About approval of the Technical regulation concerning requirements to ecodesign of vacuum cleaners

According to article 5 of the Law of Ukraine "About technical regulations and assessment of conformity" the Cabinet of Ministers of Ukraine decides:

1. Approve the Technical regulation concerning requirements to ecodesign of vacuum cleaners which is applied.

2. To provide to the state agency on energy efficiency and energy saving implementation of the Technical regulation approved by this resolution.

3. Bring in the list of types of products by which bodies of the state market supervision exercise the state market supervision approved by the resolution of the Cabinet of Ministers of Ukraine of December 28, 2016 No. 1069 (The Official Bulletin of Ukraine, 2017, No. 50, of Art. 1550; 2018, No. 8, the Art. 305, No. 23, the Art. 798), changes which are applied.

4. This resolution becomes effective in six months from the date of its publication.

The technical regulation concerning requirements to ecodesign of vacuum cleaners

General part

1. This Technical regulation establishes requirements to ecodesign of the vacuum cleaners working from the power supply network, including hybrid vacuum cleaners during their issuance.

This Technical regulation No. 666/2013 of the July 8, 2013 supplementing the Directive 2009/125/EU of the European Parliament and Council concerning requirements to ecodesign of vacuum cleaners is developed on the basis of Regulations of the Commission (EU).

2. Action of this Technical regulation does not extend on:

vacuum cleaners for damp cleaning, vacuum cleaners for damp and dry cleaning, vacuum cleaners which are powered only from rechargeable batteries, vacuum cleaners robots, industrial or stationary vacuum cleaners;

floor polishers;

the vacuum cleaners intended for work out of rooms.

3. In this Technical regulation terms are used in such value:

the vacuum cleaner - the device which deletes pollution from surface which needs to be cleared, by means of air flow which is diluted in such device;

the hybrid vacuum cleaner - the vacuum cleaner which can work both from the power supply network, and from rechargeable batteries;

the vacuum cleaner for damp cleaning - the vacuum cleaner which deletes dry and/or damp material (pollution) from surface using detergent on water basis or couple and deletes such means and pollution by means of flow of air which is diluted in the device, including vacuum cleaners of pulverization cleaning;

the vacuum cleaner for damp and dry cleaning - the vacuum cleaner intended for liquid elimination by amount over liter 2,5 in combination with functionality of the vacuum cleaner for dry cleaning;

the vacuum cleaner for dry cleaning - the vacuum cleaner which is intended for removal of dry dirt (dust, fibers, threads) and can be equipped with active nozzle (nozzle) on accumulator feeding;

active nozzle (nozzle) on accumulator feeding - the clearing head which has the device for stirring which eats from accumulators, for simplification of removal of dirt;

the vacuum cleaner robot - the vacuum cleaner which is powered from rechargeable batteries capable to work without participation of the person within certain perimeter, consists of mobile part and docking station and/or other accessories;

the vacuum cleaner for industrial use - the vacuum cleaner intended for production process, removal of dangerous substances, heavy dust in spheres of construction, the foundry, mining or food industry which can be part of the industrial machine or tool and/or commercial vacuum cleaner with width of head of more 0,5 of meter;

the vacuum cleaner for commercial use - the vacuum cleaner for professional cleaning, held for use nonspecialists, regular cleaners or contract cleaners in office, store, hospital and hotel rooms, according to the declaration of conformity according to the Technical regulation of safety of machines approved by the resolution of the Cabinet of Ministers of Ukraine of January 30, 2013 No. 62 (The Official Bulletin of Ukraine, 2013, No. 9, the Art. 344);

the built-in vacuum cleaner - the vacuum cleaner with the fixed (motionless) source of discharge and the hose connections placed in the building;

the floor polisher - the electric device intended for protection, smoothing and/or giving of gloss to certain type of floors which is used in combination with polishing means which shall be rubbed in floor by the device and has functions of the vacuum cleaner;

the vacuum cleaner intended for work out of rooms - the vacuum cleaner intended for cleaning out of rooms of such garbage as scraps of grass and leaves, in collector by means of air flow which is diluted in the vacuum cleaner and the grinder may contain and also to perform function of the blower;

the full-size vacuum cleaner which is powered from rechargeable batteries, - the vacuum cleaner which in case of full charge can clear 15 sq.m of floor using two double courses on each site of floor without recharge of rechargeable batteries;

the vacuum cleaner with the water filter - the vacuum cleaner which uses more 0,5 of liter of water as the main filtering material therefore the soaked-up air is passed through water which catches remote dry material;

the household vacuum cleaner - the vacuum cleaner intended for home or household use;

the vacuum cleaner of general purpose - the vacuum cleaner equipped with the fixed or removable nozzle (nozzle), intended for cleaning, both carpets, and firm floors, or equipped with one removable nozzle for cleaning of carpet and one removable nozzle for cleaning of firm floor;

the vacuum cleaner for firm floor - the vacuum cleaner intended especially for cleaning of firm floors, equipped with the fixed nozzle (nozzle) or one or several removable nozzles (nozzles) for cleaning of firm floors;
