About republican state public association "Belarusian volunteer fire society"
For the purpose of creation of additional terms for participation of citizens in fire and preventive activities, I decide developments of fire voluntary movement:
1. Approve the Charter of republican state public association "Belarusian volunteer fire society" it (is applied).
2. Authorize the Ministry of Emergency Situations to be the representative of the Republic of Belarus in republican state public association "Belarusian volunteer fire society".
3. Ceased to be valid according to the Presidential decree of the Republic of Belarus of 14.11.2022 No. 405
4. Declare invalid:
The presidential decree of the Republic of Belarus of November 9, 2006 No. 658 "About creation of republican state public association "Belarusian volunteer fire society";
subitem 3.2 of Item 3 of the Presidential decree of the Republic of Belarus of July 25, 2013 No. 332 "About single questions of functioning of the State inspectorate for small size vessels and introduction of amendments and changes in some presidential decrees of the Republic of Belarus".
5. To Council of Ministers of the Republic of Belarus in two-month time:
bring decisions of the Government of the Republic of Belarus into accord with this Decree;
together with the State secretariat of the Security Council of the Republic of Belarus to take other measures for implementation of this Decree.
6. This Decree becomes effective in the following procedure:
Item 5 - after official publication of this Decree;
other provisions of this Decree - in two months after its official publication.

1. Republican state public association "Belarusian volunteer fire society" (further - RGOO "BDPO") - the voluntary state public association based on membership of the Republic of Belarus on behalf of the authorized state body operating from her name, legal entities, and also the citizens of the Republic of Belarus, foreign citizens and persons without citizenship who are constantly living in the territory of the Republic of Belarus (further - citizens).
RGOO "BDPO" is legal successor of public association "Belarusian volunteer fire society".
2. RGOO "BDPO" is the legal entity having separate balance, the current (settlement) bank account and other accounts in banks and the non-bank credit and financial organizations, including in foreign currency, seal, stamps, forms and other necessary details, and also flag, emblem, uniform, breast and identification marks and other symbolics according to the legislation.
3. RGOO "BDPO" in the activities is guided by the Constitution of the Republic of Belarus, other laws, acts of the President of the Republic of Belarus, including this Charter, other acts of the legislation, and also the international treaties of the Republic of Belarus and other international legal acts containing obligations of the Republic of Belarus.
4. The structure of RGOO "BDPO" is based on the territorial and production principle.

permanent governing bodies - the RGOO "BDPO" republican council and the supervisory board of RGOO "BDPO";
central audit committee of RGOO "BDPO";
executive office of the RGOO "BDPO" republican council;
the organizational structures of RGOO "BDPO" including:
regional (The Minsk city) organizations RGOO "BDPO";
interdistrict, district, RGOO "BDPO" city organizations;
RGOO "BDPO" primary organizations.
5. Organizational structures of RGOO "BDPO" are created for accomplishment of state significant tasks of RGOO "BDPO" in type:
the legal entity (further - organizational structure in the form of the legal entity);
the isolated structural division given the rights of the legal entity (further - the organizational structure given the rights of the legal entity);
the isolated structural division not given the rights of the legal entity (further - the organizational structure which is not given the rights of the legal entity).
The organizational structure in the form of the legal entity acts on the basis of the charter approved by the chairman of the RGOO "BDPO" republican council.
The organizational structure given the rights of the legal entity, and the organizational structure which is not given the rights of the legal entity act on the basis of the this Charter and regulations on these organizational structures approved by the chairman of the RGOO "BDPO" republican council.
Organizational structure in the form of the legal entity and the organizational structure given the rights of the legal entity have separate balance, the current (settlement) bank account and other accounts in banks and the non-bank credit and financial organizations, seal, stamps with the name.
Organizational structure in the form of the legal entity and the organizational structure given the rights of the legal entity do not answer for obligations RGOO "BDPO". RGOO "BDPO" answers in full for obligations such organizational structures if other is not established by the President of the Republic of Belarus or according to its order Council of Ministers of the Republic of Belarus.
The organizational structure of RGOO "BDPO" has the name containing the name RGOO "BDPO" and specifying on the fact that it is its organizational structure.
