According to the subitem 36) article 5 of the Law of the Republic of Kazakhstan "About power industry" of July 9, 2004 PRIKAZYVAYU:
1. Approve the enclosed Rules of the organization of maintenance and repair of the equipment, buildings and constructions of power plants, thermal and power networks.
2. To provide to department of power industry of the Department of Energy of the Republic of Kazakhstan in the procedure established by the legislation of the Republic of Kazakhstan:
1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;
2) the direction on official publication of this order within ten calendar days after its state registration in the Ministry of Justice of the Republic of Kazakhstan in periodic printing editions and in information system of law of Ad_let;
3) placement of this order on official Internet resource of the Department of Energy of the Republic of Kazakhstan and on the intranet portal of state bodies;
4) within ten working days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan submission to Department of legal service of the Department of Energy of the Republic of Kazakhstan of data on execution of the actions provided by subitems 2) and 3) of this Item.
3. To impose control of execution of this order on the supervising vice-Minister of Energy of the Republic of Kazakhstan.
4. This order becomes effective after ten calendar days after day of its official publication.

1. These rules of the organization of maintenance and repair of the equipment, buildings and constructions of power plants, thermal and power networks (further - Rules) are developed according to the subitem 36) of article 5 of the Law of the Republic of Kazakhstan of July 9, 2004 "About power industry" and determine procedure for the organization of maintenance and repair of the equipment, buildings and constructions of power plants, thermal and power networks of the power making and power transferring organizations.
2. In these rules the following basic concepts are applied:
1) running repair – the repair which is carried out for elimination of the found defects interfering normal operation of the equipment (installation) and which elimination is impossible on the working equipment;
2) bypass – bypass the heat conductor which is applied to transportation of the heat carrier parallel to the locking and regulating armature;
3) the equipment – set of mechanisms, machines, devices, the devices combined by certain technology scheme;
4) serviceable condition – condition of the equipment, buildings and (or) constructions in case of which they conform to all requirements of normative and technical and (or) design (project) documentation;
5) repair – complex of actions for recovery of operating state and (or) serviceable condition of the equipment, buildings and constructions and to recovery of resources of their components;
6) operating state – the condition of the equipment, buildings and (or) constructions in case of which values of all parameters characterizing capability to perform the set functions, conform to requirements of normative and technical and (or) design (project) documentation;
7) expanded running repair – the repair having difference from running repair in a little large volume of works in which repair and replacement of details and nodes which will not be able to work normally before the next capital repairs is made;
8) capital repairs – the planned repair performed for the purpose of recovery of operability and resource of the energy equipment or network by replacement or recovery of any parts of the equipment including basic, checks and adjustments of the repaired parts and the equipment in general, replacements or recoveries of worn-out designs and sites of network or their replacement on stronger and economic;
9) maintenance – complex of actions or action for maintenance of operating state and (or) serviceable condition of the equipment, buildings and constructions in case of proper use, storage and (or) transportation without their conclusion in repair;
10) stop – planned or unplanned conclusion from work of the generating installations.
3. These rules do not extend to the organization of emergency repair of the equipment, buildings and constructions of the power making and power transferring organizations.
4. The power making and power transferring organizations on permanent basis provide serviceable condition of the equipment, the buildings and constructions used, respectively, for production and (or) transfer of electrical and (or) heat energy by the organization and carrying out complex of works which includes:
1) maintenance of the equipment, buildings and constructions of power plants, thermal and power networks;
2) repair of the equipment, buildings and constructions of power plants, thermal and power networks.
5. Frequency and amount of maintenance, and also structure of works on maintenance of the equipment, buildings and constructions of power plants, thermal and power networks are established by the power making and power transferring organizations independently taking into account instructions of the producer for operation and the actual service conditions.
6. The standard structure of works on maintenance of the equipment, buildings and constructions of power plants, thermal and power networks is stated in annex 1 to these rules.
7. Accounting of works on maintenance is performed by maintaining magazines of maintenance by equipment types, buildings and constructions of power plants, thermal and power networks. Such magazines contain data on the performed works on maintenance and their results with appendix of supporting documents. Form of magazines are established by the power making and power transferring organizations.
8. Accounting of the revealed defects is performed in the separate magazine with indication of information on date of detection of defect, date and method of its recommended and actual elimination.
9. The power making and power transferring organizations perform planning of repair of the equipment, buildings and constructions of power plants, thermal and power networks which includes development:
1) the perspective plan of repair of the equipment, buildings and constructions of the organization for five years;
2) annual schedules of repair of the equipment, buildings and constructions.
