About approval of the Regulations on Management of legal providing the Cabinet of Ministers of the Republic of Uzbekistan

In pursuance of the Presidential decree of the Republic of Uzbekistan of January 28, 2019 No. UP-5644 "About First-priority Measures for Increase in Responsibility of the Cabinet of Ministers of the Republic of Uzbekistan for Efficiency of Realization of Strategic Tasks of Social and Economic Development of the Country" and resolutions of the President of the Republic of Uzbekistan of January 28, 2019 No. PP-4136 "About implementation of qualitatively new system of the organization of work of the Government of the Republic of Uzbekistan" the Cabinet of Ministers decides:

1. Approve Regulations on Management of legal providing the Cabinet of Ministers of the Republic of Uzbekistan according to appendix.

2. To the head of department of legal providing in week time to submit for approval and coordination distribution of functional obligations of the head of department, managers of departments and specialists of Management.

3. Declare invalid the resolution of the Cabinet of Ministers of August 3, 2018 No. 616 "About approval of the Regulations on Management of legal examination, international treaties and development of external relations of the Cabinet of Ministers of the Republic of Uzbekistan".

4. To impose control of execution of this resolution on the head of department of legal providing the Cabinet of Ministers of the Republic of Uzbekistan and the Managing director of the office of the Cabinet of Ministers of the Republic of Uzbekistan R. V. Abdukadyrov.

Regulations on Management of legal providing the Cabinet of Ministers of the Republic of Uzbekistan

Chapter 1. General provisions

1. Management of legal providing (further - Management) is the structural division of the office of the Cabinet of Ministers performing ensuring activities of the Cabinet of Ministers, its Presidium, the office of the Cabinet of Ministers in questions of legal examination and study of drafts of regulatory legal acts and international treaties, and also assessment of regulatory impact of the developed projects and the adopted regulatory legal acts.

2. Management in the activities is guided by the Constitution of the Republic of Uzbekistan, the Law of the Republic of Uzbekistan "About the Cabinet of Ministers of the Republic of Uzbekistan" and other laws of the Republic of Uzbekistan, resolutions of chambers of Oliy Majlis of the Republic of Uzbekistan, decrees, resolutions and orders of the President of the Republic of Uzbekistan, resolutions and orders of the Cabinet of Ministers, and also this Provision.

3. Exercises control the activities under the leadership of the Prime Minister of the Republic of Uzbekistan. Management is subordinated to the Managing director of the office of the Cabinet of Ministers. Coordination of activities of Management is performed by the deputy manager of the office of the Cabinet of Ministers concerning legal examination.

4. Exercises control the activities in interaction with the relevant divisions of Administration of the President of the Republic of Uzbekistan, committees of chambers of Oliy Majlis of the Republic of Uzbekistan, structural divisions of the office of the Cabinet of Ministers, the Ministry of Justice of the Republic of Uzbekistan, and also other bodies of the public and economic board, executive bodies on places and other organizations.

Chapter 2. Main activities, tasks and management functions

5. The main activities of Management are:

ensuring timely and effective practical realization of tasks of Strategy of actions in five priority directions of development of the Republic of Uzbekistan in 2017 - 2021, the Concept of administrative reform in the Republic of Uzbekistan, the Concept of enhancement of rule-making activities and the Program for development and entering into Legislative house of Oliy Majlis of the Republic of Uzbekistan of drafts of the laws;

enhancement of procedure for development, conducting legal examination and adoption of regulatory legal acts, and also monitoring of their execution providing implementation of conceptually new mechanisms providing quality, transparency, systemacity, coordination and public involvement;

systematization of the legislation, ensuring stability of legal regulation of the public relations;

enhancement of system of assessment of regulatory impact of the developed projects and the adopted regulatory legal acts on economic, financial and social spheres;

strengthening of interaction with the relevant divisions of Administration of the President of the Republic of Uzbekistan, and also committees of Legislative house and the Senate of the Oliy Majlis of the Republic of Uzbekistan;