6. RGOO "BDPO" can act as the founder (participant) of legal entities.
7. RGOO "BDPO", its organizational structures in the form of the legal entity and the organizational structures given the rights of the legal entity have the right to be engaged in the business activity necessary for accomplishment of state significant tasks of RGOO "BDPO" and corresponding to these tasks. Received profit, the income and property between members of RGOO "BDPO" are not distributed, and go after tax payment, charges (duties) and other obligatory payments for accomplishment of state significant tasks, development and strengthening of material and technical resources of RGOO "BDPO", salary payment, improvement of social conditions of workers of RGOO "BDPO", their awarding, and also for encouragement of members of RGOO "BDPO" according to this Charter and the legislation.
8. Members of RGOO "BDPO" do not answer for obligations RGOO "BDPO", and RGOO "BDPO" does not answer for obligations the members if other is not established by legal acts.
9. Coordination of activities of RGOO "BDPO" is performed by the State secretariat of the Security Council of the Republic of Belarus.

13. The purpose of activities of RGOO "BDPO" is development of fire voluntary movement in the Republic of Belarus, and also accomplishment of the following state significant tasks:
13.1. combination of efforts of citizens for ensuring fire safety in the territory of the Republic of Belarus;
13.2. creation of voluntary fire forming, the organization and coordination of their activities, including during the implementing of fire and preventive actions, suppression of the fires;
13.3. participation in creation of non-staff fire forming;
13.4. assistance to bodies and divisions for emergency situations in the prevention and (or) suppression of the fires;
13.5. assistance in program implementation in the field of the prevention and suppression of the fires;
13.6. training of the population in measures of fire safety;
13.7. other tasks determined by the President of the Republic of Belarus.
14. RGOO "BDPO" for implementation of state significant tasks are used the following methods and forms of activities:
14.1. involvement of the public to participation in explanatory work among the population on the prevention of the fires;
14.2. interaction with local executive and administrative organs concerning the prevention and (or) suppression of the fires;
14.3. the analysis of readiness of the created RGOO "BDPO" of voluntary fire forming for implementation of fire and preventive actions, suppression of the fires;
14.4. rendering assistance to non-staff fire forming;
14.5. implementation of the consulting and methodical help to state bodies and other organizations in creation and organization of activities of voluntary and non-staff fire forming, rendering the consulting and methodical help to these forming;
14.6. holding review competitions and competitions among voluntary and non-staff fire forming;
14.7. implementation of publishing activities, the organization of release of magazines, poster products, methodologies and booklets concerning the prevention of the fires, fire voluntary movement;
14.8. holding actions for support and development of rescue and fire fighting sport, the organization of sporting and sports and mass events, international meetings, conferences, exhibitions, demonstration of achievements in the field of fire safety, including together with the Ministry of Emergency Situations;
14.9. cooperation with other organizations, voluntary fire forming of foreign states concerning development of rescue and fire fighting case and fire voluntary movement;
14:10. participation in development of regulatory legal acts in the field of ensuring fire safety, development together with other organizations of offers on ensuring fire safety, including for activities of voluntary fire forming, and their entering in accordance with the established procedure into the state body (the organization, to the official) authorized on acceptance (edition) of the corresponding regulatory legal act;
14:11. development and strengthening material and the RGOO "BDPO" production base, rendering assistance according to state significant tasks in development and strengthening of material and technical resources of bodies and divisions in emergency situations;
14:12. participation in the organization of improvement of children in improving organizations of the Republic of Belarus and abroad;
14:13. participation in development of new samples of the fire fighting rescue equipment, equipment and means of fire protection;
14:14. other methods and forms which are not contradicting this Charter and other acts of the legislation.
15. Members of RGOO "BDPO" are the Republic of Belarus on behalf of the authorized state body operating from her name, the legal entities and citizens recognizing this Charter.
The citizens who did not reach 16-year age can be members of RGOO "BDPO" from written consent of one of the legal representatives.
Interaction of authorized state body with RGOO "BDPO" is performed by the officials of this body determined by his head.
Members of RGOO "BDPO" from among legal entities perform the rights and perform the duties provided by this Charter and other acts of the legislation through the authorized representatives (officials).
Members of RGOO "BDPO" from among citizens shall consist in one of primary organizations of this consolidation.
