For the purpose of regulation of procedure for rendering the state support to the parents, legal representatives and close relatives performing child care and/or person with limited opportunities of health needing permanent foreign care and supervision according to article 23 of the Convention on the Rights of the Child, articles 6 and 7 of the Code of the Kyrgyz Republic about children, Articles 6, 11 and 39 Laws of the Kyrgyz Republic "About the rights and guarantees of persons with limited opportunities of health" articles 10 and 17 of the constitutional Law of the Kyrgyz Republic "About the Government of the Kyrgyz Republic" the Government of the Kyrgyz Republic decides:

1. Approve Regulations on payment terms of services of the personal assistant to the child and/or person with limited opportunities of the health needing permanent foreign care and supervision according to appendix.

Determine that fee of the personal assistant performing child care and/or faces with limited opportunities of the health needing permanent foreign care and supervision is established in the amount of subsistence minimum on average per capita in the Kyrgyz Republic, determined by National Statistical Committee of the Kyrgyz Republic for the previous calendar year.

3. To the Ministry of Labour, social security and migration of the Kyrgyz Republic:

- make payments to the personal assistant to the child and/or person with limited opportunities of the health needing permanent foreign care and supervision taking into account covering of expenses on acquisition of the voluntary patent and the insurance policy on compulsory national insurance;

- take adequate measures on implementation of this resolution since January 1, 2019.

4. To the Ministry of Finance of the Kyrgyz Republic to find and provide in the republican budget, since January 1, 2019, additional resources for the Ministry of Labour, social security and migration of the Kyrgyz Republic on fee of the personal assistant performing child care with limited opportunities of health, needing permanent care and supervision, and also acquisition of the voluntary patent and insurance policy on compulsory national insurance, in coordination with special-purpose committee of Jogorku Kenesh of the Kyrgyz Republic.

5. To the Ministry of Labour and social development of the Kyrgyz Republic, the State Tax Administration under the Government of the Kyrgyz Republic and to Social fund of the Kyrgyz Republic in two weeks to develop the mechanism of interaction of the procedure of receipt of the voluntary patent and insurance policy for compulsory national insurance for the personal assistant performing child care with limited opportunities of health, needing permanent care and supervision.

6. Bring in the order of the Government of the Kyrgyz Republic "About approval of the State qualifier of the Kyrgyz Republic "Types of economic activity" of January 11, 2011 No. 9 the following change:
