About measures for further enhancement of obligatory civil liability insurance of owners of vehicles
For the purpose of enhancement of system of obligatory civil liability insurance of owners of vehicles in general and directly the Cabinet of Ministers decides operation of its practical mechanisms:
1. Agree with the offer of the Ministry of Finance, Ministry of development of information technologies and communications of the Republic of Uzbekistan and Fund of guaranteeing payments for obligatory civil liability insurance of owners of vehicles (further - Fund) about development and deployment of the unified information system of obligatory civil liability insurance of owners of vehicles functioning online (further - unified information system).
2. Provide to fund together with:
The Ministry of Finance, the Ministry of Internal Affairs, the Ministry of development of information technologies and communications of the Republic of Uzbekistan, the off-budget Pension fund under the Ministry of Finance of the Republic of Uzbekistan and other interested ministries and departments in a month - development and approval of the specification of interdepartmental electronic interaction, with strict observance of the requirements about the mystery of insurance established by the legislation;
The ministry of development of information technologies and communications of the Republic of Uzbekistan in three-months time - implementation of unified information system, taking into account its integration with information systems of the Ministry of Internal Affairs, off-budget Pension fund under the Ministry of Finance of the Republic of Uzbekistan, information systems of other interested ministries and departments, the central databases of physical persons and legal entities.
3. Determine that:
source of financing of works on creation of unified information system is fund;
the insurance companies performing activities for compulsory insurance provide timely introduction of authentic data on compulsory insurance in unified information system in accordance with the terms of the agreement signed with Fund providing including measures of responsibility of insurance companies for non-execution of this obligation.
4. Introduce into circulation from the date of entry into force of this resolution new samples of forms of insurance policies of compulsory insurance.
At the same time earlier issued insurance policies of compulsory insurance which are in circulation are valid before the termination of term of their action.
5. Make changes and additions to the resolution of the Cabinet of Ministers of June 24, 2008 No. 141 "About measures for implementation of the Law of the Republic of Uzbekistan "About obligatory civil liability insurance of owners of vehicles"" (the joint venture of the Republic of Uzbekistan, 2008, No. 6, the Art. 32) according to appendix No. 1.
6. Recognize invalid some decisions of the Government of the Republic of Uzbekistan according to appendix No. 2.
7. National broadcasting company of Uzbekistan, National news agency of Uzbekistan together with Fund of guaranteeing payments for obligatory civil liability insurance of owners of vehicles and the insurance companies performing activities for compulsory insurance to organize extended coverage in mass media of essence and value of this resolution.
8. To the Ministry of Finance of the Republic of Uzbekistan together with the interested ministries and departments to bring the regulatory legal acts adopted by them into accord with this resolution in a month.
9. This resolution becomes effective after three months from the date of its official publication.
10. To impose control of execution of this resolution on the deputy prime minister of the Republic of Uzbekistan - the Minister of Finance of the Republic of Uzbekistan D. A. Kuchkarov.
