About approval of the Standard regulations on the commission on Civil protection

For the purpose of the organization and accomplishment of actions for Civil protection in all modes of functioning of the State system of Civil protection, according to article 14 of the Law of the Kyrgyz Republic "About Civil protection", articles 10 and 17 of the constitutional Law of the Kyrgyz Republic "About the Government of the Kyrgyz Republic" the Government of the Kyrgyz Republic decides:

1. Approve Standard regulations on the commission on Civil protection according to appendix.

2. To the state organizations, plenipotentiaries of the Government of the Kyrgyz Republic in areas, local public administrations, local government bodies (in coordination), to the organizations and the companies of the Kyrgyz Republic to bring the decisions into accord with this resolution.

3. Recognize invalid:

- the order of the Government of the Kyrgyz Republic "About approval of the Standard regulations on the commission on civil protection" of March 3, 2014 No. 113;

- Item 3 of the order of the Government of the Kyrgyz Republic "About modification of some decisions of the Government of the Kyrgyz Republic in the field of Civil protection" of May 16, 2018 No. 238.

4. This resolution becomes effective after ten days from the date of official publication.

Standard regulations on the commission on Civil protection

1. General provisions

The commission on Civil protection created by the head of state body, the plenipotentiary of the President of the Kyrgyz Republic in area, local public administration, executive body of local self-government, and also organization and the company irrespective of patterns of ownership, is the governing body of Civil protection intended for the organization and accomplishment of actions for Civil protection in the corresponding territory in all modes of functioning of the state system of Civil protection.

The commission on Civil protection builds the activities on the principles of close interaction with state bodies, administrations of the organizations located in the corresponding territory, public organizations or their structures in the field of safety of the population, economy and the environment.

3. Decisions of the commission on Civil protection on the questions entering its competence are obligatory for execution by all state bodies subordinated or the organizations located in the corresponding territory, irrespective of their departmental accessory and form of business of property, and also the population living in the corresponding territory.

4. The structure and structure of the commission on Civil protection, its function are established taking into account the tasks assigned to it, the staff list of state body, executive body of local self-government and the organization, and also depending on quantity located in the corresponding territory of potentially dangerous objects, risk of emergence of emergency situations, their possible consequences and other features.

3. Functions and powers of the commission on Civil protection

7. For accomplishment of the assigned tasks the commission on Civil protection in the corresponding territory performs the following functions:

- develops and performs monitoring of implementation of the actions plan on Civil protection in the corresponding territory;

- will organize carrying out rescue and other urgent works with involvement of services and forming of Civil protection, state bodies, the organizations, the companies and organizations, irrespective of patterns of ownership, the population;

- will organize actions for liquidation of emergency situations and attraction of forming of Civil protection, state bodies, organizations, companies and organizations, irrespective of patterns of ownership, local communities, the population for conducting rescue and other urgent works;

- will organize actions for mitigation of consequences of emergency situations, and also special preventive and liquidating events;

- coordinates activities for collection and distribution of the humanitarian assistance and the international emergency relief to the population which was affected by emergency situations;

- other functions which are established taking into account the tasks assigned to the commission on Civil protection, depending on quantity located in the corresponding territory of potentially dangerous objects, risk of emergence of emergency situations, their possible consequences and other features;

- holds events for determination of the need for rendering the international emergency relief in the corresponding territory.