16. Reception of citizens in members of RGOO "BDPO" is performed by the decision of general meeting of primary organization (in primary organizations numbering over 10 members - the decision of council of primary organization) or higher governing bodies according to the written application or the oral statement by its entering in the minutes. The decision is made by a majority vote members of RGOO "BDPO" which are present at general meeting of primary organization or members of council of primary organization numbering over 10 members, or members of the higher RGOO "BDPO" governing body.
Admission to membership of RGOO "BDPO" of legal entities is performed by the solution of the supervisory board of RGOO "BDPO" based on the written address of their heads.
Members of RGOO "BDPO" from among citizens are handed membership cards, from among legal entities - the membership certificate in RGOO "BDPO". Forms of the membership card and the membership certificate affirm the RGOO "BDPO" republican council.
17. Members of RGOO "BDPO":
17.1. fulfill requirements of this Charter;
17.2. make offers on improvement of activities and increase in the authority of RGOO "BDPO", propagandize its activities;
17.3. promote accomplishment of state significant tasks assigned to RGOO "BDPO".
18. Members of RGOO "BDPO" from among citizens and legal entities have the right:
18.1. participate in preparation and accomplishment of solutions of the organizational structures, to push, elect members of the RGOO "BDPO" elected bodies;
18.2. obtain information on activities of the RGOO "BDPO" elected bodies, make offers on improvement of their work in these bodies and participate in discussion and implementation of these offers;
18.3. to leave freely membership of RGOO "BDPO".
19. Members of RGOO "BDPO" from among citizens also have the right:
19.1. take part in work of the created RGOO "BDPO" of voluntary fire forming;
19.2. be elected to the relevant RGOO "BDPO" elected bodies in case of attainment of majority or acquisition according to the legislation of capacity to act in full before age of majority.
20. Members of RGOO "BDPO" from among citizens and legal entities shall:
20.1. fulfill the requirements containing in resolutions of congresses, conferences, meetings and other bodies of RGOO "BDPO";
20.2. not make the actions undermining authority or doing harm to RGOO "BDPO";
20.3. protect and increase traditions of RGOO "BDPO";
20.4. to timely pay the membership fees.
21. Members of RGOO "BDPO" perform other rights and perform other duties which are not contradicting this Charter and other acts of the legislation.
22. The members of RGOO "BDPO" from among citizens who are actively participating in its work can be encouraged by the announcement of gratitude, rewarding with the letter, the certificate of honor, the breastplate, valuable present and cash bonus.
23. For special merits members of RGOO "BDPO" from among citizens can be recommended for the state decorations according to the procedure, established by the legislation.
24. For violation of requirements of this Charter, causing RGOO "BDPO" of material harm, making of the offense discrediting rank of the member of RGOO "BDPO" and also in case of failure to pay the membership fees citizens and legal entities can be excluded from his members.
The decision on exception of citizens of members of RGOO "BDPO" is made by general meeting of primary organization (in primary organizations numbering more than 10 members - council of primary organization) or the higher RGOO "BDPO" governing body, legal entities - the supervisory board of RGOO "BDPO".
The question of exception of members of RGOO "BDPO" of the citizens holding positions of employees in the RGOO "BDPO" governing body is solved this body, and in exceptional cases - the RGOO "BDPO" republican council.
25. Persons excluded from members of RGOO "BDPO" and not concordant with it have the right in 15-day time to make the complaint in the supervisory board of RGOO "BDPO" which shall consider it within a month from the date of receipt. The solution of the supervisory board of RGOO "BDPO" according to this claim is final. Before decision making according to the claim person which submitted it is considered the member of RGOO "BDPO".
26. The admission fees pay RGOO "BDPO" the citizens which except for did not reach 16-year age entering in members and legal entities, except for the state bodies and other legal entities financed by means of republican and (or) local budgets.
The membership fees members of RGOO "BDPO", except for pay the citizens who did not reach 16-year age, state bodies and other legal entities financed by means of republican and (or) local budgets.
The Republic of Belarus introductory and the membership fees does not pay.
27. The sizes and payment procedure of the admission and membership fees, and also procedure for their expenditure are determined by the RGOO "BDPO" republican council.
28. In case of exit or exception of members of RGOO "BDPO" the brought admission and membership fees do not return.
29. The supreme body of RGOO "BDPO" is the congress.
30. The congress of RGOO "BDPO" is convened once in 5 years. Date of convocation, the agenda, rates of representation of participants of congress are established by the supervisory board of RGOO "BDPO" not later than month before its carrying out.
