About the state energy and gas supervision

According to item 4 of the Presidential decree of the Republic of Belarus of February 28, 2019 "About creation of organization" the Council of Ministers of the Republic of Belarus DECIDES: No. 92

1. Approve Regulations on the state energy and gas supervision it (is applied).

2. Make changes to the following resolutions of Council of Ministers of the Republic of Belarus:

2.1. in subitem 5.14 of Item 5 of the Regulations on the Department of Energy of the Republic of Belarus approved by the resolution of Council of Ministers of the Republic of Belarus of October 31, 2001 No. 1595, of the word of "bodies of the state energy and gas supervisions" shall be replaced with words "body of the state energy and gas supervision";

2.2. ceased to be valid according to the Resolution of Council of Ministers of the Republic of Belarus of 25.05.2020 No. 309

2.3. to exclude item 4 of appendix 1 to the Regulations on procedure for preparation and issue of allowing documentation on construction of facilities approved by the resolution of Council of Ministers of the Republic of Belarus of February 20, 2007 No. 223,;

2.4. in the Instructions for use gas in life approved by the resolution of Council of Ministers of the Republic of Belarus of November 19, 2007 No. 1539:

to "workers" and "auxiliary rooms" to add subitem 10.2 of Item 10 after words respectively with words "body of the state energy and gas supervision (further - body of gosenergogaznadzor) and (or)" and "for implementation of the state gas supervision and (or)";

in Item 11:

"11.3. provide in time approved with the gas supplying organization and (or) body of gosenergogaznadzor easy access to the gas equipment, internal gas pipelines, the introduction gas pipeline, gas pipelines inputs, reservoir installations, IBU to employees of body of gosenergogaznadzor and (or) the gas supplying organization in case of presentation of the official ID by them with the photo for implementation of the state gas supervision and (or) performance of works on maintenance and repair of gas pipelines, the gas-using equipment, reservoir installation, replacement of cylinders from SUG, removal of indications of individual metering devices of consumption of gas, removal of the individual metering device of consumption of gas in checking (repair) and its installations. subitem 11.6 of Item 11 of appendix 3 to these Rules to state in the following edition:

"11.6. provide in time approved with body of gosenergogaznadzor and (or) the gas supplying organization easy access to the gas equipment, internal gas pipelines, the introduction gas pipeline, gas pipelines inputs to employees of bodies of gosenergogaznadzor and (or) the gas supplying organization in case of presentation of the official ID by them with the photo for implementation of the state gas supervision and (or) performance of works on maintenance and repair of gas pipelines, the gas-using equipment, removal of indications of individual metering devices of consumption of gas, removal of the individual metering device of consumption of gas in checking (repair) and its installations;";

2.5. No. approved by the resolution of Council of Ministers of the Republic of Belarus of September 10, 2008 1330, to add the list of the state organizations subordinated to the Department of Energy with item 4 of the following content:

"4. Public institution "State energy gas supervision".";

2.6. in Item 7 of appendix to the Regulations on procedure for acceptance for operation of construction objects approved by the resolution of Council of Ministers of the Republic of Belarus of June 6, 2011 No. 716, of the word "Bodies of the State Energy" and "it" to replace respectively with the words "Body State Energy and Gas" and "it";

2.7. in the Rules of electric utility service approved by the resolution of Council of Ministers of the Republic of Belarus of October 17, 2011 No. 1394:

the words "technical or economic case of the choice of electroheating (only for electroheating devices of one customer capacity of 30 kW and above, intended for electric heating and hot water supply)" shall be replaced with words "the feasibility statement on the choice of electroheating in the cases established by the legislation";
