1. Approve the enclosed Rules of the organization and financing of training with technical and professional education, short-term professional training, on the project "Mang_l_k Ate Zhastary-industriyag!" (Serp_n), retrainings of manpower and the laid-off workers, training of qualified personnel on demanded specialties in the labor market within the Zhas Mammon project by the principle "100/200", and also training in entrepreneurship bases in colleges and HIGHER EDUCATION INSTITUTIONS according to appendix 1 to this order.

2. Recognize invalid some orders of the Minister of Education and Science of the Republic of Kazakhstan according to appendix 2 to this order.

3. To provide to department of technical and professional education of the Ministry of Education and Science of the Republic of Kazakhstan in the procedure established by the legislation of the Republic of Kazakhstan:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) within ten calendar days from the date of state registration of this order the direction it the copy in the Kazakh and Russian languages in the Republican state company on the right of economic maintaining "The republican center of legal information" for official publication and inclusion in Reference control bank of regulatory legal acts of the Republic of Kazakhstan;

3) within ten calendar days after state registration of this order the direction it the copy on official publication in periodic printing editions;

4) placement of this order on Internet resource of the Ministry of Education and Science of the Republic of Kazakhstan after its official publication;

5) within ten working days after state registration of this order submission to Department of legal service of the Ministry of Education and Science of the Republic of Kazakhstan of data on execution of the actions provided by subitems 1), 2), 3) and 4) of this Item

Chapter 1. General provisions

1. These rules of the organization and financing of training with technical and professional education, short-term professional training, on the project "Mang_l_k Ate Zhastary-industriyag!" (Serp_n), retrainings of manpower and the laid-off workers (further - Rules) are developed in compliance by the State program of development of productive employment and mass entrepreneurship for 2017-2021 of Enbek approved by the order of the Government of the Republic of Kazakhstan of November 13, 2018 No. 746 (further - the Program) and determine procedure for the organization and financing of training with technical and professional education, short-term professional training, on the project "Mang_l_k ate zhastary-industriyag! " (Serp_n), retrainings of manpower and the laid-off workers, training of qualified personnel on demanded specialties in the labor market within the Zhas Mammon project by the principle "100/200", and also training in entrepreneurship bases in colleges and HIGHER EDUCATION INSTITUTIONS.

2. In these rules the following basic concepts are used:

1) the business trainer - the physical person having the professional competences and skills necessary for development and also supports of business projects of participants of training in entrepreneurship bases;

2) mobile training center - the portable training center realizing educational programs of additional education with ensuring practice and possibility of transportation of structural elements and the equipment to the place of training;

3) mobile group - the group created by the decision of the district (city) commission in each settlement for search and forming of the applicants list on training with TIPO. Representatives of akimats of the area in the city, the cities of district value, the settlement, the village, the rural district, the organizations of education, local executive bodies concerning education and employment of district (city) level, local police service, the youth organizations and volunteers are parts of mobile groups;

4) the industrial practice equipment - the training appliances used in educational process for forming at the studying professional competences and also different set of machines and mechanisms the, and their component parts used in the educational purposes;

5) the foreign partner (organization) - the legal entity and/or physical person involved within the Zhas Mammon project for the purpose of rendering assistance of education to the organizations in preparation of training programs on compliance to international standards in training, supports and estimation of engineering and pedagogical workers on the declared profession (specialties), in provision of recommendations about the necessary equipment by demanded and new professions (specialties).

Chapter 2. Procedure for the organization and financing of training with TIPO

Paragraph 1. Procedure for the organization of training with TIPO

Participants of the Program of training with TIPO are the graduates of 9-11 classes of the current and previous years, persons who do not have professional education and arrived in the educational institutions, faces which are looking for work, the unemployed, members of needy families and also other categories of citizens specified in item 4 of article 8 of the Law of the Republic of Kazakhstan "About education" irrespective of registration in jobcenters of the population.

4. Local executive bodies of areas, cities of republican value concerning employment create regional commission for program implementation. The structure of regional commission constitutes at least seven people from among representatives of local representative bodies, representatives of employers, labor unions and regional chamber of entrepreneurs of areas, the cities of republican value and the capital of Atameken (further - RPP "Atameken") (at least 50% of members of the commission from among representatives of entrepreneurs and employers).

5. Local executive bodies in the field of education of district (city) level create the district (city) commission on employment program implementation questions. The structure of the district (city) commission constitutes at least seven people from among local executive and representative bodies, representatives of employers, labor unions (at least 30% of members of the commission from among representatives of entrepreneurs and employers).

6. Regional commission on representation of local executive body in the field of education creates and approves the list of educational institutions and specialty for implementation of training with TIPO, and also distributes places on the organizations of education and specialties.

7. The TIPO educational institutions are included in the list in the presence:

1) licenses for educational activities for specialties of technical and professional education;

2) experience of implementation of educational activities in the field of TIPO at least three years.