The extraordinary congress is convened upon the demand of the supervisory board of RGOO "BDPO" or according to the offer at least three regional (Minsk city) the organizations RGOO "BDPO" or the central audit committee of RGOO "BDPO".
The congress is considered competent if at it there is more than a half of the elected delegates. Decisions of congress are made by a majority vote the delegates who are present at it.
31. Congress of RGOO "BDPO":
31.1. determines the main activities of RGOO "BDPO";
31.2. accepts the Charter of RGOO "BDPO", including by his statement in the new edition;
31.3. determines the number of members of the RGOO "BDPO" republican council and central audit committee of RGOO "BDPO";
31.4. discusses and approves reports of the RGOO "BDPO" republican council and central audit committee of RGOO "BDPO";
31.5. makes the decision on the termination of activities of RGOO "BDPO";
31.6. considers other questions of activities of RGOO "BDPO".
32. During the period between congresses activities of RGOO "BDPO" the RGOO "BDPO" republican council and the supervisory board of RGOO "BDPO" direct.
33. The RGOO "BDPO" republican council is elected congress of RGOO "BDPO" for a period of 5 years.
34. The RGOO "BDPO" republican council holds meetings as required, but at least once a year.
These meetings are competent if at them there is more than a half of members of the RGOO "BDPO" republican council. Decisions are made by a majority vote the present members of the RGOO "BDPO" republican council.
35. RGOO "BDPO" republican council:
35.1. chooses according to the proposal of the chairman of the RGOO "BDPO" republican council approved with the chairman of the supervisory board of RGOO "BDPO" from the list of vice-chairmen of the RGOO "BDPO" republican council and the secretary;
35.2. represents in accordance with the established procedure through Council of Ministers of the Republic of Belarus on approval to the President of the Republic of Belarus the Charter of RGOO "BDPO" including which was reworded as follows it;
35.3. accepts changes and (or) amendments in the Charter of RGOO "BDPO" (except for his statements in the new edition) and in accordance with the established procedure submits them through Council of Ministers of the Republic of Belarus for approval to the President of the Republic of Belarus;
35.4. exercises control over the implementation of resolutions of congresses of RGOO "BDPO";
35.5. has the right to cancel the decision of subordinate council if it does not conform to the legislation, or can cause to requirements of this Charter damage to RGOO "BDPO";
35.6. makes the decision on liquidation of organizational structure of RGOO "BDPO" (except for organizational structure of RGOO "BDPO" in the form of the legal entity) if its activities contradict this Charter;
35.7. makes the decision on exception of structure of organizational structures of RGOO "BDPO" of any his member (except for legal entities) according to this Charter;
35.8. makes decisions concerning economic activity of RGOO "BDPO", its organizational structures and legal entities;
35.9. No. 193 is excluded according to the Presidential decree of the Republic of Belarus of 10.05.2024
35.10. performs other functions according to this Charter, other acts of the legislation and decisions of congress of RGOO "BDPO".
36. Executive body of RGOO "BDPO" is the chairman of the RGOO "BDPO" republican council who is elected (is re-elected) for a period of 5 years, is dismissed the employee by the RGOO "BDPO" republican council on the proposal of the State secretary of the Security Council of the Republic of Belarus approved with the President of the Republic of Belarus. The petition for election (re-election, dismissal of the employee) of the chairman of the RGOO "BDPO" republican council is submitted for consideration of the State secretary of the Security Council of the Republic of Belarus by the Minister of Emergency Situations. The terminal employment contract with the chairman of the RGOO "BDPO" republican council and the order on its appointment (dismissal of the employee) are signed by the chairman of the supervisory board of RGOO "BDPO".
The chairman of the RGOO "BDPO" republican council is accountable to congress, republican council and the supervisory board of RGOO "BDPO".
