In pursuance of the Presidential decree of the Republic of Uzbekistan of January 28, 2019 No. UP-5644 "About First-priority Measures for Increase in Responsibility of the Cabinet of Ministers of the Republic of Uzbekistan for Efficiency of Realization of Strategic Tasks of Social and Economic Development of the Country" and resolutions of the President of the Republic of Uzbekistan of January 28, 2019 No. PP-4136 "About implementation of qualitatively new system of the organization of work of the Government of the Republic of Uzbekistan" the Cabinet of Ministers decides:

1. Approve:

Regulations on functional obligations of the First Deputy Prime Minister - the Minister of Transport of the Republic of Uzbekistan according to appendix No. 1;

Regulations on the Secretariat concerning complex development of the territories, communications and defense industry according to appendix No. 2.

2. To the First Deputy Prime Minister of the Republic of Uzbekistan - the Minister of Transport of the Republic of Uzbekistan A. Zh. Ramatov in week time to approve distribution of functional obligations of heads and specialists of the Secretariat concerning complex development of the territories, communications and defense industry.

3. Declare invalid the resolution of the Cabinet of Ministers of July 25, 2018 No. 579 "About approval of regulations on functional obligations of the First Deputy Prime Minister of the Republic of Uzbekistan - the chairman of the board of JSC Uzbekiston temir yullari - the head Kompleksa concerning complex development of the territories and the municipal sphere, ecology, environmental protection, transport, capital construction and building industry, about Information analysis department concerning complex social and economic development of the territories and about Information analysis department concerning the municipal sphere, ecology, environmental protection, transport, capital construction and building industry".

4. To impose control of execution of this resolution on the First Deputy Prime Minister of the Republic of Uzbekistan - the Minister of Transport of the Republic of Uzbekistan A. Zh. Ramatov and the manager of the Secretariat concerning complex development of the territories, communications and defense industry.

Regulations on functional obligations of the First Deputy Prime Minister of the Republic of Uzbekistan - the Minister of Transport of the Republic of Uzbekistan

Chapter 1. General provisions

1. This Provision according to the Presidential decree of the Republic of Uzbekistan of January 28, 2019 No. UP-5644 "About First-priority Measures for Increase in Responsibility of the Cabinet of Ministers of the Republic of Uzbekistan for Efficiency of Realization of Strategic Tasks of Social and Economic Development of the Country" and the resolution of the President of the Republic of Uzbekistan of January 28, 2019 No. PP-4136 "About implementation of qualitatively new system of the organization of work of the Government of the Republic of Uzbekistan" determines functional obligations of the First Deputy Prime Minister of the Republic of Uzbekistan - the Minister of Transport of the Republic of Uzbekistan (further - the First Deputy Prime Minister).

2. The First Deputy Prime Minister is appointed the President of the Republic of Uzbekistan after approval of its candidate by Legislative house of Oliy Majlis of the Republic of Uzbekistan.

The First Deputy Prime Minister is accountable to the President of the Republic of Uzbekistan and the Prime Minister of the Republic of Uzbekistan.

3. The First Deputy Prime Minister in the activities is guided by the Constitution and the laws of the Republic of Uzbekistan, resolutions of chambers of Oliy Majlis of the Republic of Uzbekistan, decrees, resolutions and orders of the President of the Republic of Uzbekistan, resolutions and orders of the Cabinet of Ministers of the Republic of Uzbekistan (further - the Cabinet of Ministers), and also this Provision.

4. Activities of the First Deputy Prime Minister are directed on:

solution of questions of complex social and economic development of the territories;

development of system of municipal services, ecology and environmental protection;

upgrade of engineering and communication and road and transport infrastructure, and also transport communications;

ensuring consecutive realization of reforms in the sphere of capital construction and programs of contract works;

ensuring quality control of works in the sphere of construction and architecture;

development of the construction industry and defense industry.

5. The First Deputy Prime Minister according to the status is the member of the government of the Republic of Uzbekistan and is part of Presidium of the Cabinet of Ministers.

The First Deputy Prime Minister is directly involved in cabinet meetings and its Presidium.

6. The First Deputy Prime Minister performs direct management of the Secretariat concerning complex development of the territories, communications and defense industry (further - the Secretariat), organizes work of specialists of the Secretariat.

Chapter 2. Main activities, tasks and functional obligations of the First Deputy Prime Minister

7. The main activities of the First Deputy Prime Minister are:

timely, accurate and in full realization of the fundamental principle "Not the people shall serve state bodies, and state bodies shall serve the people";

monitoring of course of execution by the ministries, state committees and other state bodies of the laws of the Republic of Uzbekistan, acts of chambers of Oliy Majlis of the Republic of Uzbekistan, parliamentary and deputy requests, decisions and orders of the President of the Republic of Uzbekistan;

permanent studying of the real situation on places, the comprehensive analysis of problems in economy and the social sphere and on this basis development of complex offers on realization of strategic and priority tasks;

ensuring timely and effective practical realization of tasks within the Strategy of actions in five priority directions of development of the Republic of Uzbekistan in 2017 - 2021, the Concept of administrative reform in the Republic of Uzbekistan, the Concept of social and economic development of the Republic of Uzbekistan till 2030, and also the approved industry and territorial development programs on medium-term and long prospects;

preparation of quarterly reports on the course of implementation of the state program for the corresponding year following from the President's letter of the Republic of Uzbekistan to Oliy Majlis of the Republic of Uzbekistan for further submission to chambers of Oliy Majlis of the Republic of Uzbekistan;

