RESOLUTION OF THE CABINET OF MINISTERS OF UKRAINE

About approval of the Technical regulation concerning requirements to ecodesign for small, average and big power transformers

According to article 5 of the Law of Ukraine "About technical regulations and assessment of conformity" the Cabinet of Ministers of Ukraine decides:

1. Approve the Technical regulation concerning requirements to ecodesign for small, average and big power transformers which is applied.

2. To provide to the state agency on energy efficiency and energy saving implementation of the Technical regulation approved by this resolution.

3. Bring in the list of types of products by which bodies of the state market supervision exercise the state market supervision approved by the resolution of the Cabinet of Ministers of Ukraine of December 28, 2016 No. 1069 (The Official Bulletin of Ukraine, 2017, No. 50, the Art. 1550), change which is applied.

4. This resolution becomes effective in six months from the date of its publication.

The technical regulation concerning requirements to ecodesign for small, average and big power transformers

General part

1. This Technical regulation establishes requirements to ecodesign for small, average and big power transformers (further - transformers) with a minimum rated power of 1 kV • And which are used in networks of transfer and electricity distribution with frequency of 50 Hz or in the industry.

This Technical regulation No. 548/2014 of the May 21, 2014 supplementing the Directive 2009/125/EU of the European Parliament and Council concerning requirements to ecodesign for small, average and big power transformers is developed on the basis of Regulations of the Commission (EU).

2. Action of this Technical regulation does not extend to transformers which are specially developed and are used as:

measuring transformers for food of means of the measuring equipment, devices, the relay and other similar devices;

transformers with winding of low tension for use with rectifiers for ensuring supply of direct current;

oven transformers for direct connection to electric furnaces;

transformers for coastal application and application as floating coastal construction;

transformers for constructions of emergency protection;

transformers for railroad power supply systems;

the grounding transformers for provision of neutral for the purpose of grounding of system;

the traction transformers established on railway rolling stock that is the transformers connected to the line of direct or alternating current directly or via the inverter which are used in fixed constructions on the railroad;

starting transformers for start of induction motors for the purpose of delivery voltage drop elimination;

test transformers for use in electrochains for development of necessary voltage levels or current for the purpose of testing of the electric equipment;

welding transformers for use in installations of arc welding or installations of welding by resistance (contact welding);

transformers of explosion-proof execution for application in the explosive environment and for underground works (mining);

transformers for application in the deep-water (shipped) circle;

isolation transformers (capacity to 5 MBA) which are used to transformation of one level (average level) of tension;

big power transformers which are used in case it is shown that for specific scope of application there are no alternative technically feasible decisions for the purpose of accomplishment of the minimum requirements by efficiency which are established by this Technical regulation;

big power transformers which are equivalent replacement for the same actual place of arrangement/placement of the existing large power transformers when such replacement cannot be performed without the disproportionate expenses connected with their transportation and/or installation.

Exception from specified is application of the requirements to information on products and technical documentation stated in Items 3 and 4 of appendix 1.

3. In this Technical regulation terms are used in such value:

the big power transformer - the power transformer with the level of the highest voltage more than 36 kV and the rated power equal or more than 5 kVA, or the rated power equal or is more than 40 MVA, irrespective of the level of the highest tension;

the highest tension for the equipment (Um) - tension which is applied to transformer windings is mean square value of interphase tension in three-phase system for which the transformer taking into account its isolation is developed;

losses of short circuit (Pk) - active capacity which is absorbed with nominal frequency and base temperature connected with couple of winding when the rated current (branch current) proceeds through phase conclusions, and conclusions of other winding are connected by short circle to any winding having branches, attached to the main branch, at the same time the following winding in the presence is not closed contour;

losses of idling (Po) - active capacity which is absorbed of the nominal frequency when the transformer is energized and the second contour is not closed. Tension which is applied, is nominal and if the winding is energized equipped with tap it is connected to the main branch;

the small power transformer - the power transformer with the level of the highest tension no more 1,1 of kV;

the maximum efficiency (PEI) - the maximum value of the relation of the transferred full capacity of the transformer without electric losses to the transferred full capacity of the transformer;

the rated voltage of winding (Ur) - the tension established for application or developed without loading between contact conclusions of winding without branch or winding with the tap connected to the main branch;

rated power (Sr) - regular value of the full capacity established for winding which together with the rated voltage of winding determines its rated current;

winding - rounds of wires which create the electric chain connected with tension which is established for this transformer;

winding of high tension - winding which has the highest rated voltage;

the liquid transformer - the power transformer in which the magnetic circle and winding are shipped in liquid;