37. The chairman of the RGOO "BDPO" republican council within provided to it by the legislation and this Charter of the rights:
37.1. performs management of activities of RGOO "BDPO";
37.2. represents RGOO "BDPO" without power of attorney in state bodies and other organizations, issues powers of attorney to employees of executive office of the RGOO "BDPO" republican council;
37.3. appoints meetings of the RGOO "BDPO" republican council and announces their agenda not later than 5 days prior to work;
37.4. performs management of activities regional (Minsk city) the organizations RGOO "BDPO";
37.5. coordinates practical activities of organizational structures, approves charters and regulations on them;
37.6. considers and approves the reports, reports and other materials submitted for consideration of the RGOO "BDPO" republican council;
37.7. will organize preparation of materials for holding meetings of the RGOO "BDPO" republican council, and also accomplishment of resolutions of congress, decisions of republican council and the supervisory board of RGOO "BDPO";
37.8. bears responsibility for condition and results of economic activity of RGOO "BDPO", also control of business activity of its organizational structures performs management;
37.9. signs agreements, agreements, contracts, including with the foreign organizations on behalf of RGOO "BDPO", provides their accomplishment;
37.10. annually informs the supervisory board of RGOO "BDPO" on the performed work, results of business activity, and also on implementation of consideration of the addresses addressed to congress and the RGOO "BDPO" republican council;
37.11. approves the annual financial plan, profit and loss budgets, the annual accounting report RGOO "BDPO" in coordination with the chairman of the supervisory board of RGOO "BDPO", controls accomplishment of the approved plans and estimates;
37.12. in coordination with the supervisory board of RGOO "BDPO" makes in accordance with the established procedure decisions on creation, reorganization and liquidation of legal entities of RGOO "BDPO" and participation of this consolidation in creation of other legal entities except for containing at the expense of budgetary funds;
37.13. in coordination with the chairman of the supervisory board of RGOO "BDPO" makes the decision on creation, liquidation and (or) investment with the rights of the legal entity of organizational structures of RGOO "BDPO";
37.14. approves constituent documents (changes and amendments in them) the legal entities established by RGOO "BDPO" and legal entities whose member is RGOO "BDPO";
37.15. makes decisions on acquisition of real estate objects, other property of RGOO "BDPO" worth up to 5000 basic sizes inclusive, the order such property;
37.16. in coordination with the chairman of the supervisory board of RGOO "BDPO" determines the size and procedure for contributions to advantage of this consolidation of activities of its organizational structures and legal entities;
37.17. coordinates matching, arrangement and personnel training of administrative board of organizational structures of RGOO "BDPO";
37.18. approves samples (sketches) of seals, stamps and symbolics;
37.19. is according to this Charter manager cash and appliances of RGOO "BDPO", opens the current (settlement) bank account and other accounts in banks and the non-bank credit and financial organizations;
37.20. determines activities of members of the RGOO "BDPO" republican council, distributes between them obligations;
37.21. determines procedure for financial and moral incentive of members and workers of RGOO "BDPO";
37.22. in coordination with the chairman of the supervisory board of RGOO "BDPO" appoints to positions of employees and exempts from them heads of legal entities of RGOO "BDPO", signs employment contracts (contracts) with these heads, establishes it compensation and other payments;
37.23. approves the staff list of executive office of the RGOO "BDPO" republican council, approves staff lists of executive offices regional (Minsk city) the organizations RGOO "BDPO", legal entities of RGOO "BDPO";
37.24. issues orders and orders, approves provisions and instructions on questions of work and compensation of employees of executive office of the RGOO "BDPO" republican council, organizational structures and legal entities of RGOO "BDPO", establishes the salaries stimulating and compensating payments to employees of executive office of the RGOO "BDPO" republican council;
37.25. approves job responsibilities of employees of executive office of the RGOO "BDPO" republican council, performs their employment and dismissal;
37.26. approves job responsibilities of chairmen regional (The Minsk city) councils RGOO "BDPO";
37.27. approves appointment of leading employees and specialists of executive offices regional (The Minsk city) councils RGOO "BDPO";
37.28. in accordance with the established procedure makes decisions on encouragement of members of RGOO "BDPO", employees of executive office of the RGOO "BDPO" republican council, brings ideas of their rewarding with the state awards of the Republic of Belarus;
37.29. imposes authority punishments on employees of executive office of the RGOO "BDPO" republican council, chairmen regional (The Minsk city) councils RGOO "BDPO" and heads of the legal entities founded by RGOO "BDPO";
37.30. will organize holding republican reviews (tenders) and establishes procedure for encouragement of their winners;
37.31. approves thematic plans of release of literature, posters, periodic printing editions, movies, training programs and benefits;
37.32. will organize and performs actions within international cooperation of RGOO "BDPO";
37.33. has the right to delegate part of the powers to vice-chairmen of the RGOO "BDPO" republican council and (or) chairmen of organizational structures;
37.34. performs other functions according to this Charter and other acts of the legislation.
