About approval of the Regulations on state registration of printing mass media in Ukraine and Regulations on state registration of news agencies as subjects of information activities

2. To management of legalization of associations of citizens (Marchenko N. A.):
- bring this order to permission of Head department of justice of the Ministry of Justice of Ukraine in the Autonomous Republic of Crimea, regional, Kiev and Sevastopol city justice departments;
- provide in accordance with the established procedure registration of this order in Department of state registration of regulations of the Ministry of Justice of Ukraine.

1.1. This Provision is developed according to the Law of Ukraine "About printing mass media (press) in Ukraine" (further - the Law), the Regulations on the Ministry of Justice of Ukraine approved by the resolution of the Cabinet of Ministers of Ukraine of July 2, 2014 No. 228 and the resolution of the Cabinet of Ministers of Ukraine of November 17, 1997 No. 1287 "About state registration of printing mass media, news agencies and the amount of registration fees (further - the Resolution).
1.2. The provision determines procedure for state registration by the Ministry of Justice of Ukraine, territorial authorities of the Ministry of Justice of Ukraine of printing mass media (further - registering bodies). State registration consists in conducting legal examination of statements of founders of printing mass media on Constitution compliance, to Civil and Economic codes, the Law of Ukraine "About printing mass media (press) in Ukraine", to other acts of the legislation of Ukraine and this Provision, preparation and execution of relevant decisions.
1.3. All printing mass media which are published in the territory of Ukraine, irrespective of distribution sphere, circulation and method of their production are subject to state registration according to part two of article 11 of the Law (further - printed media, editions).
1.4. State registration (re-registration) of printed media depending on distribution sphere and consideration of the applications on other questions specified in Provision Item 2.6 is performed by such registration bodies:
1) nation-wide, regional (two and more areas) and/or foreign distribution sphere - The Ministry of Justice of Ukraine (further - Ministry of Justice);
2) local distribution sphere - territorial authorities of the Ministry of Justice of Ukraine (further - territorial authorities).
In case of armed conflict, temporary occupation, universal violence expressions, mass human rights violations and emergency situations of natural or technogenic nature preparation and execution of the decisions determined by this Provision can be carried out by the territorial authorities determined by order of the Ministry of Justice of Ukraine out of distribution sphere of printing mass media.
