About the Concept of foreign policy of the Kyrgyz Republic

For the purpose of ensuring efficiency of foreign policy activities of the Kyrgyz Republic, according to article 4 of the Law of the Kyrgyz Republic "About interaction of state bodies in the sphere of foreign policy of the Kyrgyz Republic" I decide:

1. Approve the enclosed Concept of foreign policy of the Kyrgyz Republic.

2. Declare invalid the Presidential decree of the Kyrgyz Republic "About the Concept of foreign policy of the Kyrgyz Republic" of January 10, 2007 No. 2.

3. This Decree becomes effective from the date of signing.

Concept of foreign policy of the Kyrgyz Republic

1. Introduction

The concept of foreign policy of the Kyrgyz Republic (further - the Concept) is the fundamental political document in the sphere of foreign policy of the Kyrgyz Republic which contains frame of reference on content, the principles and the main directions of foreign policy activities of the state, determines its key priorities.

The legal basis of foreign policy is constituted by the Constitution of the Kyrgyz Republic, the conventional principles and rules of international law, the Law of the Kyrgyz Republic "About interaction of state bodies in the sphere of foreign policy of the Kyrgyz Republic", the National strategy of development for the Kyrgyz Republic for 2018-2040 and other regulatory legal acts of the Kyrgyz Republic, and also the international agreements which became effective in the procedure established by the law which participant is the Kyrgyz Republic.

Adoption of this Concept is caused by dynamics of the international and integration tendencies, globalization processes, change of situation in the sphere of safety and search of new opportunities for ensuring sustainable development of the country and effective counteraction to modern challenges and threats.

The Kyrgyz Republic is committed to sustainable development and creation of the constitutional state with socially oriented market economy and parliamentary democracy, to respect of the conventional principles and rules of international law and equal cooperation.

The arrangement of the Kyrgyz Republic in Central Asia which is the binding bridge between Europe and Asia and where historically there passed routes of the Great Silk way, creates favorable conditions for development of transport and information communications, logistics, trade, investment potential, tourism, cultural diversity, education, scientific progress and other directions.

At the same time the difficult mountainous terrain of Kyrgyzstan and lack of outlet to the sea cause need of expansion of all complex of cooperation with the international community, including in the field of diversification of trade and economic relations, the international transport connections and development of digital economy.

Growth of intensity in the world, expansion of scales of the international terrorism and extremism in their various manifestations, cross-border crime, drug trafficking and weapon, human trafficking, threat of origin and escalation of the conflicts near borders of the Kyrgyz Republic and external borders of the states of Central Asia require pro-active foreign policy and acceptance of preventive measures.

Events in the world demonstrate that any state is not able by exclusively own efforts effectively to resist to modern challenges and threats. Safety in the country and the region determines need of close coordination, cooperation and exchange of information with all interested states and the international organizations.

Challenges in the sphere of safety, including financial and economic, food, hydro-electric, information, ecological, and also problem of migration require acceptance by the Kyrgyz Republic of the adequate effective measures both at the national level, and by promotion of active cooperation with the international partners.

The Kyrgyz Republic builds the foreign policy, being guided by strategic objectives of development of the country, on the basis of the analysis and forecasting of international situation, changes and tendencies in the world for providing and protection of the national interests.

The foreign policy of the Kyrgyz Republic is directed to creation and maintenance of favorable conditions for sustainable development of the state, further growth of welfare of the people, strengthening of homeland and regional security, protection of the rights and interests of citizens and legal entities of the Kyrgyz Republic abroad, promotions of positive image of the country in the international community.

2. Principles of foreign policy

The pragmatic foreign policy is oriented to forming of favorable external conditions and opportunities for achievement of strategic objectives of development of the state.

The Kyrgyz Republic adheres to reasonable balance in interaction with external partners taking into account national interests and consistently exercises the inalienable right to development.

Building open multivector foreign policy, the Kyrgyz Republic develops cooperation with all state members of the United Nations and the international organizations on the basis of good will, mutual understanding and mutual respect of interests.

Pursuing consistent foreign policy, the Kyrgyz Republic supports fair accomplishment of undertaken obligations by all subjects of international law.

International cooperation is performed on the basis of the conventional principles and the rules of international law enshrined in Articles of organization of the United Nations and other international documents which participant is the Kyrgyz Republic, including sovereign equality of the states, nonuse of force and threats of force, non-interference to internal affairs, respect of territorial integrity and permission of international disputes of peaceful means.

The Kyrgyz Republic supports strengthening of international cooperation, proceeding from the principles of multipolarity, providing to all state members of the United Nations of the equal rights and opportunities in spheres of international policy, safety, economy, trade and in other directions.

3. National interests of the Kyrgyz Republic

The Kyrgyz Republic in foreign policy is guided by the national interests which represent set of the internal and external needs of the state pledged in strategic documents of the Kyrgyz Republic on ensuring national security and sustainable development.
