildings, constructions, vehicles and other material values which are on balance and used by the transformed Inspectorate for control of agro-industrial complex and ensuring food security under the Prosecutor General's Office of the Republic of Uzbekistan.

8. To the Cabinet of Ministers of the Republic of Uzbekistan (Vakhabov) in two-month time to complete Inspectorate and its territorial subdivisions by the qualified personnel capable at the high and professional level to provide accomplishment of the assigned tasks.

9. To the Ministry of Finance of the Republic of Uzbekistan by reasonable calculations of Inspection to make corresponding changes to the parameters of expenses of the Government budget of the Republic of Uzbekistan for 2019 following from this resolution.

10. To the Cabinet of Ministers of the Republic of Uzbekistan to approve in a month:

Regulations on Inspectorate for control of agro-industrial complex under the Cabinet of Ministers of the Republic of Uzbekistan;

Regulations on the State unitary enterprise "The Center for Rendering Services in Agro-industrial Complex" under Inspectorate for control of agro-industrial complex under the Cabinet of Ministers of the Republic of Uzbekistan;

Regulations on Fonda of development of Inspectorate for control of agro-industrial complex under the Cabinet of Ministers of the Republic of Uzbekistan;
