1. Approve the enclosed regulations of the state service "Issue of the Conclusion (the Allowing Document) for the Room of Mineral Raw Materials under Customs Procedure of Outward Processing".

2. To provide to committee of industrial development and industrial safety of the Ministry of the industry and infrastructure development of the Republic of Kazakhstan in the procedure established by the legislation:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) within ten calendar days from the date of state registration of this order the direction in the Kazakh and Russian languages in the Republican state company on the right of economic maintaining "The republican center of legal information" for official publication and inclusion in Reference control bank of regulatory legal acts of the Republic of Kazakhstan;

3) placement of this order on Internet resource of the Ministry of the industry and infrastructure development of the Republic of Kazakhstan.

3. To impose control of execution of this order on the supervising vice-minister of the industry and infrastructure development of the Republic of Kazakhstan.

4. This order becomes effective after ten calendar days after day of its first official publication.

Chapter 1. General provisions

1. The state service "Issue of the Conclusion (the Allowing Document) for the Room of Mineral Raw Materials under Customs Procedure of Outward Processing" (further - the state service) appears Committee of industrial development and industrial safety of the Ministry of the industry and infrastructure development of the Republic of Kazakhstan (further - the service provider).

2) the head of the service provider writes the statement and documents to the executive in charge of the service provider (through the deputy and the head of the structural unit) within 3 (three) hours from the moment of receipt of documents to it;

4) the head of the service provider within 4 (four) hours signs the conclusion (the allowing document) or the motivated answer about refusal in rendering the state service and sends to the executive in charge of the service provider;

5) the result of rendering the state service according to appendix to the Standard is issued to uslugopoluchatel within 20 (twenty) minutes from the moment of receipt to the executive in charge of the service provider.

Chapter 3. The description of order of interaction of structural divisions (workers) of the service provider in the course of rendering the state service

7. In the course of rendering the state service the following structural divisions of the service provider participate:

1) clerk of the service provider;

2) head of the service provider (deputy and head of the structural unit);

3) executive in charge of the service provider.
