In providing rules of consideration of questions of citizenship of the Azerbaijan Republic and their permissions in connection with application of the Law of the Azerbaijan Republic "About citizenship of the Azerbaijan Republic" I decide:

1. Approve Regulations on rules of consideration of questions of citizenship of the Azerbaijan Republic and their permissions it (is applied).

2. This Decree becomes effective from the date of signing.

Regulations on rules of consideration of questions of citizenship of the Azerbaijan Republic and their permissions

1. This Provision determines rules of consideration and permission of questions of acquisition, recovery and the termination of citizenship of the Azerbaijan Republic.

2. Person wishing to acquire citizenship of the Azerbaijan Republic addresses to the Public migratory service of the Azerbaijan Republic with the statement questionnaire addressed to the President of the Azerbaijan Republic which sample is approved by the President of the Azerbaijan Republic.

The following documents are attached to the statement questionnaire:

- 4 photographs (size of 3х4 cm);

- No. 1607 is cancelled according to the Presidential decree of the Azerbaijan Republic of 25.09.2017

- document on payment of the state fee;

- the copy of the identification document or the certificate of the refugee issued to persons with the status of the refugee including according to part four of article 14 of the Law of the Azerbaijan Republic "About citizenship of the Azerbaijan Republic" persons, the fact of lack of belonging to nationality of any state and permanent residence in which Azerbaijan Republic it is established by court;

- the passport copy or other document for crossing of border (except for persons with the status of the refugee which do not have these documents);

- according to part four of article 14 of the Law of the Azerbaijan Republic "About citizenship of the Azerbaijan Republic the copy of the court order about factual determination of lack of belonging of person to nationality of any state and permanent residence in the Azerbaijan Republic.

- for persons, stipulated in Item 1 part four of article 14 of the Law of the Azerbaijan Republic "About citizenship of the Azerbaijan Republic" and having high achievements in the sphere of science, the equipment, culture or sport - the reasonable petition of the state body inviting him to the Azerbaijan Republic.

If person wishing to be naturalized the Azerbaijan Republic is citizen of the state having the international treaty on avoidance of double citizenship with the Azerbaijan Republic, it shall submit the document certifying the relation of authority of such state to its intention to be naturalized the Azerbaijan Republic.
