About professional development of the government civil servants of the Russian Federation

1. Approve the enclosed Regulations on procedure of professional development of the government civil servants of the Russian Federation.

2. Determine based on part 6 of article 71 of the Federal Law of July 27, 2004 No. 79-FZ "About the public civil service of the Russian Federation" that before formation of federal state body on management of public service the state order on actions for professional development of federal government civil servants is created by the federal executive body performing functions on development and realization of state policy and normative legal regulation in the sphere of the public civil service.

Bring in Item 5 of the Regulations on Russian President's Civil Service and Personnel Directorate approved by the Presidential decree of the Russian Federation of December 4, 2009 No. 1382 "About approval of the Regulations on Russian President's Civil Service and Personnel Directorate" (The Russian Federation Code, 2009, No. 49, Art. 5922; 2011, No. 4, Art. 572; No. 35, Art. 5064; 2012, No. 32, Art. 4485; 2013, No. 49, Art. 6399; 2014, No. 30, Art. 4286; 2015, No. 10, Art. 1507; 2016, No. 50, Art. 7077; 2018, No. 31, Art. 4991), following changes:

a) in subitem 18:

state paragraph two in the following edition:

"in coordination of offers of the federal executive body performing functions on development and realization of state policy and normative legal regulation in the sphere of the public civil service about determination of the priority directions of professional development of federal government civil servants, the organization of centralized training of federal government civil servants for additional professional programs which correspond to these directions, and about distribution of the budgetary appropriations of the federal budget for the next year and planning period provided on professional development of federal government civil servants;";

in paragraph three of the word "for the corresponding year of the state order on additional professional education" shall be replaced with words "for the corresponding financial year and planning period of the state order on actions for professional development";

word in paragraph five of "budget educational institution of higher education" shall be replaced with words "budget educational institution of the higher education";

word in paragraph six of "budget educational institution of higher education" shall be replaced with words "budget educational institution of the higher education";

b) state subitem 53 in the following edition:

"53) organization of professional development of federal government civil servants of Administration of the President of the Russian Federation;".

4. To the government of the Russian Federation:

a) approve in 2-month time:

distribution of budgetary appropriations of the federal budget for 2019 and for planning period of 2020 and 2021 provided on professional development of federal government civil servants;

the state order on actions for professional development of federal government civil servants for 2019;

b) approve in 3-month time:

regulations on the state educational certificate on additional professional education of the government civil servant of the Russian Federation;

regulations on passing of office training by the government civil servants of the Russian Federation;

regulations on forming based on federal state information system in the field of public service of the single specialized information resource intended for professional development of the government civil servants of the Russian Federation;

c) approve in 6-month time regulations on mentorship on the public civil service of the Russian Federation;

d) provide since 2019 possibility of use by the government civil servants of the Russian Federation of the state educational certificates on additional professional education by means of federal state information system in the field of public service;

e) in 3-month time to bring the regulatory legal acts into accord with this Decree.

5. To the Ministry of Labour and Social Protection of the Russian Federation to submit in the Government of the Russian Federation for approval in a month:

a) the project of distribution of budgetary appropriations of the federal budget for 2019 and for planning period of 2020 and 2021 provided on professional development of federal government civil servants;

b) the draft of the state order on actions for professional development of federal government civil servants for 2019.

6. To the ministry of science and the higher education of the Russian Federation in coordination with the Ministry of Labour and Social Protection of the Russian Federation to approve the territorial and industry adjusting factors to basic standard rates of costs for rendering the state services in implementation of additional professional programs (programs of advanced training and programs of occupational retraining) reflecting features of rendering such services by the federal government civil servant.

7. Determine that financing of the expenses connected with implementation of actions on professional development of federal government civil servants is performed for the account and within the budgetary appropriations provided in the federal budget on these purposes to federal state bodies.

8. Recognize invalid:

The presidential decree of the Russian Federation of December 28, 2006 No. 1474 "About additional professional education of the government civil servants of the Russian Federation" (The Russian Federation Code, 2007, No. 1, the Art. 203);

Item 6 of the Presidential decree of the Russian Federation of December 6, 2007 No. 1643 "About introduction of amendments to some acts of the President of the Russian Federation" (The Russian Federation Code, 2007, No. 50, the Art. 6255);

9. This Decree becomes effective from the date of its signing.
