About approval of the Procedure for information exchange between electronic purchasing system, the single web portal of use of public means and information system of the Public treasurer service of Ukraine

According to Item 5 of the Section II "Final and transitional provisions" of the Law of Ukraine of December 21, 2017 No. 2265-VIII "About introduction of amendments to the Law of Ukraine "About public purchases" and some other laws of Ukraine concerning implementation of monitoring of purchases", to the Law of Ukraine "About public purchases", to Item 70 of the Plan of priority actions of the Government for 2018 approved by the order of the Cabinet of Ministers of Ukraine of March 28, 2018 to No. 244-r, subitems 2, 3 items 4 of the Regulations on the Ministry of Economic Development and Trade of Ukraine approved by the resolution of the Cabinet of Ministers of Ukraine of August 20, 2014 No. 459, to the subitem 5 of item 4 of the Regulations on the Ministry of Finance of Ukraine the Cabinet of Ministers of Ukraine approved by the resolution of August 20, 2014 No. 375, and for the purpose of ensuring information exchange about holding procurement procedure (if the customer is manager or the receiver of budgetary funds) and implementation of payment under agreements in electronic form of PRIKAZYVAYEM:

1. Approve the Procedure for information exchange between electronic purchasing system, the single web portal of use of public means and information system of the Public treasurer service of Ukraine which is attached.

2. To provide to department of regulation of public purchases of the Ministry of Economic Development and Trade of Ukraine in accordance with the established procedure submission of this order on state registration in the Ministry of Justice of Ukraine.

3. This order becomes effective from the date of, its official publication following behind day.

4. To impose control of execution of this order on the First Deputy Minister of Economic Development and Trade of Ukraine Nefedov M. E. and Minister of Finance of Ukraine Markarova A. S.

Procedure for information exchange between electronic purchasing system, the single web portal of use of public means and information system of the Public treasurer service of Ukraine

1. This Procedure is developed for the purpose of ensuring information exchange about holding procurement procedure (if the customer is manager or the receiver of budgetary funds) and implementation of payment according to purchase agreements electronically between electronic purchasing system, the single web portal of use of public means and information system of the Public treasurer service of Ukraine.

2. Terms in this Procedure are used in the values established in the Budget code of Ukraine, the Laws of Ukraine "About public purchases", "About electronic confidential services", "About electronic documents and electronic document management", "About information protection in information and telecommunication systems", "About openness of use of public means".

3. Subjects of information relations according to this Procedure are the Ministry of Economic Development, the Ministry of Finance and Treasury.

The state company "PROZORRO" (further - GP "PROZORRO"), the administrator of the single web portal of use of public means and Treasury perform technical support of information exchange.

4. Information transferred according to this Procedure is open.

5. Information exchange is provided with electronic purchasing system, the single web portal of use of public means and information system of Treasury by transfer of electronic messages and also resolutions of the Cabinet of Ministers of Ukraine of May 14, 2015 No. 303 "Some questions of the organization of interdepartmental information exchange in National system of confidential communication" is performed exclusively electronically by information and telecommunication means with use of means technical and cryptographic information protection according to the legislation concerning information protection and with observance of requirements of the Law of Ukraine "About information protection in information and telecommunication systems".

6. The qualified electronic seal of GP "PROZORRO" is set to each electronic message which arrives from electronic purchasing system in information system of Treasury.

7. The electronic purchasing system in the automated mode transfers to information system of Treasury documents and information on purchase according to the Law of Ukraine "About public purchases", namely:

1) unique system identifier of the purchase agreement;

2) the annual plan of purchases and change to it containing information on the planned procedure for procurement of the corresponding subject of purchase according to code of the Single purchasing dictionary;

3) the purchase agreement and changes to it with indication of unique identifier of purchase;

4) the report on the results of the procedure of purchase which confirms holding procurement procedure by results of which the purchase agreement, in the form of set of the electronic fields containing information about is signed:

unique identifier of purchase;

code according to EGRPOU of the customer;

name or surname, name, middle name (in the presence) participants of procurement procedure;

number and date of the purchase agreement and changes to it;

the amount determined in the agreement.