38. In the absence of the chairman of the RGOO "BDPO" republican council its duties are fulfilled by one of his deputies.
39. The chairman of the supervisory board of RGOO "BDPO" is the Minister of Emergency Situations. In the absence of the chairman of the supervisory board of RGOO "BDPO" its duties are fulfilled by the vice-chairman of the supervisory board of RGOO "BDPO".
Except the chairman the deputy minister on emergency situations, supervising corresponding activity, the chairman and one of vice-chairmen of the RGOO "BDPO" republican council, chiefs regional (The Minsk city) managements of the Ministry of Emergency Situations, financial and legal services of the Ministry of Emergency Situations, and also the representative of the State secretariat of the Security Council of the Republic of Belarus are part of the supervisory board of RGOO "BDPO".
The members of members of the supervisory board of RGOO "BDPO" affirm the chairman of this council.
According to the decision of the chairman of the supervisory board of RGOO "BDPO" at its meetings there can be other persons with the right of advisory vote.
The secretary of the supervisory board of RGOO "BDPO" can be elected not from among his members.
In case of impossibility of participation in meeting of the supervisory board of RGOO "BDPO" his member has the right to authorize in writing other member of the supervisory board on vote on its own behalf or the other person on participation in this meeting and vote on its own behalf.
Meetings of the supervisory board of RGOO "BDPO" are held as required, but at least once a year, according to the decision of the chairman of the supervisory board or at the initiative of most of his members and are considered competent with the assistance of at least a half of his members and (or) their representatives.
The solution of the supervisory board of RGOO "BDPO" is deemed accepted if more than a half of his members and (or) their representatives who are present at meeting voted for it. In case of equality of votes, the given pros and cons, accepted is considered the decision for which the chairman voted.
In case of calculation of results of vote of members of the supervisory board of RGOO "BDPO" voices of persons which are present at this meeting with the right of advisory vote are not considered.
40. The supervisory board of RGOO "BDPO":
40.1. chooses according to the proposal of the chairman of this council of the vice-chairman and secretary;
40.2. makes the decision on liquidation of organizational structure in the form of the legal entity if its activities contradict this Charter;
40.3. hears reports of the chairman of the RGOO "BDPO" republican council, other employees of executive office of the RGOO "BDPO" republican council, organizational structures and legal entities of RGOO "BDPO";
40.4. makes decisions on acquisition of real estate objects, other property of RGOO "BDPO" worth more than 5000 basic sizes, the order such property;
40.5. requests from bodies, organizational structures, legal entities of RGOO "BDPO" necessary information on their activities;
40.6. has the right to convene emergency meeting of the RGOO "BDPO" republican council;
40.7. performs other functions according to this Charter, other acts of the legislation and decisions of congress of RGOO "BDPO".
41. The supreme body regional (Minsk city), interdistrict, district and the RGOO "BDPO" city organizations is the conference.
The supreme body of the RGOO "BDPO" primary organization is general meeting.
Governing body regional (Minsk city), the interdistrict, district, city organizations and the RGOO "BDPO" primary organizations numbering more than 10 members is council.
Executive body regional (Minsk city), interdistrict, district, city and the RGOO "BDPO" primary organizations is the chairman.

71. Accounting and other types of accounting of the property which is in property and free use of RGOO "BDPO" are conducted in executive office of the RGOO "BDPO" republican council.
72. Activities of RGOO "BDPO" can be stopped by reorganization or liquidation according to this Charter and other acts of the legislation.
73. Reorganization of RGOO "BDPO" is performed according to the decision of congress of RGOO "BDPO" if at least two thirds of the present delegates, and with the consent of the President of the Republic of Belarus voted for it.
74. RGOO "BDPO" can be liquidated on:

The property transferred to RGOO "BDPO" to use based on civil agreements in case of liquidation of RGOO "BDPO" returns to the owner of property or person who gave this property and is authorized on such transfer by the legislation or the owner.