realization of complex measures in the sphere of increase in overall performance of the Government, bodies of the public and economic board for improvement of line items of the Republic of Uzbekistan in key international ratings and indexes;

increase in personal role and responsibility of heads of executive bodies on places for effective and productive fulfillment of the tasks and functions assigned to them;

practice enhancement of "dialogue with the people" and personal meetings on the places, development and realization of package of measures guaranteeing further development of the social sphere, including employment and increase in real incomes of the population;

enhancement of system of development, coordination, examination and consideration of drafts of regulatory legal acts by implementation of modern information and communication technologies, including on the basis of studying of the best international practices, if necessary with attraction for these purposes of foreign consultants;

ensuring close interaction with the relevant divisions of Administration of the President of the Republic of Uzbekistan, committees of Legislative house and the Senate of the Oliy Majlis of the Republic of Uzbekistan, and also National the agency of project management in case of the President of the Republic of Uzbekistan;

providing on permanent and system basis of comprehensive and critical efficiency analysis of realization of social and economic reforms in the supervised spheres and industries, preparation of reasonable offers on timely elimination of the revealed problems and realization of complex tasks;

implementation of essentially new system of assessment of the activities of executive bodies of all levels and their heads based on achievement of specific indicators and target indicators, quality assurance and efficiency of program implementation of strategic development of industries of economy and the social sphere on the next, medium-term and long-term prospects;

ensuring the coordinated work of state bodies and executive power at the local level on effective solution of perspective tasks of development of the territories which first of all are lagging behind in economic and social development of rural districts and cities, enhancement of system and efficient control of execution of orders and acts of the President of the Republic of Uzbekistan and the Cabinet of Ministers;

participation in thematic field (open) meetings of the Government in regions with participation of heads of local executive bodies, territorial authorities state managements, representatives of public organizations for the purpose of studying of the course of realization of the performed reforms in specific spheres and the directions;

ensuring system control of course of execution of decrees, resolutions, orders, protocols and orders of the President of the Republic of Uzbekistan and decisions of the Government of the Republic of Uzbekistan, and also "road maps", including by implementation and development of modern information and communication technologies in the office of the Cabinet of Ministers, the ministries and departments, and also khokimiyats of all levels;

enhancement of system of personnel recruitment, implementation of effective forms and methods of advanced training of workers and preparation of efficient reserve of personnel of the Secretariat, and also in system of the ministries, departments and economic associations assigned to the Secretariat;

enhancement of mechanisms of vertical management system and interaction of executive bodies by means of decentralization of public administration, expansion of financial opportunities, role and responsibility of local executive bodies, optimization of number of managerial personnel of the central and average link.

8. The main objectives of the First Deputy Prime Minister are:

a) in the sphere of the analysis of social and economic development of the territories:

carrying out the complex analysis of tendencies and level of social and economic development of the Republic of Karakalpakstan, areas, the city of Tashkent, cities and areas, identification of the available disproportions, reserves and mineral raw material resources which are not involved in production, labor and potential production;

implementation of system monitoring of dynamics of the main economic indicators, structural and institutional transformations, execution of local budgets according to the resolution of the President of the Republic of Uzbekistan of September 11, 2018 No. PP-3939 "About measures for the organization of the accelerated realization of entrepreneurial initiatives and projects in regions";

monitoring and the analysis of accomplishment of programs of complex social and economic development of the territories, identification of the problematic issues interfering timely and their high-quality execution with introduction of offers on their operational decision;

enhancement of monitoring system and the analysis of programs of social and economic development of the territories, other territorial programs, implementation of effective techniques and indicators of assessment of level of social and economic development according to the resolution of the President of the Republic of Uzbekistan of January 8, 2019 No. PP-4102 "About additional measures for further enhancement of activities of sectors for complex social and economic development of regions";

preparation of complex analytical materials on condition of development of economy and the social sphere of the territories, and also offers on development of programs of social and economic development of the territories, entering of adjustments into the adopted territorial programs;

comprehensive examination of drafts of normative and legal and other acts, target programs taking into account specifics and features of each territory, including carrying out complex assessment of their short-term and long-term influence on social and economic development of the territories;

b) in the sphere of development and implementation of regional programs of social and economic development:

expert evaluation of justification of the developed economic indicators of the Republic of Karakalpakstan, areas, the cities and areas, including gross regional product, the industry and agricultural industry, investments, business volume, export, consumer price index, employment;

development of offers on complex and intensive development of the Republic of Karakalpakstan, areas, the city of Tashkent, the cities and areas, proceeding from the strategic priorities of social and economic development of the republic determined by the President of the Republic of Uzbekistan and the Cabinet of Ministers and also taking into account specifics and features of each territory within implementation of the Presidential decree of the Republic of Uzbekistan of March 29, 2018 No. UP-5386 "About the Rim Kishlak Program" and resolutions of the President of the Republic of Uzbekistan of June 27, 2018 No. PP-3812 "About questions of approval and ensuring execution of key parameters of the Rim Waved program";

development of offers on ensuring the steady and balanced functioning of economy of the territory, effective use of mineral raw material resources, labor and potential production of each territory, on expansion of revenues of local budgets, implementation of measures for reducing subventsionnost of areas, the cities and areas, increase in financial stability of the companies, improvement of system of settlement;
