1. Approve the enclosed regulations of the state service "Licensing for Import of Remedies of Plants (Pesticides)".

2. To provide to department of veterinary, phytosanitary and food safety of the Ministry of Agriculture of the Republic of Kazakhstan in the procedure established by the legislation:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) within ten calendar days from the date of state registration of this order the direction it in the Kazakh and Russian languages in the Republican state company on the right of economic maintaining "The republican center of legal information" for official publication and inclusion in Reference control bank of regulatory legal acts of the Republic of Kazakhstan;

3) within ten calendar days after state registration of this order the direction it the copy on official publication in periodic printing editions;

4) placement of this order on Internet resource of the Ministry of Agriculture of the Republic of Kazakhstan after its official publication;

5) within ten working days after state registration of this order submission to Department of legal service of the Ministry of Agriculture of the Republic of Kazakhstan of data on execution of the actions provided by subitems 1), 2), 3) and 4) of this Item.

3. To impose control of execution of this order on the supervising vice-Minister of Agriculture of the Republic of Kazakhstan.

4. This order becomes effective after twenty one calendar days after day of its first official publication.

Regulations of the state service "Licensing for Import of Remedies of Plants (Pesticides)"

Chapter 1. General provisions

1. The state service "Licensing for Import of Remedies of Plants (Pesticides)" (further - the state service) appears Committee of the state inspection in agro-industrial complex of the Ministry of Agriculture of the Republic of Kazakhstan (further - the service provider) based on the standard of the state service "Licensing for Import of Remedies of Plants (Pesticides)" approved by the order of the Deputy prime minister of the Republic of Kazakhstan - the Minister of Agriculture of the Republic of Kazakhstan of October 15, 2018 No. 422 (it is registered in the Register of state registration of regulatory legal acts for No. 17898) (further - the Standard).

5. Contents of each procedure (action) which is part of process of rendering the state service and duration of its accomplishment:

1) after receipt of request to uslugopoluchatel the notification on documents acceptance on the portal - time of execution of 15 (fifteen) minutes goes;

2) the chief of the department responsible for rendering the state service (further - Management), considers the submitted documents of uslugopoluchatel and sends them to the chief expert or the expert of Management (further - the contractor) - time of execution of 20 (twenty) minutes;

3) the contractor checks completeness of documents and their compliance to conditions of licensing, renewal of the license, issue of the duplicate of the license, and also to imposed qualification requirements.

In case of factual determination of incompleteness of the submitted documents, according to the list, stipulated in Item 9 Standards, the motivated refusal in further review of the statement is drawn up, signed at the head of the service provider and goes to uslugopoluchatel - time of execution of 2 (two) working days.

4) the chief of the department vises result of rendering the state service - time of execution of 30 (thirty) minutes;

5) the head of the service provider signs result of rendering the state service - execution time 1 (one) hour.

Issue of result of rendering the state service to uslugopoluchatel automatically goes to personal account of uslugopoluchatel.
