About approval of the Regulations on system of professional training of government employees, heads of local public administrations, their first deputies and deputies, officials of local self-government and deputies of local councils

Cabinet of Ministers of Ukraine decides:

1. Approve Regulations on system of professional training of government employees, heads of local public administrations, their first deputies and deputies, officials of local self-government and deputies of local councils which is applied.

2. To the ministries, another central and to local executive bodies within the budget settings approved by it when estimating to provide, since 2020 funds for advanced training of government employees of the office of these bodies, chairmen of local public administrations, their first deputies and deputies in the amount of no more than 2 percent of the salary fund.

Recommend to other state bodies and the organizations on which operation of the Laws of Ukraine "Expatiates on public service" and "On service in local government bodies", within the budget settings approved by it when estimating to provide, since 2020 funds for advanced training of government employees of the office of these bodies in the amount of no more than 2 percent of the salary fund.

3. Recommend to local government bodies:

be guided by the Regulations on advanced training of deputies of local councils approved by this resolution;

in case of creation and approval of the corresponding local budgets to provide, since 2020 expenses on advanced training of officials of local self-government in the amount of at least than 2 percent of the salary fund.

4. Recognize invalid acts of the Cabinet of Ministers of Ukraine according to the list which is attached.

General part

1. This Provision determines organizational bases of functioning of system of professional training of government employees, heads of local public administrations, their first deputies and deputies, officials of local self-government and deputies of local councils (further - system of professional training).

2. In this Provision terms are used in such value:

1) the academic virtue - set of ethical principles and the rules determined by the law by which subjects of rendering educational services in the sphere of professional training shall be guided (providers), and also government employees, heads of local public administrations, their first deputies and deputies, officials of local self-government and deputies of local councils (further - participants of professional training) during passing of professional training for the purpose of providing trust to results of training;

2) the individual program of increase in level of professional competence (further - the individual program) - the document determining individual needs of the participant of professional training for professional training, form and types of passing of such training;

3) the customer of educational services in the sphere of professional training - central and local executive bodies, local government bodies and their associations, other state bodies and the organizations on which operation of the Laws of Ukraine "Expatiates on public service" and "On service in local government bodies";

4) the credit of the European credit transfer and accumulative system (EKTS) - unit of measure of amount of academic load of participants of the professional training necessary for achievement of a certain (expected) results of training. The amount of one credit of EKTS makes 30 hours;

5) professional competence - capability of the participant of professional training within the powers determined by position to apply special knowledge, skills, to reveal the corresponding moral and business qualities for proper accomplishment of the established tasks and obligations, training, professional and personal development;

6) professional training - acquisition and enhancement of professional knowledge, skills of participants of professional training which provides appropriate level of professional qualification for professional activity;

7) professional development - the continuous, conscious, purposeful process of personal and professional growth based on integration of knowledge, abilities and kompetentnost;

8) the subject of provision of educational services in the sphere of professional training (provider) - physical person or legal entity (educational institution, the company, organization, the organization of any pattern of ownership) which conducts the educational activities, the international and foreign institutions, the organizations realizing appropriate programs, projects of the international technical assistance.

3. The system of professional training is created for requirements satisfaction of state bodies and local government bodies on which operation of the Laws of Ukraine "Expatiates on public service", "On service in local government bodies", "On local public administrations", "On local self-government in Ukraine", in highly professional specialists and providing conditions for increase in level of professional competence of participants of professional training.

4. The system of professional training is based on the following principles:

obligation and continuity of professional training throughout passing of public service and service in local government bodies, works in state bodies, implementation of powers of the deputy of local council;

commitment, predictability and the advancing nature;

innovation and practical orientation;

individualizations and differentiations of approaches to training;

openness and academic virtue;

nearness of educational services to the place of residence and services of person;

securities of financing of professional training.

5. The institutional structure of system of professional training includes:

customers of educational services in the sphere of professional training;

subjects of provision of educational services in the sphere of professional training (providers);

self-regulating professional associations (professional associations, professional networks) of subjects of provision of educational services in the sphere of professional training (providers) (further - self-regulating professional associations).
