Some questions of reimbursation of medicines

Cabinet of Ministers of Ukraine decides:

1. Make changes which are applied to resolutions of the Cabinet of Ministers of Ukraine.

2. Determine that:

till March 31, 2019 cost recovery of the medicines allotted according to the recipes which are written out on paper prescription forms at the expense of the subvention from the government budget to local budgets on cost recovery of medicines for treatment of separate diseases provided by the Law of Ukraine "About the Government budget of Ukraine for 2019" is (inclusive) performed;

since April 1, 2019 the reimbursation of medicines is performed only according to the electronic recipes which are written out through electronic health care system according to the Procedure for reimbursation of medicines approved by the resolution of the Cabinet of Ministers of Ukraine of March 17, 2017 No. 152 "About ensuring availability of medicines" (The Official Bulletin of Ukraine, 2017, No. 26, the Art. 749), taking into account the changes approved by this resolution;

in case of representation by subjects of managing to the managers of budgetary funds determined by decisions on the relevant budgets according to the legislation, reports on the medicines allotted till March 31, 2019 (inclusive) according to the recipes which are written out on paper prescription forms in form according to appendix compensation of their cost it can be performed at the expense of subvention remaining balance from the government budget to local budgets on cost recovery of medicines for treatment of the separate diseases provided by the Law of Ukraine "About the Government budget of Ukraine for 2019";

local councils to the local budgets having in case of need the right in addition over subvention amounts from the government budget on cost recovery of medicines for treatment of separate diseases to make decisions concerning implementation of compensation from local budgets of cost of the medicines allotted by subjects of managing till March 31, 2019 (inclusive);

before approval by the Ministry of Health of the Register of the medicines which are subject to reimbursation, reimbursation are subject the medicines included in the Register of medicines which cost is subject to compensation approved by the Ministry of Health.

3. Recognize invalid resolutions of the Cabinet of Ministers of Ukraine according to the list which is attached.

4. This resolution becomes effective from the date of its publication, except Items 1 and 3 of this resolution which become effective since April 1, 2019.

Changes which are made to resolutions of the Cabinet of Ministers of Ukraine

1. The subitem 3 of Item 1 of the resolution of the Cabinet of Ministers of Ukraine of October 17, 2008 No. 955 "About measures concerning price stabilization on medicines and medical products" (The Official Bulletin of Ukraine, 2008, No. 84, Art. 2825; 2017, No. 13, Art. 361, 26, Art. 749; 2018, 26, 933) to state No. to the Art. in the following edition:

"3. The subvention goes for cost recovery of the medicines used during out-patient treatment of persons having cardiovascular diseases, diabetes of the II type, bronchial asthma, according to the list of the international unlicensed names of medicines approved by the resolution of the Cabinet of Ministers of Ukraine of March 17, 2017 No. 152 (The Official Bulletin of Ukraine, 2017, No. 26, the Art. 749), taking into account the changes approved by the resolution of the Cabinet of Ministers of Ukraine of February 27, 2019 No. 135, released till March 31, 2019 (inclusive) according to the recipes which are written out on paper prescription forms.".
