About approval of the Technical regulation concerning requirements to ecodesign for simple receivers of digital television

According to article 5 of the Law of Ukraine "About technical regulations and assessment of conformity" the Cabinet of Ministers of Ukraine decides:

1. Approve the Technical regulation concerning requirements to ecodesign for simple receivers of digital television which is applied.

2. To provide to the state agency on energy efficiency and energy saving implementation of the Technical regulation approved by this resolution.

3. Bring in the list of types of products by which bodies of the state market supervision exercise the state market supervision approved by the resolution of the Cabinet of Ministers of Ukraine of December 28, 2016 No. 1069 (The Official Bulletin of Ukraine, 2017, No. 50, the Art. 1550), change which is applied.

4. This resolution becomes effective in six months from the date of its publication.

The technical regulation concerning requirements to ecodesign for simple receivers of digital television

General part

1. The technical regulation concerning requirements to ecodesign for simple receivers of digital television (further - the Technical regulation) establishes requirements to ecodesign for simple receivers of digital television.

The technical regulation No. 107/2009 of February 4, 2009 about accomplishment of the Directive 2005/32/EU of the European Parliament and Council concerning requirements to ecodesign is developed for simple receivers of digital television on the basis of Regulations of the Commission (EU).

2. In the Technical regulation terms are used in such value:

1) the active mode / the modes - condition in which the device is connected to the power supply from the power supply network and, at least, one of the main functions which ensures the planned functioning of the device is activated;

2) the second tuner - the part of the simple receiver of digital television suitable for autonomous record that gives the chance to look through other program;

3) the caused access - the service in broadcast of digital signal controlled by provider which requires subscription to such service;

4) the simple receiver of digital television - the self-contained unit which irrespective of interfaces is used:

during transformation of open digital signals of broadcast of standard (SD) or high definition (HD) to the analog signals of broadcasting suitable for analog television or radio;

without function of the caused access (SA);

without function of record on the basis of replaceable carriers in format of library of standard programs.

The simple receiver of digital television has such additional functions and/or components which are not obligatory for the simple receiver of digital television with the minimum technical characteristics:

function of transfer in time and record with use of the integrated hard drive;

function of transformation of acceptance of signal of broadcast of high definition (HD) to output signal of high (HD) or standard clearness (SD);

second tuner;

5) waiting mode - condition when the simple receiver of digital television is connected to the power supply network, its proper functioning depends on consumer capacity of the power supply network, and it performs during the uncertain period of time function of switching of the modes and/or function on provision of information or specifying of the status of operating condition of the simple receiver of digital television;

6) function of automatic switching off of power supply - function of switching of the active mode of simple receivers of digital television to waiting mode after certain period of the active mode which comes after the last interaction of the user and/or change of the channel;

7) function of display of information or condition - function of continuous action which provides display of information of condition of the device, including hours on its display;

8) function of switching of the modes - function which provides activation of other modes of the simple receiver of digital television, including the active mode, by the translation of the simple receiver of digital television by means of the remote control, internal sensors, the timer in condition in which use of its additional functions is possible.

Other terms are used in the value given in the Laws of Ukraine "About technical regulations and assessment of conformity", "About the state market supervision and control of non-food products", "About standardization", "About general safety of non-food products" and the Technical regulation concerning installation of system for determination of requirements to ecodesign of energy-requiring products approved by the resolution of the Cabinet of Ministers of Ukraine of October 3, 2018 No. 804 (The Official Bulletin of Ukraine, 2018, No. 80, the Art. 2678).

3. Requirements to ecodesign for the simple receiver of digital television are established in appendix 1 to the Technical regulation.

Assessment of conformity

4. Assessment of conformity of simple receivers of digital television to requirements of the Technical regulation is performed by the application of the procedure of internal control of design or the procedure of management system for assessment of conformity given respectively in appendices 3 and 4 to the Technical regulation about installation of system for determination of requirements to the ecodesign of energy-requiring products approved by the resolution of the Cabinet of Ministers of Ukraine of October 3, 2018 No. 804 (The Official Bulletin of Ukraine, 2018, No. 80, the Art. 2678).
