About measures for enhancement of state regulation of production and turnover of alcoholic and tobacco products, and also development of wine growing and winemaking

For the purpose of further development of wine growing and winemaking, enhancement of system of realization of the made alcoholic and tobacco products, effective monitoring of its production and turnover, reducing participation of the state in economy and increase in investment appeal of the country, and also in pursuance of the tasks determined in the State program by strategy implementation of actions in five priority directions of development of the Republic of Uzbekistan in 2017 - 2021 in "Year of active investments and social development":

realization of brewing products, sparkling and natural wine of national production can be performed by all trade enterprises, the organizations rendering hotel services, and also services of public catering without availability of the allowing certificate on sales right of alcoholic products;

laboratories by determination of quality of ethyl alcohol under Inspectorate for regulation of the alcoholic and tobacco market under Department on fight against economic crimes under the Prosecutor General's Office of the Republic of Uzbekistan are located at the manufacturing companies of food ethyl alcohol which provide necessary specifications for their proper work;

producers of alcoholic products have the right to enable its realization without advance payment.

4. Enter since January 1, 2020 for producers of vodka and (or) alcoholic beverage products the following additional licensed requirements to implementation of activities for production of alcoholic products:

uniform creation within three years of own plantations of technical grades of grapes with the subsequent production organization of wine materials and (or) wine. At the same time the areas of plantations of technical grades of grapes after three years after crops shall provide harvesting, necessary for production of wine materials and (or) wine, to proportional 75 percent for annual production of vodka and (or) alcoholic beverage products;

ensuring use of the available annual production capacities on vodka production, and also vodka and alcoholic beverage products from food ethyl alcohol for 60 percent at least from installed capacities. At the same time the production volume shall make at least 100 thousand decalitres a year in terms of absolute alcohol;

ensuring use of the available annual production capacities on production of alcoholic beverage products from food ethyl alcohol at the companies which are not making vodka for 50 percent at least from installed capacities.

At the same time on alcoholic products from grapes, fruit and berries the licensed requirement for the minimum production volume is not established.

5. Determine that licenses for activities on production of the alcoholic products which are earlier issued by the Commission of the Cabinet of Ministers of the Republic of Uzbekistan on licensing of activities for production of ethyl alcohol, alcoholic products and tobacco products manufacture are valid till January 1, 2020, irrespective of the term of their action, and are subject to renewal taking into account new licensed requirements.

6. To provide to agency on management of the state assets of the Republic of Uzbekistan:

transfer to the Agency and Inspection to operational management of the building and constructions of the liquidated JSC Uzsharobsanoat, at the address: Tashkent, st. of Abay, 6, with stock and office equipment, and also distribution cash and the fixed assets of society which remained after liquidation completion of the procedure in equal shares;
