About approval of Regulations on functional obligations of the deputy prime minister of the Republic of Uzbekistan concerning social development and the Secretariat concerning social development
In pursuance of the Presidential decree of the Republic of Uzbekistan of January 28, 2019 No. UP-5644 "About First-priority Measures for Increase in Responsibility of the Cabinet of Ministers of the Republic of Uzbekistan for Efficiency of Realization of Strategic Tasks of Social and Economic Development of the Country" and resolutions of the President of the Republic of Uzbekistan of January 28, 2019 No. PP-4136 "About implementation of qualitatively new system of the organization of work of the Government of the Republic of Uzbekistan" the Cabinet of Ministers decides:
1. Approve:
Regulations on functional obligations of the deputy prime minister of the Republic of Uzbekistan concerning social development according to appendix No. 1;
Regulations on the Secretariat concerning social development according to appendix No. 2.
2. To the deputy prime minister of the Republic of Uzbekistan concerning social development A. A. Abdukhakimov in ten-day time to approve distribution of functional obligations of heads and employees of the Secretariat concerning social development.
3. Declare invalid the resolution of the Cabinet of Ministers of July 26, 2018 No. 581 "About approval of regulations on functional obligations of the deputy prime minister of the Republic of Uzbekistan - the head Kompleksa concerning education, health care, physical culture, sport and tourism and about Information analysis department concerning education, health care, physical culture, sport and tourism".
4. To impose control of execution of this resolution on the deputy prime minister of the Republic of Uzbekistan concerning social development A. A. Abdukhakimov.

1. This Provision according to the Presidential decree of the Republic of Uzbekistan of January 28, 2019 No. UP-5644 "About First-priority Measures for Increase in Responsibility of the Cabinet of Ministers of the Republic of Uzbekistan for Efficiency of Realization of Strategic Tasks of Social and Economic Development of the Country" and the resolution of the President of the Republic of Uzbekistan of January 28, 2019 No. PP-4136 "About implementation of qualitatively new system of the organization of work of the Government of the Republic of Uzbekistan" determines functional obligations of the deputy prime minister of the Republic of Uzbekistan concerning social development (further - the deputy prime minister).
2. The deputy prime minister is appointed to position by the President of the Republic of Uzbekistan after approval of its candidate by Legislative house of Oliy Majlis of the Republic of Uzbekistan.
The deputy prime minister is accountable to the President of the Republic of Uzbekistan and the Prime Minister of the Republic of Uzbekistan.
3. The deputy prime minister in the activities is guided by the Constitution and the laws of the Republic of Uzbekistan, resolutions of chambers of Oliy Majlis of the Republic of Uzbekistan, decrees, resolutions and orders of the President of the Republic of Uzbekistan, resolutions and orders of the Cabinet of Ministers of the Republic of Uzbekistan (further - the Cabinet of Ministers), and also this Provision.
4. Activities of the deputy prime minister are directed to the solution of the questions connected with coordination of reforms of system of life-long education, health care, physical culture, sport and tourism.
5. The deputy prime minister according to the status is the member of the government of the Republic of Uzbekistan and is part of Presidium of the Cabinet of Ministers.
The deputy prime minister is directly involved in cabinet meetings and its Presidium.
6. The main activities of the deputy prime minister are:
the organization of measures for ensuring timely and effective practical realization of tasks of Strategy of actions for five priority directions of development of the Republic of Uzbekistan in 2017 - 2021, Concepts of administrative reform in the Republic of Uzbekistan, Concepts of social and economic development of the Republic of Uzbekistan till 2030 and the approved industry and territorial development programs on medium-term and long prospects;
ensuring monitoring of the organization of unconditional execution by the fixed ministries and departments, the state committees and other state bodies of the laws of the Republic of Uzbekistan, resolutions of chambers of Oliy Majlis of the Republic of Uzbekistan, parliamentary and deputy requests, decisions and orders of the President of the Republic of Uzbekistan, and also permanent studying of the real situation on places, the comprehensive analysis of problems in the social sphere and on this basis development of complex offers on realization of strategic and priority tasks;
ensuring preparation of reports on the course of implementation of the state program for the corresponding year following from the President's letter of the Republic of Uzbekistan to Oliy Majlis of the Republic of Uzbekistan for further submission to chambers of Oliy Majlis of the Republic of Uzbekistan;
ensuring realization of complex measures in the sphere of increase in overall performance of the Government, bodies of the public and economic board for improvement of line items of the Republic of Uzbekistan in key international ratings and indexes;
takes measures for practice enhancement of "dialogue with the people" and personal meetings on places, development and the realization of package of measures guaranteeing further development of the social sphere, including employment and increase in real incomes of the population;
ensuring carrying out on permanent and system basis of comprehensive and critical efficiency analysis of implementation of economic and social reforms in the supervised spheres and industries, preparation of reasonable offers on timely elimination of the revealed problems and realization of complex tasks;
enhancement of system of development, coordination, examination and consideration of drafts of regulatory legal acts by implementation of modern information and communication technologies, including on the basis of studying of the best international practices, if necessary with attraction for these purposes of foreign consultants;
ensuring close interaction with the relevant structural divisions of Administration of the President of the Republic of Uzbekistan, and also committees of Legislative house and the Senate of the Oliy Majlis of the Republic of Uzbekistan;
increase in level of performing discipline, ensuring system control of course of execution of acts, protocols and orders of the President of the Republic of Uzbekistan and the Government, and also "road maps" on the basis of implementation of modern information and communication technologies in the office of the Cabinet of Ministers, the ministries and departments, and also khokimiyats of all levels;
decrease in excessive administrative regulation by means of transfer of separate state functions to private subjects for the purpose of reorientation of activities of executive bodies to elimination of the reasons and conditions of the arising problems, development and realization of complex measures for implementation of modern methods of the organization of work;
enhancement of mechanisms of vertical management system and interaction of executive bodies by means of decentralization of public administration, expansion of financial opportunities, role and responsibility of local executive bodies, optimization of number of managerial personnel of the central and average link;
enhancement of system of personnel recruitment, implementation of effective forms and methods of advanced training of workers and preparation of efficient reserve of personnel in the Secretariat concerning social development (further - the Secretariat), and also the fixed ministries, departments and economic associations;
coordination of implementation in system of public administration of modern forms, methods and principles, including strategic planning and forecasting;
coordination of implementation of system of assessment of activities of the executive bodies of all levels and their heads assigned to the Secretariat, based on achievement of specific indicators and target indicators, quality and efficiency of program implementation of strategic development of the social sphere on the next, medium-term and long-term prospects;
participation in preparation of the corresponding information and analytical materials for carrying out by the Prime Minister on system basis of thematic field (open) meetings of the Government in regions with participation of heads of local executive bodies, territorial authorities of public administration, representatives of public organizations for the purpose of studying of the course of realization of the performed reforms in specific spheres and the directions.
