1. Give to federal state budgetary institution "The national medical research center of psychiatry and narcology of name Accusative. Serbian" the Ministries of Health of the Russian Federation the status of the basic organization of the State Parties of the Commonwealth of Independent States in the field of psychiatry and narcology.

2. Approve Regulations on the basic organization of the State Parties of the Commonwealth of Independent States in the field of psychiatry and narcology it (is applied).

Regulations on the basic organization of the State Parties of the Commonwealth of Independent States in the field of psychiatry and narcology

1. General provisions

1.1. The basic organization of the State Parties of the Commonwealth of Independent States in the field of psychiatry and narcology (further – the Basic organization) is created for the purpose of coordination of research, educational, organizational and methodical activities for the directions of psychiatry and narcology in the State Parties of the Commonwealth of Independent States.

1.2. The status of the Basic organization is given to federal state budgetary institution "The national medical research center of psychiatry and narcology of name Accusative. Serbian" the Ministries of Health of the Russian Federation (further – Federal State Budgetary Institution NMITs PN im. V.P. Serbskogo of the Russian Ministry of Health), the Russian Federation, the city of Moscow.

1.3. In the activities the Basic organization is guided by the Charter of the Commonwealth of Independent States (further – the CIS), decisions of Council of heads of states, Council of Heads of Government, CIS Economic Council, Council for cooperation in the field of health care of the CIS, other regulatory legal acts adopted within the CIS and this Provision, and also the legislation of the Russian Federation.

1.4. The basic organization is accountable to Council for cooperation in the field of health care of the CIS and performs the activities in interaction with the Ministries of Health of the State Parties of the CIS, Executive committee of the CIS and other bodies of the CIS.

2. Main activities of the Basic organization

The main activities of the Basic organization are:

assistance to development and strengthening of ties between the medical organizations (healthcare institutions), the medical educational and scientific organizations (organizations) in the field of psychiatry and narcology, the recommended Ministries of Health of the State Parties of the CIS;

implementation of mutual exchange of information between the State Parties of the CIS about research, scientific and advisory, educational, organizational and methodical work experience, training in the field of psychiatry and narcology, including with use of remote educational technologies and electronic training;

participation in preparation of draft documents within the CIS, recommendations about the directions of psychiatry and narcology;

studying and distribution of the international experiment on questions of psychiatry and narcology;

the organization together with the medical organizations (healthcare institutions), the medical educational and scientific organizations (organizations) of the State Parties of the CIS of scientific research for urgent subject in the field of psychiatry and narcology and interaction coordination in the field;

preparation of offers for inclusion in programs of advanced training of specialists, research and educational personnel in the directions of psychiatry and narcology;

training of the top skills in clinical internship and postgraduate study on profiles of psychiatry and narcology;

carrying out congresses, congresses, conferences, symposiums, seminars and other actions for problems of psychiatry and narcology;

preparation and the edition of scientific, methodical, information and analytical, training materials and other editions concerning psychiatry and narcology.

3. Rights and obligations of the Basic organization

3.1. For implementation of the activities the Basic organization has the right:

request necessary information from bodies of industry cooperation of the CIS, the Ministries of Health, the profile organizations;

introduce in Council for cooperation in the field of health care of the CIS offers and draft documents on the directions of psychiatry and narcology;

take part in work of bodies of the CIS by consideration of the questions in the directions of psychiatry and narcology which are within the competence of the Basic organization;

create advisory bodies and working groups;

develop offers for inclusion in programs of advanced training of specialists, research and educational personnel in the directions of psychiatry and narcology;

perform educational activities for training of the top skills in clinical internship and postgraduate study, to additional professional programs, including with use of remote educational technologies and electronic training in profiles of psychiatry and narcology.

3.2. The basic organization annually informs Council for cooperation in the field of health care of the CIS on results of the activities.

4. Organization of work of the Basic organization

4.1. Management of the Basic organization is performed of the CEO of Federal State Budgetary Institution NMITs PN im. V.P. Serbskogo of the Russian Ministry of Health.
