About creation and functioning of branches of the educational organizations of the higher education of the Russian Federation in the Republic of Uzbekistan

being guided by regulations of the Agreement between the Government of the Russian Federation and the Government of the Republic of Uzbekistan on cooperation in the field of the higher education of July 27, 1995,

for the benefit of long-term cooperation and deepening of integration interaction in the field of the higher education,

for the purpose of improvement of quality of the training performed by the educational organizations of the higher education of the Russian Federation in the territory of the Republic of Uzbekistan agreed as follows:

Article 1

For the purposes of this agreement concept "branch" means the isolated structural division of the educational organization of the higher education of the Russian Federation (further - the educational organization) located in the territory of the Republic of Uzbekistan and providing implementation of educational activities taking into account the level, type and orientation of educational programs according to the legislation of the states of the Parties.

Action of this agreement extends including to the branches created and functioning in the territory of the Republic of Uzbekistan at the time of the conclusion of this agreement.

Article 2

The branch is created and liquidated according to the legislation of the Republic of Uzbekistan taking into account the legislation of the Russian Federation.

The branch acts on the basis of the Charter the educational organization and the regulations on branch approved by the educational organization.

Article 3

Educational activities in branch are performed in accordance with the legislation of the Russian Federation.

Training in branch in the main educational programs of the higher education is performed according to federal state educational standards of the Russian Federation and (or) according to the educational standards which are independently approved by the educational organizations in the cases established by the legislation of the Russian Federation.

Training in branch is conducted in Russian with studying of Uzbek and history of Uzbekistan.

Article 4

Licensing and the state accreditation of educational activities of the branch located in the Republic of Uzbekistan is performed in accordance with the legislation of the Russian Federation in declarative procedure.

Article 5

Certification, education documents and (or) about qualification in accordance with the legislation of the Russian Federation are issued to the students in branch who completed development of accredited educational programs of the higher education and successfully last final (state final).

Recognition and nostrification of the specified education documents and about qualification in the Republic of Uzbekistan are performed according to the legislation of the Republic of Uzbekistan.

Article 6

Financial and economic activities of the educational organization for the location of its branch are performed according to the legislation of the Republic of Uzbekistan.

The number of the students who are annually accepted in the educational organization for training in branch at the expense of means of the government budget of the Republic of Uzbekistan in the form of state grants is determined by the Uzbek Side.

Placement of branch is performed on the basis of contracts between the educational organization and the organization (the organizations, business entities) the Republic of Uzbekistan,

providing financial provision of creation and functioning of branch, condition of provision of real estate for placement of branch (the building and construction with rooms for educational and laboratory researches, dining rooms, first-aid posts, gyms, student residences), the equipment for their equipment and compensation of pedagogical and other employees of branch.

Article 7

The matters of argument between the Parties connected using or interpretation of provisions of this agreement, are permitted by consultations and negotiations.

Article 8

In the consent of the Parties changes which are integral part of this agreement can be made to this agreement, are drawn up by separate protocols and become effective according to the procedure, established by this agreement.

Article 9

This agreement becomes effective from the date of receipt through diplomatic channels of the last written notice of accomplishment of the interstate procedures by the Parties necessary for its entry into force.

Article 10

This agreement is effective within five years and is automatically prolonged for the subsequent five-year terms if any of the Parties not later than one year before the end of the next period does not send to other Party through diplomatic channels the written notice of the intention to stop its action.