10. The perspective plan of repair of the equipment, buildings and constructions of power plants, thermal and power networks is developed in forms according to appendices 2 and 3 to these rules and in case of need is annually adjusted taking into account the actual circumstances.
11. The annual schedule of repair of the equipment, buildings and constructions of power plants, thermal and power networks is developed on the basis of the perspective plan taking into account technical condition of objects and establishes calendar time of conclusion in repair of each separate object, duration of repair and the planned amount of works with distribution on contractors.
12. The perspective plan and the annual schedule of repair of the equipment, buildings and constructions of the power making organizations are developed taking into account working capacity of the relevant power plant.
13. In case of schedule development of repair of the equipment of buildings and constructions of the power making organizations it is necessary to consider the following:
Total 1) equipment downtime duration in all types of repair is established taking into account the approved worker of capacity of the relevant power plant;
2) capital repairs of head installations are planned in the terms determined taking into account their technical condition and requirements of manufacturing plant;
3) the hydroaggregates put into operation in case of pressures which size is lower settlement (minimum) ranging from fifteen to twenty percent is recommended to be removed in capital repairs in two years after installation;
4) repair of the body of coppers the double blocks is planned with simultaneous stop and launch of both body or shift of stop and start-up of one of the body determined by technology of repair and service conditions;
5) terms of repair of package boilers at power plants with cross communications is going to be combined with terms of repairs of turbine units;
6) capital repairs of the reserve service equipment are planned during the periods between capital repairs of the capital equipment;
7) capital repairs of the all-station equipment which shutdown does not limit working power of the power plants, are planned for the periods between repairs of the capital equipment;
8) capital repairs, the expanded running repair of the all-station equipment connected with decrease in working power of the power plant are planned along with repair of the capital equipment.
14. In need of the conclusion of chimneys, gas flues and coolers in repair for long term connected with capacity limitation of power plant, the power making organizations provide switching of the capital equipment to other constructions or installation for repair of the shoddy constructions which are reducing or completely eliminating capacity limitation.
15. Conclusion in repair of the equipment of the power making organization is made according to the program approved by the power making organization which provides:
1) carrying out operating tests. Testing are carried out not earlier than before month and not later than five calendar days to equipment conclusion to repair. Results of testing are entered in sheets of key parameters of technical condition of installation in forms according to appendices 4-11 to these rules;
2) cleaning of installation outside of (platforms of servicing, the outside surface of the equipment, pipelines, gazo-and air ducts, dust flues within installation) from dust, ashes and garbage, removal from workplaces of the foreign equipment, materials which is made after equipment stop;
3) drawdown of fuel in copper bunkers in case of its stop, blowing of surfaces of heating, stryakhivaniye of electrodes of electric precipitators and washing of grit arresters. Ashes and slag from bunkers and letok are removed on ash dump;
4) forced cooling of turbines in case of stop and if necessary washing of flowing part under loading.
16. By results of repair of the equipment of the power making organization sheets of parameters of technical condition of the equipment in forms according to appendices 4-11 to these rules are filled in.
17. In case of schedule development of repair of the equipment, buildings and constructions of thermal networks start and end date of heating season is considered.
18. Simultaneous repair of pipelines of network and thermal Items, and also audit and repair of head latches and flow-mesuring devices on conclusions of sources of warmth is provided in graphics of repair.
19. The schedule of repair of thermal networks is constituted taking into account carrying out repair work on warmth sources.
20. On turn of thermal networks in the territories with fertile layer of earth cut of this layer and its use for gardening and the subsequent recovery of fertility of the soil on this object are provided in projects of works.
21. In case of impossibility to provide consumers with normal heat supply for all the time of planned repair the bypass construction is provided in the project documentation. In case of accomplishment of planned repair during the heating period the bypass by smaller diameter, than the main heat conductor is not constructed.
22. The construction of bypass and switching to it of all consumers come to the end to conclusion of the site of thermal network in planned repair. After the end of planned repair of thermal network the bypass is dismantled with reduction of the territory of its passing to original form.
23. For planning and the organization of works on repair and maintenance power supply network objects are grouped by tension from 0,38 to 20 kilovolts, proceeding from service conditions, the characteristic of consumers, design features of objects, useful lives, the applied organization of works, condition of entrances to work location. The specified groups are considered as single objects of repair and maintenance.
As such objects are accepted:
1) air-line of electricity transmission from 6 to 20 kilovolts or its sites;
2) group of lines tension of 0,38 of kilovolts of one settlement;
3) several transformer substations 6-20/0,38 of kilovolt of one settlement;
4) distribution point of 6-20 kilovolts.
24. Capital repairs are made with the following frequency:
1) electricity transmission air-lines on steel concrete and metal support - at least once in ten years;
2) electricity transmission air-lines on support with wooden details - at least once in five years;
3) transformer substations, distribution points and the partitioning Items - at least once in ten years.
24-1. When servicing power networks by the power transferring organization carrying out testing and measurements in power networks which results are entered in sheets of key parameters of technical condition of power networks in forms according to appendices 12, of 13, 14 to these rules is provided.
By results of repair of power networks by the power transferring organization sheets of key parameters of technical condition of power networks in forms according to appendices 12, of 13, 14 to these rules are filled in.
25. For preparation and work on repair of the equipment, buildings and constructions of power networks the process charts developed by the power transferring organizations are used. The technology of performance of works, structure of crews and qualification of personnel, regulation of time, the requirement for safe engineering, the list of the protective equipment, materials, mechanisms, tools, devices, stock used for performance of works are provided in process charts.
26. Application of the standard process charts developed by associations of the power transferring organizations is allowed.
27. Performance of works on repair of the air-lines of electricity transmission connected with approach to current carrying parts is made with shutdown and grounding of the serviced electricity transmission air-line.
28. Methods of works energized are applied to preserving operability of air-lines of electricity transmission in case of production of repair.
29. Planned repair of the air-lines of electricity transmission passing across lands of agricultural purpose is carried out in coordination with land users.
30. The crews performing works on objects of power supply networks are equipped with means of communication with control offices and repair and production bases.

Standard structure of works on maintenance of the equipment, buildings and constructions of power plants, thermal and power networks
1. Maintenance of the operative equipment of power plants provides accomplishment of complex of the actions for survey, control, lubricant, adjustment which are not requiring its conclusion in running repair including:
1) bypass on graphics and survey of the working equipment for control of condition and timely detection of defects;
2) lubricant of the rubbing details, replacement of viewing glasses, loading of fraction and spheres, survey and replacement of defective beat molotkovy mills, cleaning of oil, black oil, air and water filters and settlers, cleaning of lattices of water treatment constructions, pipe boards of condensers and oil coolers, survey and check of controling mechanisms, bearings, armature drives, tightening of epiploons, adjustment obduvochny, bead-blasting, gazo-and pneumopulse, ultrasonic and electropulse devices and another;
3) blowing of surfaces of heating, elimination of zashlakovaniye, prisos, dustings, soaring, leakages of water, oil, gas and fuel oil, servicing of water-measuring columns, control and adjustment of measuring instruments and automatic control and another;
4) observation of support, fixtures, indexes of provision of pipelines and other works on maintenance of serviceable condition of the equipment which is in operation;
5) survey and check of the equipment in case of stay it in reserve for the purpose of identification and elimination of variations from the normal state.
2. Maintenance of the operative equipment of thermal networks provides accomplishment of complex of the actions for survey, control, lubricant and adjustment which are not requiring its conclusion in repair including:
1) maintenance in good repair all equipment, building and other constructions of thermal networks with carrying out their timely survey;
2) equipment maintenance of thermal networks, observation of work of heat conductors, the control instrumentation, devices of automatic equipment, the electrotechnical equipment, devices of protection against electrochemical corrosion and other elements of the equipment, timely elimination of all noticed defects;
3) elimination of excessive losses of heat by removal of the water accumulating in channels and cameras, liquidations of penetration of ground and riding waters into cameras and channels, timely identification and recovery of the destroyed thermal isolation;
4) removal of air from heat conductors through vozdushnik, liquidation of prisos of air in networks, maintenance of necessary excessive pressure in all points of network and systems of consumers;
5) maintenance of purity in cameras and channels through passage, non-admission of possibility of penetration of strangers in them;
6) taking measures to the prevention, localization and liquidation of malfunctions and accidents in networks;
7) carrying out according to the schedule of testing of networks for hydraulic density, settlement temperature, thermal and hydraulic losses, on availability of potentials of the wandering currents and so forth;
8) control of technical condition of the heatmechanical equipment of thermal Items and its adjustment;
9) monitoring procedure of condition of construction and insulating designs, thermal isolation and pipelines in underground laying of thermal networks using modern methods of diagnosing.
3. In case of maintenance of air-lines of electricity transmission of 35 kilovolts and above surveys, preventive checks, measurements, separate work types on elimination of small damages and defects are carried out, including:
1) periodic survey of air-lines of electricity transmission (further - VL) in the afternoon without rise on support (it is recommended to carry out at least once a year);
2) periodic riding survey of VL in the afternoon with selective check of condition of wires, cables in clips and remote struts (it is recommended to spend at least at least once in ten years, and for VL with service life more than twenty years - at least once in five years);
