About additional measures for effective use of objects of state-owned property
For the purpose of increase in efficiency of use of objects of state-owned property and creation of additional terms for development of private property and entrepreneurship:
1. Take into consideration that according to the Presidential decree of the Republic of Uzbekistan of October 11, 2018 No. UP-5552 "About Additional Measures for Simplification of Procedures of Realization to Subjects of Entrepreneurship of Objects of State-owned Property and Rights to the Parcels of Land" according to the procedure of experiment of 444 empty state real estate objects are offered for auction on electronic trading platform at the starting price, equal 1 bag from which 310 objects are implemented for 11,2 of one billion sum with conditions of investment of 172 billion sum and creations of 3 536 new workplaces.
2. Approve the offer of the Agency on management of the state assets, the Ministries of Justice, the Ministries of Economy and Industry of the Republic of Uzbekistan, Council of Ministers of the Republic of Karakalpakstan and hokim of areas about prolongation of term of carrying out the experiment on simplification of procedures of realization of objects of state-owned property established by the Presidential decree of the Republic of Uzbekistan of October 11, 2018 No. UP-5552 "About Additional Measures for Simplification of Procedures of Realization to Subjects of Entrepreneurship of Objects of State-owned Property and Rights to the Parcels of Land" till January 1, 2020.
3. Transfer the State unitary enterprise "Center for the Organization of Electronic Online Auctions" under Bureau of forced execution under the Prosecutor General's Office of the Republic of Uzbekistan to maintaining the Agency on management of the state assets of the Republic of Uzbekistan, having determined it as the founder of this Center.
4. Determine that:
If other is not established by acts of the President of the Republic of Uzbekistan and the Cabinet of Ministers of the Republic of Uzbekistan or decisions of the State tender commission, the biddings on realization of objects of state-owned property (except shares) are performed on E-IJRO AUKSION electronic trading platform;
the biddings on transfer to lease of immovable objects of state-owned property since July 1, 2019 are performed through E-IJRO AUKSION electronic trading platform;
in case of exposure to the electronic auction held for the purpose of provision in lease of immovable objects of state-owned property, the minimum rate of the rent on them is specified proceeding from the profile of activities specified by their asset holders case of transfer to lease;
in case of exposure to auction of objects of state-owned property for provision in lease the lease term is established in three years, except as specified, provided by acts of the legislation. At the same time in case of timely and complete execution by the lessee of the obligations the lease term is prolonged for three years, except as specified, provided by acts of the legislation.
5. Approve:
The list of objects of state-owned property, realization subjects on E-IJRO AUKSION electronic trading platform at the starting price, equal 1 bag, with condition of adoption of investment obligations, according to appendix No. 1;
The list of objects of state-owned property, realization subjects in accordance with the established procedure, according to appendix No. 2;
The list of the objects of state-owned property which are subject to transfer to state bodies on the right of operational management for further effective use according to appendix No. 3.
6. To Council of Ministers of the Republic of Karakalpakstan and khokimiyats of areas in a month:
provide preparation of cadastral documents of the corresponding parcels of land, buildings and constructions specified in appendices No. No. 1 and 2 to this Decree and also state registration of the rights to them in the procedure established by the legislation;
together with the interested ministries and departments to provide reception-transmission of the objects of state-owned property specified in appendix No. 3 to this Decree and also their further effective use.
7. Agree with the offer of the Agency on management of the state assets, the Ministries of Finance, the Ministries of Economy and Industry of the Republic of Uzbekistan about:
