About approval of the Program of increase in labor safety at the coal-mining and shaft construction companies

Cabinet of Ministers of Ukraine decides:

1. Approve the Program of increase in labor safety at the coal-mining and shaft construction companies which is attached.

Determine the Ministry of Energy and Coal Industry the state customer of the Program of increase in labor safety at the coal-mining and shaft construction companies.

1-1. For the purpose of effective implementation of the Program of increase in labor safety at the coal-mining and shaft construction companies:

To the Ministry of economic development and trade on representation of the Ministry of Energy and Coal Industry to include the tasks determined by this Program, actions and indicators in appropriate sections of the draft of the State program of economic and social development of Ukraine for the corresponding year;

To the Ministry of Energy and Coal Industry submit annually till April 15 to the Cabinet of Ministers of Ukraine summarized information on the course of accomplishment of the specified Program.

2. Recognize invalid:

Item 1 of the resolution of the Cabinet of Ministers of Ukraine of July 6, 2002 N939 "About Approval of the Program of Increase in Labor Safety on Coal Mines" (The Official Bulletin of Ukraine, 2002, N 28, the Art. 1318);

the resolution of the Cabinet of Ministers of Ukraine of February 18, 2004 N186 "About Modification of the Program of Increase in Labor Safety on Coal Mines" (The Official Bulletin of Ukraine, 2004, N 7, the Art. 404).

The program of increase in labor safety at the coal-mining and shaft construction companies

Modern situation in the sphere of labor protection

Despite injury rate downward tendency in 2003 - 2005, the coal industry is on one of the last places on its absolute and relative measures. In 2005 about 8 thousand people, including 157 - from the deaths are injured. The injury rate indicator from the deaths is constituted by two persons on 1 million tons of the extracted coal that is much higher, than in the advanced coal-mining countries of the world.

Accidents on mine vehicles and hoist engines (percent 20,7), collapses of rocks (18), fall of people (8,1), explosions of gas and dust are basic reasons of injury rate (4,5), defeat by current (3,6), the gasdynamic phenomena (percent 1,9).

The accidents connected with explosions of gas and dust, the underground fires, collapses of rocks and the gasdynamic phenomena and accidents by mine hoist engines which lead to group accidents are especially dangerous. Only in 2005 at the coal-mining companies there were two explosions of gas and dust, 23 fires, 17 collapses, five sudden emissions of coal and gas, two floodings, 12 accidents on surface.

Everyday occurrence for settlements of Donbass are cases of superficial gas emission in the liquidated and operating mines. Domestic and foreign experience demonstrates that it is possible to prevent gas discharge on surface from developments of the closed mines only by decontamination implementation.

Basic reasons which lead to accumulating of explosive concentration of metanovozdushny mix and coal dust are gas contamination of deadlock developments owing to sudden stops of fans in system of local airing, concentration of methane on final sites of lavas, unsatisfactory airing and dust suppression. To fire of gas and dust give short circuits in electric equipment, the underground fires and frictional sparking in operating time of the combine in strong breeds.

Emergence of the majority of the exogenous fires is connected with fire of conveyer belts and electrocable, and endogenous - with leaving in developments of tselik of the coal which is not processed by anti-pyrogenes. Nearly 60 percent of collapses of rocks are caused by violation of requirements of projects and passports of fixture by operators, and 25 percent - with discrepancy to their mining-and-geological conditions. With serious consequences leads to sudden emissions of coal and gas mainly failure to carry out of blowout actions.

Safe operation of mine vehicles is in direct dependence on condition of developments and serviceability of the vehicles. Technical condition of the majority of belt conveyers, electric locomotives and other vehicles does not meet the modern requirements and safety conditions of works. Capital repairs of transport equipment underground are performed at the level of 30 percent for rail transport and 10 - for conveyor.

Immediate causes of accidents of the first and second categories and accidents which occurred within the last 10 years is unsatisfactory technical training and the organization of works, neediness of appropriate resources of engineering procedure and labor safety, abuse of regulations of safety and technology of works, insufficient qualification of miners, unsatisfactory psychophysiological training of workers for work in especially dangerous underground conditions. In development programs of mining operations the due attention is not paid to engineering training of production to trouble-free operation, antiemergency protection in mines, sites and workplaces. It is predetermined by insufficient qualification and untimely study of engineering personnel, frequent replacement of directors and head engineers of mines (to 30 percent working in year), chiefs of sites and mine foremen (to 50 percent).

At the coal-mining and shaft construction companies positive international experience on labor protection, in particular system of assessment and neutralization of risks on workplace, complex systems of antiemergency protection, decrease in staff turnover at the expense of privileges and compensations, training of workers with use of the latest computer systems, material stimulation of positive results of work on labor protection, increase in efficiency of the labor and mountain law is insufficiently used.

Considering specified it is necessary to create the newest systems of complex safety and scheduling of mines, systems antiexplosive and fire safety, to implement means of antiemergency protection, determination of location of underground personnel and mobile equipment, the notification about accident of the people who are in excavations, search of victims under blockages in case of accident and also to develop regulatory legal acts concerning protection and labor safety, to perform preventive measures, to implement more effective remedies and the equipment for safe performance of works on mitigation of consequences of accidents.

Purpose, main objectives and directions of program implementation

The purpose of the Program is preserving life and health of miners by implementation of the legal, organizational and technical, social and economic mechanism of ensuring protection and labor safety at the coal-mining and shaft construction companies.

The main objective of the Program is decrease in level of industrial traumatism, injury rate from the death, accident rates at the coal-mining and shaft construction companies, professional incidence of miners.

The directions of program implementation are:

enhancement of management system protection and labor safety;

safety of engineering procedures;
