About import licensing of wheels from aluminum

1. 2. To the Ministry of Industry and Trade of the Russian Federation to perform according to the procedure, provided by Rules of issue of licenses and import permits and (or) commodity import (appendix to appendix No. 7 to the Agreement on the Eurasian Economic Union of May 29, 2014), issue to participants of foreign trade activity of import licenses to the Russian Federation from the states which are not members of the Eurasian Economic Union, wheels from aluminum (further - licenses):

a) if wheels from aluminum enter scope of Rules of the United Nations No. 124 "The uniform instructions concerning the official approval of wheels for cars and their trail cars" (further - Rules of the UN No. 124), - in case of representation:

the original or the copy certified by the producer of wheels from aluminum of the message on the official approval of their type according to Rules of the UN No. 124, given in the state which is the contracting party Soglasheniya of 1958;

the original letter of the Federal Agency for Technical Regulation and Metrology performing functions of competent administrative authority of the Russian Federation according to the Agreement of 1958, confirming validity of the provided message on the official approval like wheels from aluminum;

b) if wheels from aluminum do not enter scope of Rules of the UN No. 124, - in case of representation:

3. Provide to the Federal Customs Service:

customs clearance without presentation of the license for the wheels from aluminum imported as tests and samples for carrying out researches and testing in case of representation by participants of foreign trade activity:

the original letter of the Federal Agency for Technical Regulation and Metrology confirming the fact of application for receipt of the message on the official approval of their type according to Rules of the UN No. 124;

the original or the copy of the contract with the test laboratory operating as technical service according to the Agreement of 1958 about carrying out certified testing;

original or copy of the sampling report and samples.

4. To the Ministry of Economic Development of the Russian Federation in accordance with the established procedure:

a) notify the Eurasian economic commission on introduction of import licensing to the Russian Federation from the states which are not members of the Eurasian Economic Union, wheels from aluminum when placing under customs procedure of release for internal consumption;

b) submit for consideration of the Eurasian economic commission the offer on introduction on customs area of the Eurasian Economic Union of import licensing of wheels from aluminum when placing under customs procedure of release for internal consumption.

5. Realization of the powers provided by this resolution is performed by federal executive bodies within the number of their workers and budgetary appropriations provided by it in the federal budget on management and management in the field of the established functions established by the Government of the limiting Russian Federation.
