According to the Presidential decree of the Republic of Uzbekistan of June 29, 2018 No. UP-5468 "About the Concept of Enhancement of Tax Policy of the Republic of Uzbekistan" and for the purpose of implementation of the personalized accounting of accrued payroll necessary for calculation of pensions of citizens, and also simplifications of process of purpose of national pensions the Cabinet of Ministers decides:

1. Agree with the offer of the Ministry of Finance and State Tax Committee of the Republic of Uzbekistan on creation of the personalized accounting of accrued payroll necessary for calculation of pensions of citizens (further - the Register of accounting of accrued payroll) based on the electronic Centralized register of individual accounting of the assessed insurance premiums of citizens in the off-budget Pension fund under the Ministry of Finance of the Republic of Uzbekistan.

2. Determine that on January 1, 2019 the data on the amounts of accrued payrolls necessary for calculation of pensions of citizens, by each physical person are represented by employers in accordance with the established procedure to tax authorities as a part of tax statements on the income tax of physical persons electronically.

3. To the State Tax Committee of the Republic of Uzbekistan:

together with the Ministry of Finance of the Republic of Uzbekistan till February 10, 2019 to make the changes in the software on maintaining the Centralized electronic register of individual accounting of the assessed insurance premiums of citizens in the off-budget Pension fund under the Ministry of Finance of the Republic of Uzbekistan providing maintaining the Register of the accounting of accrued payroll necessary for calculation of pension of citizens and also to implement it in the single integrated information resource base of tax authorities;

develop and approve in accordance with the established procedure Regulations on procedure for forming and maintaining the centralized electronic register of the personalized accounting of accrued payroll necessary for calculation of pension of citizens;

together with the Ministry of development of information technologies and communications of the Republic of Uzbekistan since March 1, 2019 to implement the state interactive service in provision to citizens of data on accrued payroll.

4. To the Ministry of Finance, the Ministry of employment and employment relationships of the Republic of Uzbekistan, the State Tax Committee, the Central bank, Joint-stock commercially People's Bank, the Uzarkhiv Agency and the Ministry of development of information technologies and communications of the Republic of Uzbekistan to make offers on implementation of the mechanism of close interrelation of data on length of service of workers and working life from service records, electronic base of individual accumulation retirement accounts of citizens, the centralized register of the personalized accounting of accrued payroll and creation on their base of the single (integrated) system in a month.

5. Declare invalid since January 1, 2019 the resolution of the Cabinet of Ministers of April 14, 2015 No. 90 "About measures for implementation of individual accounting of data on the assessed insurance premiums of citizens in the off-budget Pension fund under the Ministry of Finance of the Republic of Uzbekistan" (SZ of the Republic of Uzbekistan, 2015, No. 4, the Art. 28).

6. To the Ministry of Finance of the Republic of Uzbekistan and the State Tax Committee of the Republic of Uzbekistan to bring the departmental regulatory legal acts adopted by them into accord with this resolution in a month.

7. To impose control of execution of this resolution on the deputy prime minister - the Minister of Finance of the Republic of Uzbekistan D. A. Kuchkarova.
