About activities optimization

For the purpose of optimization of activities of customs authorities and bodies of the border service at check points through Frontier of the Republic of Belarus (further - check points):

1. Determine that customs authorities at check points *, determined by Council of Ministers of the Republic of Belarus, perform the following separate functions performed by bodies of the border service:

1.1. border control;

1.2. the omission through Frontier of the Republic of Belarus of physical persons, vehicles and goods;

1.3. sanitary and quarantine control regarding visual survey of physical persons and in need of poll about condition of their health;

1.4. control for:

observance of rules of stay of foreign citizens and stateless persons in the Republic of Belarus (further - foreigners), and also rules of transit (transit) of foreigners through the territory of the Republic of Belarus;

the mode at check points;

availability at transport drivers of agreements of obligatory civil liability insurance of owners of vehicles;

observance of rules of departure from the Republic of Belarus of the citizens of the Republic of Belarus who did not reach eighteen years if they did not acquire capacity to act in full as a result of marriage or the announcement sui juris;

1.5. decision making about refusal to the foreigner in entry into the Republic of Belarus and cancellation of the visa to entry into the Republic of Belarus;

1.6. execution of decisions:

about temporary restriction of the right of citizens of the Republic of Belarus to departure from the Republic of Belarus, about permission of departure from the Republic of Belarus to certain term and about suspension of temporary restriction of the right of citizens of the Republic of Belarus to departure from the Republic of Belarus;

about temporary restriction of the right of foreigners to departure from the Republic of Belarus;

about permission of departure from the Republic of Belarus to certain term of foreigners, the right on which departure from the Republic of Belarus is temporarily limited, and about suspension of temporary restriction of the right to departure of such foreigners from the Republic of Belarus.

* At the check point located in several places, the functions by customs authorities listed in this Item can be performed according to the decision of Council of Ministers of the Republic of Belarus in one or several locations of the respective check point.

2. The list of the functions which are carried out by customs authorities at the respective check point from among the functions specified in Item 1 of this Decree is determined by Council of Ministers of the Republic of Belarus.

3. Make changes and additions to presidential decrees of the Republic of Belarus (appendix).

4. To Council of Ministers of the Republic of Belarus till January 1, 2019 to take measures for implementation of this Decree.

5. This Decree becomes effective in the following procedure:

item 4 and this Item - after official publication of this Decree;

other provisions of this Decree - since January 1, 2019.

Before reduction of acts of the legislation in compliance with this Decree they are applied in the part which is not contradicting this Decree.

The list of the changes and additions made to presidential decrees of the Republic of Belarus

1. Item 26 of the Regulations on databank on citizens of the Republic of Belarus, the right on which departure from the Republic of Belarus is temporarily limited, No. 643 approved by the Presidential decree of the Republic of Belarus of December 17, 2007 "About simplification of procedure for departure from the Republic of Belarus", to state in the following edition:

"26. Verification of information about the citizens leaving the Republic of Belarus on availability of information about these citizens in databank is organized:

The State Customs Committee - at check points through Frontier of the Republic of Belarus at which border control is exercised by customs authorities;

2. In the Presidential decree of the Republic of Belarus of June 3, 2008 No. 294 "About documentation of the population of the Republic of Belarus":

2.1. in the Regulations on identity documents approved by this Decree:
