About approval of regulations on the State inspectorate for control and supervision of technical condition and safety of work of large and especially important water management objects under the Ministry of water economy of the Republic of Uzbekistan

In pursuance of the resolution of the President of the Republic of Uzbekistan of November 29, 2018 "About additional measures for enhancement of activities of the Ministry of water economy of the Republic of Uzbekistan" the Cabinet of Ministers decides No. PP-4039:

1. Approve Regulations on the State inspectorate for control and supervision of technical condition and safety of work of large and especially important water management objects under the Ministry of water economy of the Republic of Uzbekistan according to appendix No. 1.

2. Make changes and additions to some decisions of the Government of the Republic of Uzbekistan according to appendix No. 2.

3. To the ministry of water economy of the Republic of Uzbekistan together with the interested ministries and departments to bring the regulatory legal acts into accord with this resolution in a month.

4. To impose control over the implementation of this resolution on the adviser to the Prime Minister of the Republic of Uzbekistan concerning development of agrarian and food spheres A. D. Vakhabov and the minister of water economy of the Republic of Uzbekistan Sh. R. Hamrayev.

Regulations on the State inspectorate for control and supervision of technical condition and safety of work of large and especially important water management objects under the Ministry of water economy of the Republic of Uzbekistan

Chapter 1. General provisions

1. This Provision determines the status, the main objectives, functions, the rights and responsibility, and also procedure for the organization of activities of the State inspectorate for control and supervision of technical condition and safety of work of large and especially important water management objects under the Ministry of water economy of the Republic of Uzbekistan (further - the State inspection Gosvodkhoznadzor).

The state inspection Gosvodkhoznadzor is the state body authorized in the field of the state supervision of safety of water management objects - hydraulic engineering constructions in the Republic of Uzbekistan I, II, III classes of solidity, and also it is lower than III classes, constituting the increased danger in case of emergency situations.

3. The state inspection Gosvodkhoznadzor in the activities submits and is accountable to the Ministry of water economy of the Republic of Uzbekistan (further - the Ministry).

4. The structure of the State inspection Gosvodkhoznadzor includes the state unitary enterprise "Diagnostic Center of Hydraulic Engineering Constructions", and also territorial inspectors who when implementing the state control and supervision are independent of bodies of the public and economic board, the government on places.

The state inspection Gosvodkhoznadzor in the activities is guided by the Constitution, the laws of the Republic of Uzbekistan, resolutions of chambers of Oliy Majlis of the Republic of Uzbekistan, decrees, resolutions and orders of the President of the Republic of Uzbekistan, resolutions and orders of the Cabinet of Ministers of the Republic of Uzbekistan, other acts of the legislation, and also orders of the minister of water economy of the Republic of Uzbekistan (further - the minister) and this Provision.

6. The state inspection Gosvodkhoznadzor performs the activities under the direction of the Ministry, and also in interaction with other bodies of the public and economic board, executive bodies on places and other organizations.

7. The state inspection Gosvodkhoznadzor is legal entity, has seal with the image of the State Emblem of the Republic of Uzbekistan and with the name.

8. The state inspection Gosvodkhoznadzor is placed to the address (postal address): Tashkent Shaykhantokhursky district, Ulitsa Turkkurgan, 26, 100200.

Chapter 2. Main objectives and functions of the State inspection Gosvodkhoznadzor

9. The main objectives of the State inspection Gosvodkhoznadzor are implementation of the state control and supervision for:

reliability of technical condition, operation and safety of work of large and especially important water management objects;

designing, construction, commissioning, operation, reconstruction, repair, preservation and liquidation of large and especially important water management objects, including the organization of examination of projects, quality of construction, reconstruction, acceptance for operation, preservation and liquidation;

organization of reliable protection of large and especially important water management objects.

10. For accomplishment of the tasks assigned to it the State inspection Gosvodkhoznadzor performs the following functions:

a) in the sphere of implementation of the state control and supervision of reliability of technical condition, operation and safety of work of large and especially important water management objects:

develops together with the relevant ministries and departments of the offer on the prevention of the incidents connected with technical condition and safe operation of hydraulic engineering constructions;

carries out examination of reliability of technical condition and safe operation of hydraulic engineering constructions together with the interested ministries and departments;

will organize checks of condition of hydraulic engineering constructions and compliance of their condition to declarations of safety;

performs inspection, diagnostics of technical condition, natural observations of hydraulic engineering constructions;

participates together with the ministries and departments in settlement with the adjacent states of questions of operation of interstate and border water management objects;

participates in work of the interdepartmental and interstate commissions on questions of reliability of technical and safe condition of hydraulic engineering constructions;

performs international cooperation concerning safety of hydraulic engineering constructions;

b) in the sphere of implementation of the state control and supervision of designing, construction, commissioning, operation, reconstruction, repair, preservation and liquidation of large and especially important water management objects, including the organization of examination of projects, quality of construction, reconstruction, acceptance for operation, preservation and liquidation:

participates in determination of locations of hydraulic engineering constructions, coordination of design assignments, construction projects and reconstruction, control of quality of construction, acceptance in operation, and also in coordination of service regulations of hydraulic engineering constructions;

approves in accordance with the established procedure declarations of safety of hydraulic engineering constructions;

keeps the inventory of hydraulic engineering constructions;

will organize development of rules and criteria of safety of hydraulic engineering constructions;
