1. Approve the enclosed Rules of establishment to the organizations performing educational activities, target figures of acceptance by professions, specialties and the directions of preparation and (or) the integrated groups of professions, specialties and the directions of preparation for training in educational programs of secondary professional and higher education within budgetary appropriations of the federal budget.

2. Determine that target figures of acceptance by professions, specialties and the directions of preparation and (or) the integrated groups of professions, specialties and the directions of preparation for training in educational programs of secondary professional and higher education within budgetary appropriations of the federal budget for 2020/21 academic years are distributed in 2019 by the Ministry of science and the higher education of the Russian Federation and the Ministry of Public Education of the Russian Federation according to the established spheres of maintaining by results of the competition held according to the procedure which is earlier established by the Ministry of Education and Science of the Russian Federation and are established till May 15, 2019 respectively by the Ministry of science and the higher education of the Russian Federation and the Ministry of Public Education of the Russian Federation.

3. Recognize invalid acts of the Government of the Russian Federation and their separate provisions according to the list according to appendix.

Rules of establishment to the organizations performing educational activities, target figures of acceptance by professions, specialties and the directions of preparation and (or) the integrated groups of professions, specialties and the directions of preparation for training in educational programs of secondary professional and higher education within budgetary appropriations of the federal budget

1. These rules determine procedure for establishment to the organizations performing educational activities, target figures of acceptance by professions, specialties and the directions of preparation and (or) the integrated groups of professions, specialties and the directions of preparation for training in educational programs of secondary professional and higher education within budgetary appropriations of the federal budget (further respectively - the educational organizations, target figures of acceptance).

2. Target figures of acceptance are established to the educational organizations:

a) by professions and specialties and (or) the integrated groups of professions and specialties for training in educational programs of secondary professional education within budgetary appropriations of the federal budget - the Ministry of Public Education of the Russian Federation;

b) on specialties and the directions of preparation and (or) the integrated groups of specialties and the directions of preparation for training in educational programs of the higher education within budgetary appropriations of the federal budget - the Ministry of science and the higher education of the Russian Federation.

3. Target figures of acceptance are established to the educational organizations within approved respectively by the Ministry of Public Education of the Russian Federation and the Ministry of science and the higher education of the Russian Federation (further - authorized body) the total amount of target figures of acceptance.

4. The authorized body determines the total amount of target figures of acceptance for the purpose of ensuring reproduction and development of innovative potential of economy, and also creation of conditions for development of schools of sciences in professional education taking into account offers:

a) federal executive bodies, other main managers of the means of the federal budget having the educational organizations in maintaining (further - the interested bodies), - in case of determination of total amount of target figures of acceptance for training in educational programs of secondary professional education, educational programs of training of research and educational personnel in postgraduate study and to educational programs of assistantship training;

b) the federal executive bodies performing functions on development of state policy and normative legal regulation in the established fields of activity, other main managers of means of the federal budget, the all-Russian associations of the employers and other organizations performing activities in the respective sphere (further - the centers of responsibility) which list affirms the Ministry of science and the higher education of the Russian Federation, and the supreme executive bodies of the government of subjects of the Russian Federation - in case of determination of total amount of target figures of acceptance for training in educational programs of bachelor degree, programs of specialist programme, programs of magistracy and programs of internship.

5. Offers, stipulated in Item 4 these rules, are created taking into account need of subjects of the Russian Federation, industries of the economy and the largest employers for professional personnel for the medium and long-term outlook determined according to the technique approved by the Ministry of Labour and Social Protection of the Russian Federation in coordination with the Ministry of Economic Development of the Russian Federation, the Ministry of science and the higher education of the Russian Federation and the Ministry of Public Education of the Russian Federation and also taking into account strategic reference points of development of education and opportunities of the educational organizations.

6. The interested bodies represent the offers provided by the subitem "an" of item 4 of these rules to authorized body till November 15 of the year preceding year in which according to Item 9 of these rules competition on distribution of target figures of acceptance is held (further respectively - the tender previous year).

The specified offers are approved with the federal executive body performing functions on development of state policy and normative legal regulation in the established fields of activity if the interested body is under its authority.
