1. Approve the Procedure for ensuring some categories of citizens with sanatorium permits by structural divisions concerning social protection of the population of the district, district state administrations in Kiev, executive bodies city, district in the cities (in case of their education (except Kiev) councils which is applied.

2. This resolution becomes effective from the date of publication.

Procedure for ensuring some categories of citizens with sanatorium permits with structural divisions concerning social protection of the population of the district, district state administrations in Kiev, executive bodies city, district in the cities (in case of their education (except Kiev) councils

1. This Procedure determines the mechanism of providing with structural divisions concerning social protection of the population of the district, district state administrations in Kiev, executive bodies city, district in the cities (in case of their education (except Kiev) councils (further - social security authorities of the population) sanatorium permits (further - permits) in sanatorium organizations of persons according to the Laws of Ukraine "About the status of veterans of war, guarantees of their social protection", "About the victims of Nazi prosecutions" and "About bases of social security of persons with disability in Ukraine".

Action of this Procedure does not extend to persons who are recognized as veterans according to the Law of Ukraine "About the status of veterans of military service, veterans of law-enforcement bodies and some other persons and their social protection", the military personnel and members of their families, persons who receive pension according to the Law of Ukraine "About provision of pensions of persons discharged from military service and some other persons" (except the military personnel of conscription service from among persons on whom operation of the Law of Ukraine "On the status of veterans of war, guarantees of their social protection" expatiates) and persons specified according to the procedure of use of the means provided in the government budget on providing injured participants of Revolution of Advantage and participants of anti-terrorist operation with sanatorium treatment approved by the resolution of the Cabinet of Ministers of Ukraine of March 31, 2015 No. 200 (The Official Bulletin of Ukraine, 2015, No. 31, the Art. 895).

2. Social security authorities of the population provide according to this Procedure free permits in sanatorium organizations according to medical recommendations according to the procedure of priority:

persons with disability of all categories, including persons whose disability is connected with labor accident or occupational disease, at the expense of the means provided by Minsotspolitiki;

veterans of war, persons on whom operation of the Laws of Ukraine "Expatiates on the status of veterans of war, guarantees of their social protection" and "About the victims of Nazi prosecutions", - at the expense of means of local budgets;

veterans of war, persons on whom operation of the Laws of Ukraine "Expatiates on the status of veterans of war, guarantees of their social protection" and "About the victims of Nazi prosecutions", persons with disability and persons who have special merits before the Homeland, in the sanatoria belonging to the sphere of management of Minsotspolitiki - at the expense of means of the government budget.

Persons of the specified categories have the right of the free choice of the sanatorium organization located in the territory of Ukraine (except the institutions located in temporarily occupied territories in the Donetsk and Luhansk regions, the Autonomous Republic of Crimea and Sevastopol which legal regime is determined by the Laws of Ukraine "About features of state policy by ensuring the state sovereignty of Ukraine in temporarily occupied territories in the Donetsk and Luhansk regions" and "About providing the rights and freedoms of citizens and legal regime in temporarily occupied territory of Ukraine"), the treatment corresponding to profile in which they are provided with free permits.

3. Persons specified in Item 2 presents of the Procedure shall be on accounting for providing with sanatorium treatment in social security authorities of the population in the place of their registration.

The working persons and persons who did not reach the retirement age established by the legislation are provided with permits in the place of the main work or on the place of accounting in social security authorities of the population based on the reference that the free permit during previous year was not issued to them (for persons who are provided with permits every two years, - during two previous years).

Persons living in residential care facilities of system of social protection of the population, persons with disability studying on internal (day) form of education in organizations of education, with permits social security authorities of the population according to this Procedure provide.

Persons whose disability is connected with labor accident or occupational disease are provided with permits by Social Insurance Fund based on the conclusion of MSEK about need of treatment on direct consequences of industrial injury or occupational disease.

Persons specified in Item 2 presents of the Procedure which are registered as internally displaced persons shall be on accounting for providing with sanatorium treatment in social security authorities of the population in the place of the actual accommodation.

4. Bodies of health care provide with permits of veterans of war to treatment in hospitals, and also sanatorium permits - persons with disability, veterans of war with disease of tuberculosis and children with disability before achievement of 18-year age (according to medical indications in the presence of the corresponding profile sanatorium budget institutions).