8. The list of specialties and qualifications is determined taking into account the analysis and the forecast of requirements of the labor market of the region which is carried out by local authorities concerning employment of the population together with jobcenters of the population, "Center of Development of Manpower" joint-stock company (further - JSC TsRTR) and RPP "Atameken".

9. The list of specialties with TIPO is determined by training on the basis of the order of the Minister of Education and Science of the Republic of Kazakhstan of September 27, 2018 No. 500 "About approval of the Qualifier of specialties and qualifications of technical and professional, postsecondary education" (it is registered in the Register of state registration of regulatory legal acts at No. 17564).

10. The decision of the district (city) commission in each city of republican, regional, district value, the capital, settlement, rural districts of the area/city creates mobile groups.

11. Representatives of akimats of the area in the city, the cities of district value, the settlement, the village, the rural district, the organizations of education, local executive bodies concerning education and employment of district (city) level, local police service, the youth organizations and volunteers are parts of mobile groups;

Mobile groups in compliance the Program perform search of applicants by podvorovy bypass and create the list from among persons who submitted the application for training with TIPO till August 10. Within 3 (three) working days mobile groups send information on applicants for training with TIPO in form according to appendix 1 to these rules to jobcenter of the population by means of the state Internet resource "Employment exchange".

13. The jobcenter of the population checks accuracy of the data by means of the automated information system "Labor market" and in time no more than 5 (five) working days report about results of check in local executive bodies in the field of education of areas, cities of republican value for removal at consideration and approvals by the district (city) commission.

14. The district (city) commission based on results of check of these applicants by jobcenters of the population within 5 (five) working days approves the participant list of the Program.

15. Local executive bodies in the field of education of areas, cities of republican value based on the decision of the district (city) commission sign contracts with educational institutions on training with TIPO no later than 5 (five) working days from the moment of receipt of the decision of the district (city) commission.

16. Local executive bodies in the field of education of district (city) level together with akimats of the area in the city, the cities of district value, the settlement, the village, the rural district based on the decision of the district (city) commission within 3 (three) working days inform participants of the Program and issue the direction on training of the participant of the Program (further - the direction) in form according to appendix 2 to these rules.

17. Applicants for participation in the Program on the basis of the directions issued by local executive bodies in the field of education of district (city) level / akimats of the area in the city, the cities of district value, the settlement, the village rural districts submit to the organization of education the application in form according to appendix 3 to these rules.

18. In case of filing of application applicants submit the following documents to the organization of education:

1) copy of the identity document;

2) the education document (the certificate, the certificate), according to form of the Minister of Education and Science of the Republic of Kazakhstan approved by the order of January 28, 2015 No. 39 "About approval of types and document forms about formation of the state sample and the Rule of their issue" (it is registered in the Register of state registration of regulatory legal acts at No. 10348) (further - the Order No. 39);

3) the health declaration according to form 086-U of primary medical documentation of the organizations of health care approved by the order of the acting minister of health care of the Republic of Kazakhstan of November 23, 2010 No. 907 "About approval of forms of primary medical documentation of the organizations of health care" (it is registered in the Register of state registration of regulatory legal acts at No. 6697) (further - the Order No. 907);

5) the direction issued by local executive bodies in the field of education of district (city) level in form according to appendix 2 to these rules.

19. Completing of groups is carried out till August 31, within year fitting in compliance with Items 20 and 28 of these rules is allowed.

20. In case of refusal the applicant to study educational institution within 3 (three) working days informs local executive bodies in the field of education of areas, cities of republican value. Local executive bodies in the field of education of areas, cities of republican value inform local executive bodies in the field of education of district (city) level for implementation of search of other applicants. Replacement of the participant who refused training from the moment of receipt of the direction on training with other person is performed till September 30.

21. Transfer of participants of the Program on training in training with TIPO based on the decision of regional commission is performed by the head of educational institution.

22. The organization of education after transfer of participants of the Program returns in local executive body in the field of education of district (city) level / akimats of the area in the city, the cities of district value, the settlement, the village, the rural district the notification to the direction according to appendix 2 to these rules.

23. Participants of the Program study according to educational programs according to the order of the Minister of Education and Science of RK of October 31, 2018 to No. 604 "About approval of the state obligatory standards of formation of all education levels" (it is registered in the Register of state registration of regulatory legal acts at No. 17669) (further - GOSO).

24. Local executive bodies on monthly basis provide information in the field of education of regional level, the cities of republican value (F.I.O (in case of its availability), IIN, the address of the place of residence) on the enlisted applicants (in electronic form through the portal / manually) to jobcenters of the population for trainees till 3 dates following reporting.

25. The educational institution after transfer of trainees, provides in local executive body in the field of education of areas, cities of republican value the report on the enlisted participants of the Program for form according to appendix 4 to these rules till October 1.

26. Duration of training of participants of the Program is determined according to the List of professions and specialties by terms of training and the education levels for technical and professional, postsecondary education according to the qualifier approved by the order of the Minister of Education and Science of the Republic of Kazakhstan of January 22, 2016 No. 65 (it is registered in the Register of state registration of regulatory legal acts at No. 13149).
