Rules of development, approval of federal state educational standards and introduction of changes in them

1. These rules determine procedure for development, approval of federal state educational standards (further - standards) and introduction of changes in them.

2. The Ministry of Public Education of the Russian Federation provides project development of standards of general and secondary professional education and the changes made to the specified standards, including drafts of standards according to educational programs of secondary professional education in the field of training of specialists of aviation personnel of civil aviation, members of crews of vessel according to the international requirements, and also in the field of training of the workers of rail transport who are directly connected with train service and shunting work in coordination with the Ministry of Transport of the Russian Federation.

3. The ministry of science and the higher education of the Russian Federation provides project development of standards of the higher education and the changes made to the specified standards, including:

drafts of the standards relating to the enlarged group of specialties and the directions of preparation "Education and pedagogical sciences" or to area of professional activity "Science and education" - in coordination with the Ministry of Public Education of the Russian Federation;

drafts of standards according to programs of assistantship training - in coordination with the Ministry of Culture of the Russian Federation;

drafts of standards according to programs of internship - in coordination with the Ministry of Health of the Russian Federation;

drafts of standards according to educational programs of the higher education in the field of training of specialists of aviation personnel of civil aviation, members of crews of vessel according to the international requirements, and also in the field of training of the workers of rail transport who are directly connected with train service and shunting work - in coordination with the Ministry of Transport of the Russian Federation.

The Ministry of Public Education of the Russian Federation and the Ministry of science and the higher education of the Russian Federation according to the powers specified in Items 2 and 3 of these rules (further - the relevant authorized bodies), involve in project development of standards and the changes made to them specified in Items 2 and 3 of these rules (further - drafts of standards), educational and methodical associations in education system, educational, scientific and other organizations, representatives of employers (further - developers), and also executive bodies and other interested persons.

Drafts of standards of the general education are developed taking into account priorities of scientific technology development of the Russian Federation and the actions plan on strategy implementation of the scientific technology development of the Russian Federation approved for the corresponding years by the Government of the Russian Federation.

Drafts of standards of professional education are developed according to provisions of part 5 of article 11 of the Federal law "About Education in the Russian Federation".

5. The Ministry of Public Education of the Russian Federation for the purpose of consideration of drafts of the standards specified in Item 2 of these rules, and also offers on their development creates councils of the Ministry of Public Education of the Russian Federation on federal state educational standards of the general education and secondary professional education.
