About approval of Methodology of forming of official statistical information of the Eurasian Economic Union

For the purpose of realization of Item 11 of the Protocol on procedure for forming and distribution of official statistical information of the Eurasian Economic Union (appendix No. 4 to the Agreement on the Eurasian Economic Union of May 29, 2014) the Board of the Eurasian economic commission solved:

1. Approve the enclosed Methodology of forming of official statistical information of the Eurasian Economic Union.

2. This Decision becomes effective after 30 calendar days from the date of its official publication.

Methodology of forming of official statistical information of the Eurasian Economic Union

I. General provisions

1. This Methodology is developed for ensuring effective functioning and development of the Eurasian Economic Union (further – the Union), and also for the purpose of forming of official statistical information of the Union according to Items 1 and 2 of article 24 of the Agreement on the Eurasian Economic Union of May 29, 2014 and according to Item 11 of the Protocol on procedure for forming and distribution of official statistical information of the Eurasian Economic Union (appendix No. 4 to the specified Agreement) and includes the description of sources of forming of official statistical information of the Union, statement of general acceptances and rules of forming of official statistical information of the Union and its grouping.

2. In this Methodology concepts which mean the following are used:

"the indicator weight" – the weight of numerical value of statistics on each state member of the Union used in case of receipt of official statistical information of the Union;

"the main statistics of the Union" – the statistics included in the list of statistics of the official statistical information provided to the Eurasian economic commission by authorized bodies of state members of the Union, approved by the Eurasian economic commission on which summary results can be generalized at the level of the Union and are evaluated within ensuring the international comparisons according to international standards;

"statistics" – the quantitative quality characteristic of the public phenomenon considered concerning group of units of population or set in general which is measured in numerical expression.

II. Sources of forming of official statistical information of the Union

Source of basic data for forming of official statistical information of the Union is the official statistical information provided by authorized bodies of state members of the Union (further respectively – authorized bodies, state members) in the Eurasian economic commission (further – the Commission) according to the list of statistics of the official statistical information provided to the Commission by authorized bodies (further – the list), and also other official statistical information of state members which is not included in the list which is provided by authorized bodies at the request of the Commission.

4. The commission when forming official statistical information of the Union can use official statistical information of the international organizations and other information from the sources which are not prohibited by the legislation of state members.

5. In case of lack of separate indicator of official statistical observation in one of state members when forming official statistical information of the Union the evaluation methods used in the international practice can be applied.

III. General acceptances and rules of forming of official statistical information of the Union and its grouping

6. Terms and determinations of statistics, methods of collection and processing of official statistical information on the separate statistics included in the list, the Commission provides in the reference book created by it which is posted on the official site of the Union.

7. When forming official statistical information of the Union the Commission holds the events directed to improvement of quality of statistical data of the Union on the basis of the evaluation methods used in the international practice.

8. Calculation of the statistical data obtained by processing and generalization of official statistical information of state members on the main statistics is the basis for algorithm of forming of official statistical information of the Union.

9. Forming of official statistical information of the Union in cuts and groupings is performed according to requirements of international standards (classifications) or national standards (classifications) harmonized (identical) with international standards (classifications), and the reference books harmonized with the specified standards (classifications).

10. Calculation of official statistical data on the Union in general differs depending on form of the main statistics – absolute or relative.

11. Absolute statistics reflect physical properties, and also temporary or cost characteristics of social and economic processes and the phenomena. Depending on entity of the researched phenomena, their physical properties absolute statistics are expressed in natural (tons, kilograms, meters, square meters, cubic meters, kilometers, liters, pieces, etc.) or cost units of measure.

12. Official statistical information of the Union in the part concerning absolute statistics (except cost), is determined by the direct account (summing or difference) on each statistics on all state members.

13. The methodology of calculation of absolute statistics (except cost) on the Union in general is provided in the following formula:

14. Statistics in cost units of measure characterize money value of the social and economic phenomena and processes (amounts of gross domestic product, industrial and agricultural production, investments, constructions, the retail turnover, etc.) and are measured in national currency of state members.
