About additional measures for deep conversion of agricultural products and further development of the food industry

For the purpose of further increase in capacity of the republic in the sphere of conversion of agricultural products, development of production, conversion, standardization, consulting and marketing services concerning agrobusiness which are completely corresponding to the undertaken reforms and requirements of time, the organization of the system of intensive agricultural industry, further development of the food industry, increase in investment appeal of industry and implementation of modern technologies based on scientific research to the agrarian sphere:

1. Approve developed by the Ministry of Economy and Industry, the Ministry of Agriculture of the Republic of Uzbekistan, the Uzstandart Agency and HK "Uzbekozikovkatholding" for the purpose of deep conversion of agricultural products and further development of the food industry in the Republic of Uzbekistan in 2019 - 2021:

forecast indicators of conversion and export of main types of agricultural products according to appendix No. 1 *;

the plan of practical measures for the organization at the expense of foreign credit lines of large agrologistic complexes according to appendix No. 2 *;

the actions plan on implementation of investment projects of the organization of the modern agrologistic centers according to appendix No. 3 *;

the actions plan on implementation of investment projects on conversion of agricultural products according to appendix No. 4 *;

the actions plan on implementation of investment projects on conversion of import-substituting agricultural products according to appendix No. 5 *;

target parameters of creation of intensive gardens instead of inefficient in the areas specialized on fruit-and-vegetable growing according to appendix No. 6 *;

the actions plan on upgrade of test laboratories under the republican and regional test and certified centers according to appendix No. 7 *;

the list of the accepted international standards in industry of the food industry according to appendix No. 8 *;

"Road map" on deep conversion of agricultural products and increase in production volume of food products (further - "Road map") according to appendix No. 9*.

2. To the ministry of investments and foreign trade, the Ministry of Agriculture of the Republic of Uzbekistan, under the Ministry of Agriculture together with National Bank of foreign economic activity, JSB Uzpromstroybank and JSB Usak, other commercial banks to provide the direction of the raised funds at the expense of the following sources on:

a) implementation of the corresponding investment projects and actions specified in appendices No. No. 2 - 5 * to this resolution:

means of joint investment company of the Republic of Uzbekistan and United Arab Emirates;

borrowing facilities of the World Bank on upgrade and increase in competitiveness of agricultural industry in the amount of 200, 0 million US dollars, development of rural entrepreneurship in the amount of 200, 0 million US dollars;

borrowing facilities of Asian Development Bank for creation of large modern complexes of agrologistics in the amount of 347, 0 million US dollars, development of livestock production in the amount of 150, 0 million US dollars;

borrowing facilities of the Japanese agency of international cooperation on development of fruit-and-vegetable growing in the amount of 200, 0 million US dollars;

borrowing facilities of the French agency of development on development of livestock production in the amount of 170, 0 million US dollars;

borrowing facilities of International Fund for Agricultural Development on diversification and upgrade of agricultural industry in the amount of 46, 6 million US dollars;

b) borrowing facilities of the World Bank on upgrade of the test laboratories provided in appendix No. 7 to this resolution in the amount of 6, 2 million US dollars.

3. To the Cabinet of Ministers of the Republic of Uzbekistan to accept the resolution on project implementation the "Development of infrastructure of chain of value added in the sphere of fruit-and-vegetable growing" with participation of Asian Development Bank providing in a month:

total cost of the project 244, one million US dollars, including borrowed funds of Asian Development Bank in the amount of 197, 0 million US dollars, share of the Republic of Uzbekistan in equivalent 47, 75 million US dollars due to provision of privileges on tax and customs payments, payments of financial expenses and financing of other costs during the investment period;

determination of the Ministry of Agriculture of the Republic of Uzbekistan by the project orderer, under the Ministry of Agriculture - its executive body;

provision of the right of modification and amendments in the loan agreement signed with Asian Development Bank and the feasibility statement on the project, and also project implementation acceleration.

4. To issue to the Ministry of Justice of the Republic of Uzbekistan the legal conclusion under the loan agreement on financing between the Republic of Uzbekistan and Asian Development Bank in accordance with the established procedure.

5. Form the Working group on development of production and conversion of agricultural products (further - the Working group) according to appendix No. 10 *, having assigned to it tasks on the organization of implementation of the investment projects and actions provided by appendices No. No. 2 - 9 * to this resolution, assistance in the problem resolution, the individual meetings with initiators of projects arising in the project progress by carrying out, to monitoring of their timely and high-quality execution.

6. Determine that:

a) The Ministry of Agriculture of the Republic of Uzbekistan coordinates activities of the interested ministries and departments on:

to creation of effective infrastructure for placement and processing of cultures for the purpose of stimulation of creation of chain of high value added in the sector of agricultural products;

to forming on system basis of the modern agrologistic complexes and the centers rendering services in collection, transportation, storage, conversion, packaging and the product delivery on the internal and external markets;

to creation of the companies on placement, construction and management of agrologistic complexes and the centers;
